Regarding the supplementation of Appendix 3 of the Rules on Issuing Certificates of Origin for Goods of Vietnam - Model D to enjoy preferential treatment under the "Agreement on the Framework Agreement on Comprehensive Preferential Trade (CEPT) for the Establishment of the ASEAN Free Trade Area" THE MINISTER OF TRADE On the basis of Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Trade; On the basis of Decision No. 11/2005/QĐ-TTg dated January 12, 2005 of the Prime Minister promulgating the Special Economic Zone - Trade Regulation of Lao Bao, Quang Tri Province and Circular No. 10/2005/TT-BTM dated May 16, 2005 of the Ministry of Trade guiding the implementation of certain issues related to trade activities stipulated in the Special Economic Zone - Trade Regulation of Lao Bao, Quang Tri Province issued together with the aforementioned Decision;

On the basis of Decision No. 130/2005/QĐ-TTg dated June 2, 2005 of the Prime Minister regarding the establishment of the Management Board of the Special Economic Zone - Trade of Lao Bao, Quang Tri Province;

On the basis of Decision No. 05/2006/QĐ-BTM dated January 25, 2006 of the Ministry of Trade delegating the performance of certain tasks to the Management Board of the Special Economic Zone - Trade of Lao Bao;

Considering the proposal of the Director of the Import-Export Department.

Supplement Appendix 3 of the Rules on Issuing Certificates of Origin for Goods of Vietnam - Model D to enjoy preferential treatment under the "Agreement on the Framework Agreement on Comprehensive Preferential Trade (CEPT) for the Establishment of the ASEAN Free Trade Area" promulgated together with Decision No. 1420/2004/QĐ-BTM dated October 4, 2004 of the Ministry of Trade as follows:

Article 1: Guidelines for filling out Certificate of Origin (C/O) Model D.

Technical requirements and testing methods for 1-Butanol

The Director of the Import-Export Department, Directors of relevant units under the Ministry of Trade, and related organizations and individuals are responsible for implementing this decision./.
