Article 1. Scope of Regulation
This Circular applies to agencies, organizations, and individuals involved in activities related to the construction, operation, updating, storage, provision, and use of the structure model and content of the national geospatial database at scale 1:2,000 and 1:5,000.
Article 2. Applicability

Article 3. Definitions and Abbreviations
In this Circular, the following terms shall be understood as follows:

Article 4. Technical requirements for the structure model and content of the national geospatial database at scale 1:2,000 and 1:5,000
Technical requirements for the structure model and content of the national geospatial database at scale 1:2,000 and 1:5,000 include requirements for the structure model and content; detailed data collection requirements for the designed structure model and content; data quality requirements within the structure model; data presentation requirements in graphical form; specifically, as follows:ì1. Coordinate reference system and time reference shall be implemented according to the National Technical Regulation on Basic Geographic Information Standards issued together with Circular No. 02/2012/TT-BTNMT dated March 19, 2012 of the Minister of Natural Resources and Environment (QCVN42:2012/BTNMT); Circular No. 973/2001/TT-TCĐC dated June 20, 2001 of the Director General of the Land Administration Department (now the Ministry of Natural Resources and Environment) regarding guidelines for applying the National Reference System and National Coordinate System VN-2000.ố2. Requirements for the structure model and content of the national geospatial database at scale 1:2,000 and 1:5,000 shall be implemented according to Appendix 1 attached to this Circular. 3. Requirements for collecting national geospatial data at scale 1:2,000 and 1:5,000 shall be implemented according to Appendix 2 attached to this Circular.
4. Requirements for the quality of the national geospatial database at scale 1:2,000 and 1:5,000 shall be implemented according to Appendix 3 attached to this Circular.5. Requirements for presenting the national geospatial database at scale 1:2,000 and 1:5,000 shall be implemented according to Appendix 4 attached to this Circular.Article 5. Metadata of the national geospatial database at scale 1:2,000 and 1:5,000ố Metadata of the national geospatial database at scale 1:2,000 and 1:5,000 shall be implemented according to the metadata provisions in Appendix 8 of QCVN 42:2012/BTNMT.

Metadata of the national geospatial database at the scale of 1:2,000 and 1:5,000 shall be implemented in accordance with the metadata regulations set out in Appendix 8 of QCVN 42:2012/MNR.

Article 7. Effectiveness of Implementation
This Circular takes effect from the date of 10 the February 2,2020. This Circular replaces Circular No. 55/2014/TT-BTNMT dated September 12, 2014, issued by the Minister of Natural Resources and Environment, which stipulates technical requirements for the structure and content of the basic geographic database at scales of 1:2,000 and 1:5,000.
Article 8. Implementation organization
1. Ministries, ministerial-level agencies, government agencies, Uprovincial people's committees under central cities, and related agencies, organizations, and individuals are responsible for implementing this Circular.
2. During implementation, if there are any difficulties, they should be promptly reported to the Ministry of Natural Resources and Environment for consideration and decision./.
