Regulations on functions, tasks, and organizational structure

of the Plant Resources Center

THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT

Pursuant to Decree No. 86/2003/NĐ-CP dated July 18, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

Pursuant to Decision No. 220/2005/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Sciences;

Upon the proposal of the Director of the Vietnam Academy of Agricultural Sciences and the Head of the Personnel Department,

DECISION:

Article 1. Position and Function

1. The Plant Resources Center was established pursuant to point "k", clause "l" Article 2 of Decision No. 220/QĐ-TTg dated September 9, 2005 of the Prime Minister establishing the Vietnam Academy of Agricultural Sciences.

2. The Plant Resources Center is a scientific and technological institution under the Vietnam Academy of Agricultural Sciences, with the mission to research, collect, conserve, and utilize national plant resources.

3. The State invests and allocates operating funds for the Center, which is authorized to use its seal and open a separate account at the National Treasury in accordance with the provisions of the law.

The international trade name in English of the Center is: Plant Resources Center, abbreviated as PRC.

The headquarters of the Center is located in Haoi Duc district, Ha Tay province.

Article 2. Tasks of the Center

1. To develop long-term, five-year, and annual research programs, projects, and plans on the conservation of plant resources, submit them to the competent authority for approval, and organize their implementation.

2. To conduct scientific research (including basic research with a specific orientation) and technology transfer in the following areas:

a) Maintaining and developing the National Plant Gene Bank including: Collecting and storing genetic sources at the gene bank: Seeds, fields, in vitro, and DNA; evaluating, documenting; providing information and distributing genetic sources for scientific research, expanding production, and serving variety creation;

b) Developing solutions for conserving and utilizing plant resources including: Genetic diversity; biotechnology; seed physiology and technology; enriching the gene pool; applying information technology to manage data and information on plant resources;

c) Conserving through the utilization of plant resources, developing and maintaining in situ conservation sites for crop germplasm;

d) Agricultural biodiversity, dynamics of plant diversity;

đ) Coordinating the operation of the network for conserving crop germplasm.

3. To implement international cooperation in scientific research, technology transfer, expert collaboration, and human resource training in the field of plant resources in accordance with state regulations.

4. To collaborate with domestic organizations in scientific research and technological development; test new techniques, and train human resources in the assigned field in accordance with the law.

5. To manage and use human resources, funds, and assets effectively in accordance with the law.

Article 3. Organizational Structure

1. The leadership of the Plant Resources Center includes the Director and Deputy Directors of the Center.

a) The Director is appointed by the Minister of Agriculture and Rural Development upon the recommendation of the Director of the Vietnam Academy of Agricultural Sciences. The Director of the Center manages the Center under the head system and is responsible before the Director of the Vietnam Academy of Agricultural Sciences and the law for all activities of the Center.

b) The Deputy Directors of the Center are appointed by the Director of the Vietnam Academy of Agricultural Sciences upon the recommendation of the Director of the Center. The Deputy Directors assist the Director of the Center and are responsible before the Director of the Center and the law for the tasks assigned by the Director of the Center.

2. Professional Departments assist the Director in performing tasks:

a) Department of Science and International Cooperation;

b) Department of Organization and Administration;

c) Department of Finance and Accounting.

Each Department has a Head and Deputy Head.

Depending on specific conditions, the Director of the Vietnam Academy of Agricultural Sciences may decide to establish a General Management Department but not exceeding the three Departments mentioned above.

3. Research Units:

a) Department of Gene Bank Management;

b) Department of Germplasm Breeding and Evaluation;

c) Department of In Situ Conservation and Germplasm Utilization;

d) Department of Plant Resource Data and Information;

e) Department of Agricultural Biodiversity.

Each Department has a Head and Deputy Head.

Article 4. The Director of the Vietnam Academy of Agricultural Sciences is entrusted to specify detailed tasks and approve the Charter of organization and operation of the Center; the Director of the Plant Resources Center is entrusted to define functions, tasks, organizational structure, and operational regulations for subordinate organizations, and register scientific and technological activities of the Center with competent authorities in accordance with state regulations.

Article 5. This Decision shall take effect fifteen days from the date of publication in the Official Gazette.

Article 6. The Chief of the Office, Heads of the Personnel Department, Heads of relevant agencies and units under the Ministry, the Director of the Vietnam Academy of Agricultural Sciences, and the Director of the Plant Resources Center are responsible for implementing this Decision./.
