Issuing the list of national target programs for 2011

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 52/2010/QH12 dated November 10, 2010 of the National Assembly on the state budget estimate for 2011;

Pursuant to Decision No. 135/2009/QĐ-TTg dated November 4, 2009 of the Prime Minister promulgating the regulations on management and implementation of national target programs;

Considering the proposal of the Minister of Planning and Investment,

DECISION:

Article 1The Prime Minister hereby issues the List of National Target Programs to be implemented in 2011 and assigns the agencies responsible for managing and implementing the Programs as follows:

1. National Target Program on Employment.

a) Objectives:

- To improve the quality and effectiveness of vocational training to create jobs and increase income for rural laborers, contributing to the restructuring of the labor force and economic structure, serving the cause of industrialization and modernization of agriculture and rural areas;

- To support job creation and develop the labor market, especially in rural areas and informal sectors.

b) Component projects:

- Project 1: Reforming and developing vocational education;

- Project 2: Vocational training for rural workers;

- Project 3: Job creation loans from the National Employment Fund;

- Project 4: Supporting workers to work abroad under contracts;

- Project 5: Supporting the development of the labor market;

- Project 6: Enhancing capacity, communication, and monitoring and evaluation of the program.

c) Assignment of management and implementation of the program:

The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and implement the Program.

2. National Target Program on Poverty Reduction.

a) Objectives:

Creating opportunities for the poor and poor households to stabilize and diversify their livelihoods, increase income, overcome poverty, and become better off; strengthening and improving the quality of essential infrastructure to serve economic and social development, improving the quality of life for people in poor regions; reducing the increasing inequality in income and living standards between regions and population groups.

b) Component projects:

- Project 1: Supporting the development of essential infrastructure in particularly difficult communes in coastal and island areas;

- Project 2: Expanding models of poverty reduction;

- Project 3: Supporting the enhancement of poverty reduction capacity, communication, and monitoring and evaluation of the program's implementation.

c) Assignment of management and implementation of the program:

The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and implement the Program.

3. National Target Program on Clean Water and Environmental Sanitation in Rural Areas.

a) Objectives:

Implementing the national strategy on water supply and environmental sanitation in rural areas until 2020; improving the quality of life for rural residents through improved conditions for clean water supply, sanitation, raising awareness, changing hygiene behaviors, and reducing environmental pollution.

b) Component projects:

- Project 1: Rural domestic water supply;

- Project 2: Rural sanitation;

- Project 3: Improving the rural environment;

- Project 4: Raising awareness, enhancing capacity, institutional development, and technology advancement in rural water supply and sanitation.

c) Assignment of management and implementation of the Program:

- The Ministry of Agriculture and Rural Development shall manage, direct, and comprehensively consolidate the overall situation of the Program's implementation; take the lead and coordinate with relevant ministries, sectors, and localities to manage and implement Projects 1, 3, and 4.

- The Ministry of Health shall take the lead and coordinate with the Ministry of Agriculture and Rural Development, relevant ministries, sectors, and localities to manage and implement Project 2.

4. National Target Program on Health.

a) Objectives:

Proactively prevent and control certain social diseases and dangerous epidemics. Reduce the incidence and mortality rates of certain social diseases and dangerous epidemics, contributing to social equity in healthcare and improving the quality of life.

b) Component projects:

- Project 1: Prevention and control of infectious diseases (tuberculosis, leprosy, malaria, dengue fever);

- Project 2: Prevention and control of non-infectious diseases (cancer, hypertension, diabetes, community mental health protection, chronic obstructive pulmonary disease);

- Project 3: Expanded immunization;

- Project 4: Reproductive health care and improvement of children's nutrition status;

- Project 5: Military-civilian medical cooperation;

- Project 6: School health;

c) Assignment of management and implementation of the Program:

- Project 7: Blood safety.

The Ministry of Health shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and implement the Program.

a) Objectives:

5. National Target Program on Population and Family Planning.

- Proactively maintain a reasonable low birth rate to stabilize the population size at around 115-120 million people by mid-century;

- Improve the quality of the population in terms of physical, intellectual, and spiritual aspects to meet the requirements of the country's industrialization and modernization;

b) Component projects:

- Prevent gender imbalance at birth.

- Project 1: Communication to change behavior;

- Project 2: Ensuring logistics and providing family planning services;

- Project 3: Improving the quality of the gene pool;

- Project 4: Enhancing organizational capacity to implement the program;

c) Assignment of management and implementation of the Program:

- Project 7: Blood safety.

- Project: Controlling population in coastal, island, and coastal areas.

a) Objectives:

6. National Target Program on Food Safety and Hygiene.

b) Component projects:

Enhance the capacity of the national administrative system for food safety management from central to local levels, sufficient to manage and direct activities ensuring food safety quality to meet international and regional economic integration needs.

- Project 1: Enhancing food safety quality management capacity;

- Project 2: Information, education, and communication to ensure food safety quality;

- Project 3: Strengthening the capacity of the food safety quality testing system;

- Project 4: Prevention and control of food poisoning and foodborne diseases;

- Project 5: Ensuring food safety in agricultural, forestry, and aquatic product production;

c) Assignment of management and implementation of the Program:

- The Ministry of Health manages, directs, and comprehensively consolidates the overall situation of the Program's implementation; takes the lead and coordinates with relevant ministries, sectors, and localities to manage and organize the implementation of Project 1, Project 2, Project 3, and Project 4.

 - The Ministry of Agriculture and Rural Development takes the lead and coordinates with the Ministry of Health and relevant ministries, sectors, and localities to manage and organize the implementation of Project 5.

 - The Ministry of Industry and Trade takes the lead and coordinates with the Ministry of Health and relevant ministries, sectors, and localities to manage and organize the implementation of Project 6.

7. National Target Program on Culture.

a) Objectives:

- Preserve cultural heritage closely and serve the implementation of important political tasks of the Party and State; prevent the risk of deterioration of historical sites and the erosion of intangible culture.

b) Component projects:

- Project 1: Combat deterioration, repair and restore historical sites.

- Project 2: Collect, preserve and promote the value of intangible cultural heritages of ethnic groups.

- Project 3: Preserve some exemplary villages and traditional festivals of ethnic minorities.

- Project 4: Strengthen investment in building and developing cultural and sports systems in mountainous districts, remote areas, border regions and islands.

- Project 5: Provide cultural equipment and products for ethnic minority areas, border lines, and islands.

- Project 6: Support the development of cinema.

c) Assignment of management and implementation of the Program:

The Ministry of Culture, Sports and Tourism shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and implement the Program.

8. National Target Program on Education and Training.

a) Objectives:

- Implement universal preschool education at age five, maintain the results of universal primary education at appropriate age, and implement universal lower secondary education at appropriate age.

- Support students from ethnic minorities and those in difficult areas to have access to school.

- Improve the quality of education at all levels through teacher training, improving curricula and learning materials.

- Enhance foreign language teaching and learning in the national education system.

- Consolidate and strengthen school infrastructure.

b) Component projects:

- Project 1: Support universal preschool education at age five, eradicate illiteracy and prevent re-illiteracy, maintain the results of universal primary education, implement universal lower secondary education at appropriate age, and support universal upper secondary education.

- Project 2: Train information technology human resources and apply information technology in education.

- Project 3: Enhance foreign language teaching and learning in the national education system.

- Project 4: Support education in mountainous areas, ethnic minority regions, and difficult areas.

- Project 5: Strengthen the capacity of educational institutions.

c) Assignment of management and implementation of the Program:

The Ministry of Education and Training shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and implement the Program.

9. National Target Program on Prevention and Control of Drug Abuse.

a) Objectives:

Strive to reduce drug-related crimes and sources of drugs; control and reduce the number of drug addicts.

b) Component projects:

- Project 1: Strengthen the capacity to combat drug-related crimes.

- Project 2: Enhance the effectiveness of drug rehabilitation work, post-rehabilitation management, and research, evaluation, application, and assessment of various types of medicines and medical methods in treatment and functional recovery for drug addicts.

- Project 3: Prevent and control drug abuse in schools.

- Project 4: Strengthen the management and control of precursor chemicals.

- Project 5: Build drug-free communes, wards, towns, and residential areas.

- Project 6: Eradicate and prevent the replanting of drug-producing plants.

- Project 7: Collect, manage, and process data and information on the situation of drug abuse in prevention and control activities.

- Project 8: Information dissemination and propaganda on prevention and control of drug abuse; enhance international cooperation; manage, inspect, and supervise the implementation of the Program.

c) Assignment of management and implementation of the Program:

The Ministry of Public Security shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and implement the Program.

10. National Target Program on Crime Prevention and Control.

a) Objectives:

Maintain legal discipline, enhance public awareness of compliance and respect for laws in communities, schools, families, and society; raise public understanding about crime prevention and control, build a healthy living environment, and foster a lifestyle and work ethic based on the rule of law; significantly transform social and professional preventive work; proactively attack and suppress various types of crimes concentrated in key and complex areas; control and prevent the increase and spread of crime, aiming to reduce crime overall and substantially reduce serious crimes.

b) Component projects:

- Project 1: Disseminate information and mobilize the public to participate in crime prevention, detection, and reporting; reform and educate offenders within families and communities.

- Project 2: Combat organized crime, dangerous criminal offenses, and transnational crimes.

- Project 3: Combat crimes against children and juvenile delinquency.

- Project 4: Combat high-tech crimes.

- Project 5: Establish a Crime Information Center.

- Project 6: Strengthen the capacity of program management agencies and investigative agencies at all levels in investigating economic and social order crimes.

- Project 7: Enhance the capacity of environmental crime prevention and control police forces.

c) Assignment of management and implementation of the Program:

The Ministry of Public Security shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and implement the Program.

11. National Target Program on Energy Efficiency and Rational Use.

a) Objectives:

Strive to save from 5% to 8% of total energy consumption compared to the current forecast on energy development and socio-economic development under the normal development scenario based on the formation and effective operation of models for efficient energy management; widely implement high-efficiency equipment to gradually replace low-efficiency equipment and eventually eliminate outdated technology; maximize the capacity of means and equipment, minimize fuel consumption in transportation, pilot the use of alternative fuels, limit emissions from vehicles, and protect the environment.

b) Component projects:

- Project 1: Strengthen education, publicity, dissemination of information, mobilize the community to enhance awareness, promote the use of energy conservation and efficiency, and environmental protection.

- Project 2: Develop and disseminate high-efficiency, energy-saving equipment, gradually phase out low-efficiency equipment.

- Project 3: Efficient use of energy in industrial production enterprises.

- Project 4: Efficient use of energy in buildings.

- Project 5: Promote energy savings in the transportation sector.

c) Assignment of management and implementation of the Program:

The Ministry of Industry and Trade shall take the lead, coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

12. National Target Program on Responding to Climate Change.

a) Objectives:

The strategic goal of the Program is to assess the degree of impact of climate change on various fields, industries, and localities at each stage, and develop feasible action plans to effectively respond to climate change in both short-term and long-term stages, ensuring sustainable national development, taking advantage of opportunities to develop a low-carbon economy, and participating in international efforts to mitigate climate change and protect the Earth's climate system.

b) Component projects:

- Project 1: Assess the degree of climate change, build climate change scenarios and sea-level rise scenarios.

- Project 2: Develop and implement a scientific and technological program on climate change.

- Project 3: Enhance inter-sectoral capacity for climate change activities.

- Project 4: Raise awareness and train human resources; - Project 5: Develop and implement action plans to respond to climate change.

c) Assignment of management and implementation of the Program:

The Ministry of Natural Resources and Environment shall take the lead, coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

13. National Target Program on Building New Rural Areas.

a) Objectives:

Build new rural areas with modern economic and social infrastructure; rational economic structure and forms of production organization, linking agriculture with rapid industrial and service development; linking rural development with urbanization according to planning; democratic, stable, rich in ethnic cultural identity rural society; protected ecological environment; maintained public security and order; improved material and spiritual life of the people in accordance with the socialist orientation.

b) Component projects and division of management and implementation of the Program:

The Ministry of Agriculture and Rural Development shall select certain contents of the National Target Program on Building New Rural Areas approved by Decision No. 800/QĐ-TTg dated June 4, 2010 of the Government Prime Minister to implement in 2011 based on the results of the pilot model of new rural areas construction in 2009-2010.

14. National Target Program on Prevention and Control of HIV/AIDS.

After completing this module, the trainee will be able to:

Continue to implement the goals of the national strategy on prevention and control of HIV/AIDS, keep the rate of HIV/AIDS infection in the community below 0.3%; reduce the impact of HIV/AIDS on economic and social development.

b) Component projects:

- Project 1: Information, education, and communication to change behavior to prevent HIV/AIDS.

- Project 2: Monitor HIV/AIDS epidemics and intervene to reduce harm and prevent HIV transmission.

- Project 3: Support treatment for HIV/AIDS and prevent mother-to-child transmission of HIV.

- Project 4: Strengthen the capacity of HIV/AIDS prevention and control centers.

c) Assignment of management and implementation of the Program:

- Project 7: Blood safety.

15. National Target Program on Bringing Information to Mountainous Areas, Remote Areas, Border Regions, and Islands.

a) Objectives:

Chapter I sets out a program to develop the grassroots information network with the aim of reducing disparities in information access and dissemination among regions; enhancing propaganda on the Party's guidelines and State laws, contributing to economic and social development, improving cultural and spiritual life for the people, and ensuring security and defense in mountainous areas, remote regions, border areas, islands, and ethnic minority regions.

b) Component projects:

- Project 1: Strengthening the capacity of grassroots information and communication officers.

- Project 2: Enhancing material infrastructure for the grassroots information and communication system.

- Project 3: Enriching information and communication content for grassroots areas in mountainous regions, remote areas, border areas, and islands.

c) Assignment of management and implementation of the Program:

The Ministry of Information and Communications shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and implement the Program.

Article 2. Implementation

1. The Ministry of Planning and Investment:

- Announce the investment capital for each Target Program in 2011 before December 22, 2010, for the management agencies to allocate specifically;

- Take the lead and coordinate with the Ministry of Finance to review the content, compile criteria, standards, and allocation plans for the Target Programs' capital in 2011 to submit to the Prime Minister for reporting to the Standing Committee of the National Assembly;

- After receiving comments from the Standing Committee of the National Assembly, announce the objectives, tasks, and 2011 capital (including development investment and public service funds) for each Target Program to relevant ministries, sectors, and localities before January 31, 2011;

- Take the lead and coordinate with the Ministry of Finance and other ministries, sectors, and localities in 2011 to comprehensively evaluate the Target Programs during the 2006-2010 period and propose a list of Target Programs for the 2011-2015 period to be submitted to the Government for reporting to the National Assembly for consideration and decision;

2. Ministry of Finance:

- Announce the public service funds for each Target Program in 2011 before December 22, 2010, for the management agencies to allocate specifically;

- Coordinate with the Ministry of Planning and Investment to review the content, criteria, standards, and allocation plans for the Target Programs' capital in 2011;

- After receiving comments from the Standing Committee of the National Assembly, announce the budget estimates for the Target Programs in 2011 to relevant ministries, sectors, and localities before January 31, 2011.

3. Management Agencies of Target Programs:

- Lead in developing the content, criteria, standards, and allocation plans for the Target Programs' capital in 2011 (including both investment and public service funds) and send them to the Ministry of Planning and Investment and the Ministry of Finance before December 27, 2010, for consolidation and submission to the Prime Minister;

- Guide operational procedures and implement activities of the Program in 2011 for relevant ministries, central agencies, and provincial People's Committees to execute;

- Lead and coordinate with the Ministry of Planning and Investment, the Ministry of Finance, and other ministries, sectors, and localities in 2011 to evaluate the Target Programs managed and directed during the 2006-2010 period and propose Target Programs for the 2011-2015 period, and send them to the Ministry of Planning and Investment and the Ministry of Finance before June 2011 for consolidation and submission to the Prime Minister.

4. Implementing Agencies of Target Programs at Central and Local Levels:

a) Ministries, agencies equivalent to ministries, and central agencies implementing Target Programs:

- Allocate and assign the Target Programs' budget estimates for 2011 to subordinate budgetary units before February 28, 2011;

- Coordinate with Target Program management agencies in 2011 to evaluate the implementation of Target Programs during the 2006-2010 period and propose Target Programs for the 2011-2015 period.

b) Chairpersons of Provincial People's Committees under the Central Government:

- Develop plans for allocating the Target Programs' budget estimates for 2011, report to the Standing Committee of the People's Council at the same level for comments before implementation before February 28, 2011, and report to the People's Council at the nearest session;

- Direct and organize supervision over the implementation of Target Programs within their jurisdiction according to regulations;

- Direct the evaluation of the implementation of Target Programs within their jurisdiction during the 2006-2010 period in 2011, and report to the Ministry of Planning and Investment, the Ministry of Finance, and the Target Program management agency before April 2011.

Article 3. This Decision shall take effect from the date of signing.

Article 4. Ministers, heads of agencies equivalent to ministries, heads of government agencies, and chairpersons of provincial People's Committees under the Central Government are responsible for enforcing this Decision./.
