Issuing standards for support to maintain and develop the provision of public telecommunications services for the period 2009-2010

MINISTER OF INFORMATION AND COMMUNICATIONS

Pursuant to Decree No. 187/2007/NĐ-CP dated December 25, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

Pursuant to Decision No. 191/2004/QĐ-TTg dated December 8, 2004 of the Prime Minister on the establishment, organization, and operation of the Vietnam Public Telecommunications Service Fund;

Pursuant to Decision No. 74/2006/QĐ-TTg dated April 7, 2006 of the Prime Minister approving the program for providing public telecommunications services until 2010;

Pursuant to Circular No. 67/2006/TT-BTC dated July 18, 2006 of the Ministry of Finance guiding the financial management system of the Vietnam Public Telecommunications Service Fund;

After receiving the opinion of the Ministry of Finance (Letter No. 9061/BTC-TCNH dated June 25, 2009) on the standards for supporting the provision of public telecommunications services;
At the proposal of the Director of the Department of Planning and Finance,

c) Enterprises may be granted permission for no more than one block out of the total three dual-frequency blocks (FDD) B

Article 1. 1. National Technical Regulation on Railway Traffic Signals, number QCVN 21:2025/BXD.

1. Standards for support to maintain and develop the provision of public telecommunications services for the period 2009-2010 (Detailed in Appendix 1 attached hereto).

2. List of areas applying the standards prescribed in Clause 1 of this Article for counties within the area provided with public telecommunications services (abbreviated as counties within the public telecommunications service area) and communes within the area provided with public telecommunications services (Detailed in Appendix 2 attached hereto).

Article 2. Provisions on application:

The standards for support to maintain and develop the provision of public telecommunications services issued together with this Circular shall be applied in the following cases:

1. Developing plans for the provision of public telecommunications services; determining the budget estimate for implementing the plan;

2. Paying the costs for maintaining and developing the provision of public telecommunications services provided by telecommunications enterprises according to the requirements of the State.

Article 3. This Circular takes effect from October 1, 2009 and replaces Decision No. 40/2008/QĐ-BTTTT dated July 2, 2008 of the Minister of Information and Communications on issuing standards for support to maintain and develop the provision of public telecommunications services for the period 2008-2010.

Article 4. The Director of the Office, Heads of the Planning-Finance Department, Heads of the Telecommunications Department; Chairman of the Management Board, Head of the Supervisory Board, Director of the Vietnam Public Telecommunications Service Fund; Chairman of the Board of Directors, General Director, Directors of telecommunications enterprises; Directors of Provincial Departments of Information and Communications and Heads of related units are responsible for implementing this Circular.
