On the establishment of the Research Board for Free Trade Agreement (FTA)

THE MINISTER OF TRADE
Pursuant to Decree No. 29/2004/NĐ-CP dated January 16, 2004 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Commerce;
Pursuant to the authority granted by the Prime Minister to the Minister of Commerce to establish the Research and Negotiation Board for the Free Trade Agreement (FTA), chaired by the Ministry of Commerce and including representatives from relevant ministries and sectors under Clause 2, Article 1, Decision No. 266/2003/QĐ-TTg dated December 17, 2003 of the Prime Minister on approving the project to develop export markets for goods during the period of 2004-2005;
At the proposal of the Director of the Export Department,
DECISION:
Article 1. The Research Board for the Free Trade Agreement (FTA) is hereby established, comprising:
Chairman: Mr. Luong Van Tu, Deputy Minister of Commerce (in the absence of Deputy Minister Luong Van Tu, Deputy Minister Tran Duc Minh will act in his stead).
Vice-Chairman: Mr. Tran Quoc Khanh, Director of the Multilateral Trade Policy Department, Ministry of Commerce.
Secretariat: One department-level officer from the Import-Export Market Department, Ministry of Commerce.
Members:
One department-level officer from the Asia-Pacific Market Department, Ministry of Commerce.
One department-level officer from the European Market Department, Ministry of Commerce.
One department-level officer from the Americas Market Department, Ministry of Commerce.
One department-level officer from the Africa, West Asia, and South Asia Market Department, Ministry of Commerce.
One department-level officer from the Ministry of Foreign Affairs.
One department-level officer from the Ministry of Finance.
One department-level officer from the Ministry of Planning and Investment.
One department-level officer from the Ministry of Industry.
One department-level officer from the Ministry of Agriculture and Rural Development.
One department-level officer from the Ministry of Posts and Telecommunications.
One department-level officer from the Ministry of Culture and Information.
One department-level officer from the Ministry of Transport.
One department-level officer from the Ministry of Justice.
One department-level officer from the State Bank of Vietnam.
Relevant ministries and sectors listed above shall appoint department-level officers with experience in international economic and trade negotiations, fluent in English (or another commonly used foreign language) to serve as members of the Research Board for the Free Trade Agreement (FTA). They are also required to notify the Chairman of their names and contact information within ten days from the date this Decision takes effect.
Article 2. The Research Board for the Free Trade Agreement (FTA) shall have the following tasks:
1. Drafting the operational regulations of the Research Board for the Free Trade Agreement (FTA), clearly defining the powers and responsibilities of the Chairman, Vice-Chairman, and Members, to be submitted to the Minister of Commerce for consideration and decision.
2. Studying global trends in Free Trade Agreements (FTAs) and their impacts on Vietnam.
3. Proposing strategies for our participation in signing and implementing FTA commitments.
4. Organizing promotional activities and exploring negotiation potential with prospective partners.
5. Developing negotiation plans for FTAs with prospective partners to be submitted to the Minister of Commerce for reporting to the Prime Minister for approval.
6. Based on the approved plan, report to the Minister of Commerce for consideration and decision on establishing the Negotiation Team for the Free Trade Agreement (FTA) with specific partners.
Article 3. The operating expenses of the Research Board for the Free Trade Agreement (FTA) shall be funded from the state budget and included in the annual budget estimate of the Ministry of Commerce.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
Article 5. The Head of the Ministry's Office, Heads of units under the Ministry's agency, and Members of the Research Board for the Free Trade Agreement (FTA) are responsible for implementing this Decision./.
