Regulations on the reporting system for comprehensive statistics on science and technology applicable to Provincial Science and Technology Departments

Pursuant to Decree No. 28/2008/NĐ-CP dated March 14, 2008, promulgated by the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Science and Technology;
Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;
Based on Decree No. 30/2006/NĐ-CP dated March 29, 2006 of the Government on statistics of science and technology;
The Minister of Science and Technology stipulates the reporting system for comprehensive statistics on science and technology applicable to provincial Science and Technology Departments under the People's Committees of centrally governed cities and provinces as follows:
Article 1. Reporting System for Comprehensive Statistics on Science and Technology
1. The reporting system for comprehensive statistics on science and technology includes: entities responsible for reporting, content of reports (statistical indicators, calculation methods), report forms, responsibilities of reporting units, recipients of reports, deadlines for submission, time limits for submission, and responsibilities of receiving units.
2. Comprehensive statistics on science and technology are compiled from basic statistical reports on science and technology and administrative files according to a unified set of statistical forms.
Article 2. Entities Responsible for Reporting Comprehensive Statistics on Science and Technology
The entities responsible for reporting comprehensive statistics on science and technology (hereinafter referred to as reporting units) are Science and Technology Departments under the People's Committees of centrally governed cities and provinces.
ARTICLE 3. CONTENT OF REPORTS AND REPORT FORMS (Annex I)
1. Content and report forms include:
a) Number of organizations engaged in science and technology activities (Form 01/TKTH-KHCN-ĐP);
b) Labor force in the field of science and technology (Form 02/TKTH-KHCN-ĐP);
c) Number of scientific and technological civil servants (Form 03/TKTH-KHCN-ĐP);
d) Value of fixed assets and working capital (Form 04/TKTH-KHCN-ĐP);
đ) Expenditure on science and technology (Form 05/TKTH-KHCN-ĐP);
e) Number of research topics/projects on science and technology development (Form 06/TKTH-KHCN-ĐP);
g) Number of research topics/projects registered/submitted for research results according to Decision No. 03/2007/QĐ-BKHCN (Form 07/TKTH-KHCN-ĐP);
h) International cooperation in science and technology activities (Form 08/TKTH-KHCN-ĐP);
i) Science and technology awards (Form 09/TKTH-KHCN-ĐP);
k) Evaluation, appraisal, and technical inspection (Form 10/TKTH-KHCN-ĐP);
l) Standards, measurement, and quality (Form 11/TKTH-KHCN-ĐP);
m) Radiation and nuclear safety (Form 12/TKTH-KHCN-ĐP);
n) Inspection of science and technology (Form 13/TKTH-KHCN-ĐP);
o) Science and technology enterprises (Form 14/TKTH-KHCN-ĐP).
2. The content of the reports must be filled out in the report forms according to the guidelines specified in Appendix II of this Circular.
Article 4. Deadlines for Submission and Time Limits for Sending Reports
1. The reporting period is one year, from January 1 to December 31 of the reporting year.
2. Provincial Science and Technology Departments must send their reports to the National Science and Technology Information Center under the Ministry of Science and Technology, no later than March 10 of the following year of the reporting year, as evidenced by postmark.
ARTICLE 5. FORM OF REPORTS
1. Reports must be prepared in both written form and electronic data file format in Microsoft Excel spreadsheet.
2. Written reports must bear the signature and stamp of confirmation of the head of the reporting unit.
Article 6. Units Receiving Reports and the Process of Sending Reports
Comprehensive statistics on science and technology reports must be sent to the National Science and Technology Information Center under the Ministry of Science and Technology.
Article 7. Rights and Responsibilities of Provincial Science and Technology Departments
1. The Provincial Department of Science and Technology has the right:
a) To be guided on providing information for comprehensive statistical reports;
b) To have their provided information kept confidential in accordance with laws on statistics;
c) To allocate funds for the science and technology cause to conduct science and technology statistics work;
d) To receive comprehensive statistical information from the National Science and Technology Information Center.
2. The Provincial Department of Science and Technology has the responsibility:
a) To report fully, truthfully, objectively, and in accordance with the content of information prescribed in the reporting system for comprehensive statistics on science and technology and bear legal responsibility for the contents of the reports;
b) To submit reports within the deadline;
c) To arrange human resources to carry out science and technology statistics work; To prepare a budget for implementing science and technology statistics work, which is included in the annual budget for the science and technology cause, and submit it to the People's Committee of the province or centrally governed city for approval.
d) Other responsibilities as prescribed by law.
Article 8. Responsibilities of the National Science and Technology Information Department
1. To verify, compare, process, and compile data from comprehensive statistical reports on science and technology.
2. To request the Provincial Department of Science and Technology to verify and resubmit reports and related information on comprehensive statistical reports on science and technology when necessary.
3. Provide comprehensive statistical information on science and technology to higher-level state management agencies for science and technology as prescribed by law.
4. Provide comprehensive statistical information on science and technology to support state management work on science and technology.
5. Provide comprehensive statistical information on science and technology to Provincial Departments of Science and Technology.
6. Compile and prepare comprehensive statistical reports on science and technology for approval by the leadership of the Ministry of Science and Technology and submission to the General Statistics Office according to the reporting system designed for ministries and sectors established by the Prime Minister's Decision.
7. Ensure the confidentiality of information provided by units in accordance with the law on statistics.
8. Study and improve the basic and comprehensive statistical reporting system on science and technology.
Article 9. Effective Date
1. This Circular takes effect forty-five (45) days from the date of issuance.
2. In the course of implementation, if there are any difficulties, report them to the Ministry of Science and Technology for consolidation and resolution./.
