RESOLUTION

ON THE PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT IN 2017

OF THE NATIONAL ASSEMBLY

SOCIALIST REPUBLIC OF VIET NAM

On the basis of the Constitution of the Socialist Republic of Vietnam;

On the basis of reviewing the Reports of the Government, the Supreme People's Court, the Supreme People's Procuracy, the agencies of the National Assembly, relevant agencies, and opinions of National Assembly deputies;

RESOLUTION:

1. ON THE RESULTS OF IMPLEMENTING THE PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT IN 2016

In 2016, the world economy faced many difficulties, with major economies experiencing slow growth. Domestically, the macro-economy was stable, inflation was under control, culture and society made significant progress, social welfare was given attention, the material and spiritual lives of the people continued to improve; public order and social safety were ensured; the investment and business environment was improved, natural resource management and environmental protection were prioritized, institutional reforms were gradually completed, administrative reform was strengthened, discipline and regulations were reinforced, corruption and waste were vigorously prevented and combated; national defense and security were enhanced, national sovereignty was maintained; foreign affairs and international integration achieved many results.

However, the growth rate and export turnover did not meet the targets set out in the plan; economic restructuring was still slow; salinity intrusion in the Mekong Delta, droughts, floods, and marine environmental pollution incidents in central Vietnam had a significant impact on production and people's livelihoods; shortcomings and limitations in healthcare, education, public order and social safety, traffic safety, urban management, the environment, social evils, and administrative discipline were not fully addressed; the situation of corruption and waste remained serious. There were many reasons, but subjective factors were still the main ones. The Government and the Prime Minister were resolute in directing and managing, but some parts of the machinery and officials were still not truly transformed, and there were still shortcomings and limitations in management and operation that needed to be continuously overcome.

2. ON THE OBJECTIVES AND KEY INDICATORS FOR 2017

1. General objectives

Ensuring macro-economic stability, creating clear changes in implementing the three strategic breakthroughs; restructuring the economy in conjunction with transforming the growth model, improving productivity, quality, efficiency, and competitiveness; encouraging entrepreneurship, developing enterprises, and promoting sustainable growth. Enhancing the autonomy of

the economy. Ensuring social welfare and caring for the people's living standards. Developing culture and education, implementing democracy and social progress and equality. Proactively responding to climate change, preventing natural disasters; strengthening natural resource management and environmental protection. Continuing to improve and enhance the effectiveness of law enforcement; focusing on streamlining staff establishments, accelerating administrative reform, reinforcing discipline and regulations; preventing and combating corruption, waste, and bureaucracy. Strengthening national defense potential, maintaining national security, political stability, and public order and social safety, firmly and persistently struggling to protect national independence, sovereignty, unity, and territorial integrity. Improving the effectiveness of foreign activities and international integration, creating a peaceful and stable environment for national development.

2. Gross Domestic Product (GDP) is expected to grow by about 6.7%.

Total export turnover is expected to increase by 6-7%.

The ratio of trade deficit to total export turnover is expected to be around 3.5%.

Average consumer price index is expected to increase by approximately 4%.

Total investment capital for socio-economic development is expected to be around 31.5% of GDP.

Energy consumption per unit of GDP is expected to decrease by 1.5%.

The proportion of poor households according to the multi-dimensional poverty standard is expected to decrease by 1-1.5%, with poor districts decreasing by 4%.

The unemployment rate in urban areas is expected to be below 4%.

The proportion of workers with vocational training is expected to reach 55-57%, of which the proportion of workers with vocational training of three months or more with certificates is expected to reach 22.5%.

The number of hospital beds per ten thousand people is expected to reach 25.5 beds (excluding village health station beds).

The proportion of the population participating in health insurance is expected to reach 82.2%.

The proportion of industrial zones and export processing zones with centralized wastewater treatment systems meeting environmental standards is expected to reach 87%.

Forest coverage ratio is expected to reach 41.45%.

MAIN TASKS AND SOLUTIONS

3. The National Assembly basically agrees with the tasks and solutions proposed by the Government, the Supreme People's Court, the Supreme People's Procuracy, and the agencies of the National Assembly in their reports and special supervision reports; at the same time, it requests the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit Office to focus on implementing the following main tasks and solutions in accordance with their assigned functions and responsibilities:

1. Managing the foreign exchange market and gold market effectively, striving to increase foreign exchange reserves. Tightening fiscal and budgetary discipline; ensuring that state budget spending is frugal, effective, and within the approved budget. Strictly controlling public debt and budget deficit indicators. Continuing to implement full financial, organizational, staffing, and operational autonomy for public service units; cost pricing, adjusting service fees according to market mechanisms while ensuring macroeconomic stability; setting a roadmap for market prices in education, healthcare, etc., linked with support for policy beneficiaries and poor households. Encouraging businesses from all economic sectors to participate in providing public services, developing the public service market with appropriate state management and regulation. Reorganizing and restructuring public service units, equitizing public service units that meet the conditions as prescribed.

Effectively implement preferential policies, especially regarding tax, credit, land, and human resources to accelerate the application of high technology, develop supporting industries, encourage agriculture, production, processing, and consumption of agricultural products.

Implement the Financial Plan and Public Investment Plan efficiently over the medium term, aiming for breakthroughs in infrastructure construction, contributing to achieving the socio-economic development goals for 2016-2020. Pay attention to allocating public investment funds for poverty alleviation, job creation, agricultural development, rural areas, mountainous regions, ethnic minority areas, areas heavily affected by natural disasters, and localities impacted by environmental incidents; health and education projects, key infrastructure projects, and other national key projects; continue implementing border patrol roads, Eastern Ho Chi Minh Highway, and economic-social development, strictly adhering to criteria, priority order in allocating medium-term public investment funds from 2016-2020, adapting to practical situations and urgent needs of localities. Improve the system of standards and economic-technical norms in basic construction investment, immediately applying suitable solutions to save public investment funds. Develop policies to enhance the efficiency of infrastructure management, operation, and maintenance. The Government and State Audit Office will strengthen supervision, inspection, auditing, and oversight to ensure the effective use of investments by state-owned enterprises and sources of capital for infrastructure development. Closely monitor compliance with the Law on Public Investment and other relevant laws from project implementation. Focus on directing and taking measures to promptly address wasteful and ineffective projects using state investment funds, clarify and handle the responsibility of related organizations and individuals. Strengthen transparency and improve the effectiveness of BOT transportation projects.

Vigorously restructure the economy, focusing on three key areas and prioritized tasks and action programs as per the National Assembly's Resolution on the Economic Restructuring Plan for 2016-2020. Restructure while innovating growth models towards increasing labor productivity, quality, and competitiveness of the economy; reasonably combine extensive and intensive growth, with intensive growth as the main direction; mobilize, allocate, and use resources effectively through market mechanisms. Enhance the ability to organize inter-provincial activities to overcome parochialism, leverage regional economic strengths, and regional connectivity; improve the quality of comprehensive planning and development plans between regions, linking with environmental protection and adaptation to climate change. Focus on restructuring agriculture in conjunction with new rural development, attracting strong business investment in agriculture and rural areas; widely replicate successful production models using high technology, connecting production along value chains, ensuring food safety. Promote the rapid development of processing and manufacturing industries, electronics, information technology, biotechnology, environmental industries, and supporting industries. Concentrate on developing advantageous service industries with high technology and added value, promoting service exports; develop tourism as a leading economic sector.

Effectively implement sustainable poverty reduction policies based on multi-dimensional poverty standards as per Resolution No. 76/2013/QH13 and social welfare target programs; the National Target Program on New Rural Development, prioritizing resource allocation to support difficult areas and ethnic minority regions; focus on mobilizing resources for housing development for families of those who have contributed to the revolution, workers in industrial zones, and export processing zones. Strengthen land management, including land originating from state-owned farms and forests as per Resolution No. 112/2015/QH13, strictly implement the conclusions of the National Assembly Standing Committee's supervision on land management and use in farms and forests. Develop the labor market, focusing on improving and enhancing it.

The Government and State Audit Office strengthen supervision, inspection, auditing, and investigation to ensure effective use of investments by state-owned corporations and enterprises, and development infrastructure capital sources. Closely monitor compliance with the Law on Public Investment and other relevant laws from the outset of project implementation. Focus on directing and taking measures to promptly address wasteful and inefficient state-funded projects, clarify and handle the responsibility of organizations and individuals involved. Implement streamlined staffing, restructuring the cadre corps, and civil servant reform linked to administrative organization reform, innovation in the operational mechanism of public institutions, and salary reform; review deputy appointments and rank titles, and report to the National Assembly at its final session in 2017. Enhance anti-corruption efforts, thrift, and waste reduction, and improve citizen reception, complaint resolution, and accusation handling.

Address existing shortcomings and limitations, further improving the quality of investigation, prosecution, trial, execution of judgments, and judicial oversight activities. Effectively address pressing social issues; ensure national security, social order, and safety; intensify prevention and punishment of law violations and crimes, particularly high-tech crimes and murder. Strengthen fire prevention, traffic safety inspections, and strictly punish violations.

6. Effectively implement international goals and commitments on responding to climate change and comprehensive solutions for drought prevention and saltwater intrusion, prioritizing areas heavily affected. Effectively carry out compensation and support work to stabilize ■

Maintain a clear understanding of domestic and international situations, closely integrate national defense, security, and foreign affairs to proactively address all situations, firmly safeguard national independence, sovereignty, territorial integrity, maintain a peaceful environment for national development. Effectively implement the National Defense Strategy in the new situation. Enhance and develop the defense and security industry. Consolidate the people's war defense posture, people's security posture, and the people's heartland firmly. Persistently promote peaceful resolution of maritime issues based on international law, the 1982 United Nations Convention on the Law of the Sea, and regional agreements. Combine economic development with national defense and security, especially marine economic sectors, supporting salt farmers, fishermen, and island residents in protecting sovereignty. Ensure national defense and security in strategic economic areas, focusing on Northwest, Central Highlands, and Southwest regions.

Strengthen state management over press and communication work. Proactively provide timely and accurate information about socio-economic conditions, Party guidelines, State policies and laws, and issues of public concern to create social consensus. Strictly handle violations of press laws. Regularly engage in dialogue on mechanisms and policies related to production, business, and people's lives. Implement e-Government, effectively utilize electronic information websites at various levels and sectors to provide information and collect feedback from citizens and businesses, serving as a basis for researching, perfecting mechanisms and policies, and managing operations at all levels.

IMPLEMENTATION

The Government, Supreme People's Court, Supreme People's Procuracy, and State Audit Office shall organize the effective implementation of the National Assembly's Resolution in accordance with their assigned functions and tasks.

The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, Delegations of National Assembly Members, and National Assembly Deputies shall supervise the implementation of this Resolution.

The Vietnam Fatherland Front Central Committee, member organizations of the Front, and social organizations established under the law shall supervise and mobilize all strata of the people to implement the National Assembly's Resolution.

Effectively implement the Party and State's policies on international integration; international commitments and free trade agreements that have been signed. Exploit effectively the benefits from the ASEAN Community. Effectively handle legal issues arising from the implementation of new-generation free trade agreements. Focus on implementing the Action Plan for the United Nations' 2030 Agenda for Sustainable Development in accordance with new guidelines to ensure the achievement of objectives in the upcoming period.

Grasping the developments both domestically and internationally, closely integrating national defense, security, and foreign affairs to proactively address all situations that arise, ensuring the firm independence and sovereignty of the nation, the unity and integrity of the territory, maintaining a peaceful environment for national development. Effectively implementing the Strategy for National Defense in the new situation. Enhancing potential and developing the defense and security industry. Consolidating the people's whole national defense posture, the people's security posture, and the people's solidarity posture firmly. Persistently promoting the resolution of maritime issues through peaceful means based on international law, the United Nations Convention on the Law of the Sea 1982, and regional agreements. Developing the economy in conjunction with national defense and security, particularly marine economic sectors, supporting salt workers, fishermen engaged in distant-water fishing, and residents living on islands in conjunction with sovereignty protection.
