Circular No. 23/2025/TT-BGDĐT amends and supplements certain provisions of the Regulations on the National Student Excellence Selection Examination issued together with Circular No. 17/2023/TT-BGDĐT dated October 10, 2023, of the Minister of Education and Training.

Amending and Supplementing Certain Articles of the Examination Regulations for National Outstanding Students Selection
issued together with Circular No.17/2023/TT-BGDĐTdated October 10, 2023

Pursuant to the Education Law No. 43/2019/QH14;

Pursuant to the Higher Education Law No. 08/2012/QH13 amended and supplemented by the Higher Education Law No. 34/2018/QH14;

Decree No. Decision No. February 26, 2025 of the Government on the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to Resolution No. Resolution No. June 12, 2025 of the National Assembly on the reorganization of provincial administrative units;

At the proposal of the Director of the Quality Management Department;

The Minister of Education and Training issues this Circular amending and supplementing certain articles of the Examination Regulations for National Outstanding Students Selection issued together with Circular No. 17/2023/TT-BGDĐT dated October 10, 2023 of the Minister of Education and Training.

Article 1. Repealing the phrase "Supervisory Inspection" at Clause 1, Article 1 of the Examination Regulations for National Outstanding Students Selection issued together with Circular No. 17/2023/TT-BGDĐT dated October 10, 2023 of the Minister of Education and Training (referred to as the Examination Regulations).

Article 2. Amending and supplementing Clause 4, Article 9 of the Examination Regulations as follows:

"4. The unit assigned by the Minister of Education and Training to take charge of inspection work shall cooperate with other relevant units to implement inspections of all stages of organizing the national outstanding students selection examination."

Article 3. Amending and supplementing Clause 1, Article 12 of the Examination Regulations as follows:

"1. For the national outstanding students selection examination: Each participating unit may register up to 10 candidates per subject (except for the participating unit of Hanoi which may register up to 20 candidates per team). Participating units that have implemented the reorganization of provincial administrative units according to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly shall follow the annex attached to this Circular."

Article 4. Amending and supplementing Point b, c of Clause 2, Article 22 of the Examination Regulations as follows:

"2. For the national outstanding students selection examination:

b) Arrangement of examination rooms for the Computer Science subject: Candidates taking the Computer Science subject will be arranged in separate examination rooms; computers will be isolated from any devices or means inside and outside the examination room;

c) Arrangement of examination rooms for the Foreign Language subject: In the written test session, each foreign language subject will be arranged in a separate examination room equipped with a CD player and speaker, with at least two backup CD players and speakers shared among all foreign language examination rooms; in the oral test session, it will be carried out according to the Examination Organization Guidelines;"

Article 5. Repealing the phrase "Supervisory Inspection" in the name of Chapter VIII of the Examination Regulations.

Article 6. Amending and supplementing Article 38 of the Examination Regulations as follows:

"Article 38. Inspection

1. The Ministry of Education and Training decides to establish inspection teams for the preparation and organization of examinations for participating units and examination boards; inspecting marking and rechecking according to the law.

2. Provincial Departments of Education and Training shall arrange officials, civil servants, and employees who meet the requirements to participate in the inspection teams of the Ministry of Education and Training when requested or assigned tasks according to regulations.

3. Organizations and individuals involved in organizing the examination shall be subject to supervision and inspection by competent state management agencies according to their level of authority and legal provisions."

Article 7. Amending and supplementing Clause 1, Article 40 of the Examination Regulations as follows:

"1. Place to receive information and evidence of violations of the Examination Regulations:

a) Examination Steering Committee, Examination Board;

b) Ministry of Education and Training, provincial Departments of Education and Training."

Article 8. Amending and supplementing Clause 2, Article 43 of the Examination Regulations as follows:

"2. Direct the organization of inspections on the implementation of the Examination Regulations and Examination Organization Guidelines; if necessary, request the General Inspectorate to organize inspection teams."

Article 9. Adding an annex to the Examination Regulations specifying the maximum number of candidates for each subject team.

Article 10. Implementation Provisions

1. This Circular takes effect from December 9, 2025.

2. The Heads of the Office, the Director of the Quality Management Department, the Director of the Planning and Finance Department, the Heads of related units under the Ministry of Education and Training; Chairmen of People's Committees of provinces and centrally governed cities; Directors of provincial Departments of Education and Training; Directors of universities and academies; Principals of universities; Principals of secondary schools are responsible for implementing this Circular./.
