Circular No. 23/2025/TT-BXD stipulates economic and technical characteristics and economic and technical norms for inspection services and initial exemption from inspection for motor vehicles and special-purpose motorcycles. BASED ON THE ROAD TRAFFIC ORDER AND SAFETY LAW dated June 27, 2024;
BASED ON THE PRICES LAW dated June 19, 2023;

Article 3. REGULATING ECONOMIC AND TECHNICAL CHARACTERISTICS
Article 1. Scope of Regulation
The list of economic and technical characteristics for motor vehicle inspection services and initial exemption from inspection for motor vehicles and special-purpose motorcycles is stipulated in Appendix I attached to this Circular.
Article 2. Applicability
1. This Circular applies to organizations and individuals related to motor vehicle inspection services and initial exemption from inspection for motor vehicles and special-purpose motorcycles.
2. This Circular does not apply to organizations and individuals related to motor vehicle inspection services and initial exemption from inspection for motor vehicles and special-purpose motorcycles under the management of the Ministry of National Defense and the Ministry of Public Security.
Article 4. REGULATING ECONOMIC AND TECHNICAL STANDARDS
Economic and technical standards for motor vehicle inspection services and initial exemption from inspection for motor vehicles and special-purpose motorcycles are stipulated in Appendix II attached to this Circular.
1. This Circular takes effect from October 24, 2025.
2. The Director of the Ministry's Office, Department Heads, the Director of Vietnam Motor Vehicle Inspection Agency, and the heads of agencies, organizations, and individuals concerned are responsible for implementing this Circular./.
Article 5. Effective Date
1. This Circular shall take effect from October 24, 2025.
