Circular No. 23/2019/TT-BTC amends and supplements the levels of collection and regulations on fees for security condition assessment; examination fees for issuing security business certificates; registration fees for fireworks management permits; and registration fees for weapons, explosives, and support tools management permits. This document shall take effect from June 5, 2019.

Amending and supplementing certain articles of Circular No. 218/2016/TT-BTC dated November 10, 2016 issued by the Minister of Finance on the levels of fees, collection, payment, management, and use of fees for examining conditions in the field of security; examination fees for issuing vocational certificates for security guards; registration fees for firework management permits; registration fees for weapons, explosives, and support tools management permits.
On the basis of the Law on Fees and Registration Fees dated November 25, 2015;
On the basis of the Law on Weapons, Explosives, and Support Tools Management dated June 20, 2017;
On the basis of Decree No. 120/2016/NĐ-CP dated August 23, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Fees and Registration Fees;
On the basis of Decree No. 215/2013/NĐ-CP dated December 23, 2013 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Finance;
The Minister of Finance hereby issues this Circular amending and supplementing certain articles of Circular No. 218/2016/TT-BTC dated November 10, 2016 issued by the Minister of Finance on the levels of fees, collection, payment, management, and use of fees for examining conditions in the field of security; examination fees for issuing vocational certificates for security guards; registration fees for firework management permits; registration fees for weapons, explosives, and support tools management permits.
Pursuant to the State Budget Law dated June 25, 2015;
Amending and supplementing the Table of Fee and Registration Fee Levels issued together with Circular No. 218/2016/TT-BTC as follows:
