Issuing regulations on the Development Standards for Five-Year-Old Children

Pursuant to Decree No. 178/2007/NĐ-CP dated December 3, 2007 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;
Pursuant to Decision No. 239/QĐ-TTg dated February 9, 2010 of the Prime Minister approving the Program for Universal Pre-school Education for Five-Year-Old Children for the period 2010-2015;
At the proposal of the Director of the Department of Early Childhood Education,
The Minister of Education and Training hereby decides:
Article 1. To issue the Regulations on the Development Standards for Five-Year-Old Children attached hereto.
Article 2. This Circular takes effect from September 6, 2010.
Article 3. The Director of the Ministry's Office, Heads of the Department of Early Childhood Education, Heads of relevant units under the Ministry of Education and Training, Chairpersons of People's Committees of provinces and centrally-administered cities, Directors of Departments of Education and Training are responsible for implementing this Circular./.
