THE MINISTER OF FINANCE

Pursuant to the Statistics Law No. 04/2003/QH11 dated June 17, 2003;

Pursuant to Decree No. 40/2004/NĐ-CP dated February 13, 2004 of the Government detailing and guiding the implementation of certain provisions of the Statistics Law;

Pursuant to Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;

Pursuant to Decision No. 312/QĐ-TTg dated March 2, 2010 of the Prime Minister approving the Project for Comprehensive Reform of Statistical Indicators Systems;

Pursuant to Decision No. 43/2010/QĐ-TTg dated June 2, 2010 of the Prime Minister promulgating the National Statistical Indicators System;

At the proposal of the Director of the Department of Information Technology and Financial Statistics,

DECISION:

Article 1The System of Indicators and Statistical Reporting Regime for Financial Statistics is hereby issued together with this Decision.

For other reports not within the scope of adjustment of this Decision, units shall implement according to the current regulations of the Minister of Finance and competent state management agencies.

Article 2. Reporting period, deadline for submitting reports.

1. Reporting period.

a) The reporting period includes: Daily report; Report every 15 days; Monthly report; Quarterly report; Report every six months; Annual report.

b) For reports with specific business characteristics, the reporting period is specified for each form.

2. Deadline for submitting reports.

a) Daily report: no later than 9 AM on the next working day following the reporting date;

b) Report every 15 days: no later than five days after the end of the reporting period.

c) Monthly implementation status report: no later than the 15th of the following month;

d) Quarterly and six-month implementation status reports: no later than 45 days after the end of the quarter or six months.

e) Annual implementation status report: no later than 45 days after the end of the year.

f) If the last day of the submission deadline coincides with a public holiday, Tet holiday, or weekend, the submission date will be the next working day after the holiday or weekend.

Article 3. Method of reporting.

1. The method of submitting statistical reports is carried out through the Ministry of Finance's computer network using the Financial Statistics Reporting Application on the Ministry of Finance's website.

2. Units must submit statistical reports in electronic data files according to the format of the model file and instructions provided by the Department of Information Technology and Financial Statistics.

Article 4. Exploitation and use of reports.

1. Reports on the situation of State Budget operations and Central Budgets by fiscal year, estimated budget implementation situations, government debt, and national reserve situations are authorized to be exploited by the Ministry's leadership, leadership of Departments, Bureaus, and General Departments under the Ministry of Finance.

2. The remaining reports are authorized for exploitation and use by all individuals and units under the Ministry of Finance.

3. Matters concerning the authorization, supplementation, and change of access rights to confidential report indicators and forms of units under the Ministry of Finance are decided by the Minister of Finance.

Article 5. Confidentiality of statistical information.

1. Statistical report data and related documents classified as state secrets or financial sector secrets must be managed, used, and transmitted in accordance with the laws on protecting state secrets and those of the financial sector.

2. Individuals authorized to exploit report information have the responsibility to comply with confidentiality regulations regarding password management and the information and data they are permitted to exploit.

Article 6. Implementation schedule.

The system of indicators and statistical reporting regime for financial statistics will be implemented by units under the Ministry of Finance as follows:

1. Indicator system for 2011 (Group A): including indicators belonging to the Public Finance, National Reserve, Securities, Insurance, International Trade, Market Price, Tax Payers, and Budget-related Units groups.

2. Indicators to be implemented from 2012 to 2014 (Group B) according to the implementation schedule stipulated in Decision No. 43/2010/QD-TTg dated June 2, 2010, of the Prime Minister.

- In 2012, develop forms and specific indicators for state asset statistics.

- In 2013, develop forms for international trade indicators for quarterly and annual reporting periods according to the implementation schedule.

Article 7. Heads of units assigned to report are responsible for organizing statistical work at their units to ensure the provision of accurate, objective, complete, and timely statistical report information as stipulated in this Decision. The list of units assigned to report is specified for each indicator in the System of Indicators and Statistical Reporting Regime for Financial Statistics issued together with this Decision. When there are unusual changes in the reporting period, the unit must submit an explanatory report to the Ministry of Finance (Department of Information Technology and Financial Statistics).

Article 8. Responsibilities of the Department of Information Technology and Financial Statistics.

1. Serve as the focal point for organizing and receiving reports in the form of electronic data files from units; carry out the consolidation and provision of report information according to the requirements of the National Statistical Indicator System, while providing on the Ministry of Finance's website (Specialized page for Financial Statistics Information - serving Leadership); bear responsibility for the truthfulness and accuracy in providing data according to the content reported by units.

2. Propose to the Minister of Finance to amend and supplement the Financial Statistics Indicator System and reporting form models in line with the National Statistical Indicator System, implementation schedule, and development needs of the sector during each period.

3. Propose to the Minister of Finance to approve access rights and supplementation, and changes to access rights to indicators and forms of reports of units under the Ministry of Finance for forms containing confidential data and not publicly disclosed.

Article 9This Decision takes effect from the date of signature and replaces Decision No. 148/QD-BTC dated January 12, 2007, of the Minister of Finance on the issuance of the reporting regime for financial statistics according to the National Statistical Indicator System.

Amendments and supplements to the System of Indicators and Statistical Reporting Regime for Financial Statistics shall be primarily organized by the Director of the Department of Information Technology and Financial Statistics and submitted to the Minister of Finance for decision.

Article 10The Head of the Ministry's Office, the Director of the Department of Information Technology and Financial Statistics, and the Heads of units under the Ministry of Finance are responsible for implementing this Decision./.
