Regulations on functions, tasks, powers, and organizational structure
of the Institute for Strategy and Development

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decree No. 86/2002/ND-CP dated November 5, 2002 of the Government stipulating the functions, tasks, powers, and organizational structure of Ministries and ministerial-level agencies;
Pursuant to the Government Decree No. 61/2003/NĐ-CP dated June 6, 2003 stipulating the functions, tasks, powers, and organizational structure of the Ministry of Planning and Investment;
Pursuant to the proposal of the Minister of Planning and Investment and the Minister of Home Affairs,
DECISION:
Article 1. Position and Functions
The Institute for Strategy and Development is a national-level institute under the Ministry of Planning and Investment, with the function of researching and proposing strategies and plans for the economic and social development of the entire country and regions; organizing scientific research, training, and professional development of specialized staff, and conducting advisory activities in the field of strategy and planning as prescribed by law.
The Institute for Strategy and Development is a scientific public service unit with legal personality, its own seal and account, operating independently as prescribed by law.
b) Draft five-year and annual socio-economic development plans for the province; major economic and social balances for the province; draft five-year and annual plans, programs, projects, measures to organize and implement tasks related to socio-economic development, finance-budget, planning-investment, and other tasks within the scope of state management of the Department of Finance as prescribed by law;
The Institute for Strategy and Development has the following tasks and powers:
1. Organizing research and drafting projects on strategies and plans for the economic and social development of the entire country and regions according to the division of labor by the Minister of Planning and Investment;
2. Assisting the Minister in implementing tasks related to strategies and plans; providing professional guidance to functional units of ministries, sectors, and localities in formulating their development plans in accordance with the overall strategies and plans for the economic and social development of the entire country that have been approved; monitoring, collecting information, and summarizing the implementation of the overall strategies and plans for the economic and social development of the entire country and regions;
3. Participating in the review of provincial and centrally-administered city development plans and sectoral, industrial zone, export processing zone, and economic zone development plans managed by local authorities according to the division of labor by the Minister of Planning and Investment;
4. Implementing research programs in the field of strategy and planning assigned to it and researching other fields of science as prescribed by law;
5. Studying theoretical and methodological aspects of developing comprehensive strategies and plans for economic and social development;
6. Analyzing, synthesizing, and forecasting economic, social, scientific, technological, environmental, and other factors affecting strategies and plans to serve research on economic and social development strategies and plans;
7. Carrying out international cooperation tasks in the field of strategy and planning according to the division of labor by the Minister of Planning and Investment;
8. Implementing advisory activities in the field of strategy and planning; participating in the training and professional development of specialized staff and postgraduate education as prescribed by law;
9. Managing the organizational structure, staff, civil servants, employees, and contractual workers of the Institute and managing financial resources, assets, and allocated funds according to the provisions of law and the delegation of authority by the Minister of Planning and Investment;
10. Performing other tasks assigned by the Minister of Planning and Investment.
Article 3. Organizational Structure of the Institute for Strategy and Development
a) Leadership of the Institute:
The Institute for Strategy and Development has a Director and Deputy Directors.
The Director of the Institute for Strategy and Development is appointed and relieved from office by the Prime Minister upon the proposal of the Minister of Planning and Investment and is responsible to the Minister for all activities of the Institute for Strategy and Development. Deputy Directors of the Institute for Strategy and Development are appointed and relieved from office by the Minister of Planning and Investment upon the proposal of the Director of the Institute for Strategy and Development and are responsible to the Director for the areas of work assigned to them.
b) Organizational Structure of the Institute:
1. General Department;
2. Forecasting Department;
3. Research and Development Department for Production Sectors;
4. Research and Development Department for Service Sectors;
5. Research and Development Department for Human Resources and Social Issues;
6. Regional Research and Development Department;
7. Infrastructure Research and Development Department;
8. Southern Economic Research Center;
9. Information, Training, and Development Advisory Center;
The Director of the Institute for Strategy and Development shall define the functions, tasks, powers, and organizational structures of subordinate units according to the provisions of law.
10. Office;
This Decision takes effect 15 days after its publication in the Official Gazette and revokes Decision No. 18 BKH/TCCB dated November 29, 1995 of the Minister of Planning and Investment regarding the functions, tasks, powers, and organizational structure of the Institute for Strategy and Development.
Article 4. Effective date
The Minister of Planning and Investment, ministers, heads of ministerial-level agencies, heads of government-affiliated agencies, chairpersons of provincial people's committees of centrally-administered cities, and the Director of the Institute for Strategy and Development are responsible for enforcing this Decision./.
Article 5. Responsibilities for Implementation
The Minister of Planning and Investment, ministers, heads of ministerial-level agencies, heads of government agencies, Chairpersons of provincial people's committees under the central government, and the Director of the Institute for Strategy and Development are responsible for implementing this Decision./.
