APPROVING THE PLAN FOR ECONOMIC AND SOCIAL DEVELOPMENT OF THE WESTERN REGION OF NGHE AN PROVINCE UNTIL 2020

PRIME MINISTER

Based on the Law on the Organization of the Government dated December 25, 2001;

CamendWHEREAS, Conclusion No. 26-KL/TW dated August 2, 2012 of the Politburo on continuing to implement Resolution No. 37-NQ/TW dated July 1, 2004 of the Ninth Politburo to accelerate economic and social development and ensure national defense and security in the midland and mountainous northern region until 2020;

WHEREAS, Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the orientation and tasks for the development of Nghe An Province until 2020;

CONSIDERING the proposal of the Chairman of the People's Committee of Nghe An Province,

DECISION:

Article 1. APPROVES the Plan for Economic and Social Development of the Western Region of Nghe An Province until 2020 (hereinafter referred to as the Plan) with the main contents as follows:

I. POSITION AND ROLE

The Western Region of Nghe An Province is a strategically important area in terms of economic and social development, national defense, security, and international relations of Nghe An Province, the North Central region, and the whole country; it plays a roleNo.in maintaining the ecological environment of the Province; it has potential and advantages for developing agriculture, forestry, hydropower, mining, tourism, and border economic zones; it is an area where many ethnic groups live together, sharing a common life with their own cultural characteristics, having a tradition of patriotism, unity, and trust in the leadership of the Party and the management of the State. ||| Total number of subjects who have completed execution of the decision Building the Western Region of Nghe An Province as a comprehensive strong area is both the requirement and aspiration of the ethnic groups in the Region, and also a very important task for the long-term economic and social development, ensuring national defense and security of Nghe An Province, the North Central region, and the whole country. lII. DEVELOPMENT OUTLOOK

- Focus on effectively exploiting the potential and advantages of mineral resources in the Western Region of Nghe An Province to attract investment, create breakthroughs for rapid and sustainable economic and social development. Accelerate the transformation of the economic structure, form regions for large-scale production of raw materials and concentrated animal husbandry, linked with the development of processing industry to contribute to increasing the proportion of industry, creating jobs, and reallocating labor. trFully leverage the internal strength of the Western Region of Nghe An Province along with support from the central government and mechanisms and policies to encourage various economic sectors to participate in investment for development; concentrate resources to gradually improve the socio-economic infrastructure system and enhance the quality of life of the people.

Promote human factors, improve the quality of human resources, have policies to attract and effectively utilize high-quality human resources; have mechanisms to encourage the development of education and training, especially the civil service, business leaders, and workers.

Reasonably and effectively exploit the potential and strengths in agricultural, forestry, hydropower, mining, tourism, and border trade economies to maintain a higher growth rate for the Western part of Nghe An province compared to the provincial average; significantly improve and modernize the infrastructure system to meet the requirements of economic development, livelihoods, and national defense and security; gradually narrow the gap in development levels and living standards among people in the region compared to the provincial average.

Basically complete the stable resettlement of residents, especially those relocated due to hydropower and irrigation projects, moving people to the border areas; basically resolve the issue of spontaneous migration; preserve and promote the cultural identity of ethnic groups, improve the material and spiritual lives of the people, especially those in ethnic minority areas, remote and mountainous regions, and border areas; curb social evils; integrate economic and social development with environmental protection, ensuring national defense, security, and political stability.

1. General objectives

Cultural and social aspectsy Ensure that 100% of solid medical waste at healthcare facilities is collected, sorted, and transported to treatment facilities by 2015; by 2015, all cities classified as type 4 and above and all industrial zones will have centralized wastewater treatment systems.No.Achieve an annual population growth rate of 4 - 5%.Focus on developing the processing industry of agricultural, forest, and food products with regional strengths such as sugar production and post-sugar products; tea processing; products from rubber latex, milk, meat, and wood, paper pulp. - Ensure that all communes have motorable roads to commune centers all year round and 100% of communes have national power grid electricity to commune centers by 2015. The rate of urbanization reaches 17-18% in 2015 and 19-20% in 2020.

IV. KEY TASKS

1. Agriculture, Forestry, Fisheries and Rural Areas

aquaculture on large reservoirs, effectively utilizing existing lake reservoirs for aquaculture through advanced, efficient, and sustainable methods.For power plants invested under the Build-Operate-Transfer (BOT) model, n is determined according to the operational period of the power plant stipulated in the BOT contract. Forestry: Carefully protect the current forest area, actively plant protective forests upstream, protective forests for reservoirs, hydroelectric and irrigation areas at risk of landslides; properly implement enclosure and regeneration, and planting of raw material forests for processing industries, special trees, medicinal plants under the forest canopy, scenic forests to green barren hills and mountains; stop deforestation for shifting cultivation; strictly protect Pu Mat National Park, Pu Huong, Pu Hoat Nature Reserve and rare flora and fauna genetic resources.

- Rural areas: Effectively implement the national target program for新农村建设。逐步完善和提升交通、水利、电力、学校、文化设施、农村市场、邮政和居民住房等新村建设标准的各项工程。提高农业劳动力质量,特别是通过职业培训来发展生产,增加农民收入。鼓励发展与原材料基地相连的乡村手工业和特色产业。加快人口稳定安置,特别是在水电项目移民区、自然灾害高风险区和受环境污染区。

- Reasonably exploit hydropower potential, striving for hydropower plants in the area to reach a capacity of about 700 MW by 2015 and 1,300 MW by 2020.

3. Services and Tourism

- Strive for an average growth rate of about 14-15% per year during the period from 2013 to 2015 and 13-14% per year during the period from 2016 to 2020.

- Services and Trade: Improve the network of wholesale and retail goods and services towards modernization. Focus on building central town markets, gradually develop supermarkets, shopping centers, and convenience stores in towns. Develop village central markets, cluster markets, prioritizing border markets.

Diversify banking products, develop the securities market, and insurance. Establish incentive mechanisms to encourage the development of insurance services for agricultural and forestry development. Gradually modernize and enhance information and communication capabilities; apply information technology to serve leadership, management, operation, production, business, and public services through the internet. Establish two research, technology transfer, and training centers for agricultural science and technology along National Highway 48 and National Highway 7. a) Transportation:

- Strive to complete the construction, upgrading, and renovation of important traffic routes: Provincial Road 541, 543 (Western Nghe An Road), Road 544, 544B (Chau Thon - Tan Xuan Road), the road connecting National Highway 1 to Thai Hoa Town, road nNo.including N5 from the Southeast Economic Zone to Hoa Son (Do Luong) - Tan Long (Tan Ky), the road connecting National Highway 45 (Thanh Hoa) with National Highway 48, the road from Muong Xen to Ta Do - Khe Kien. Accelerate the progress of constructing the Ban Mong Reservoir and the Sao River Irrigation System (Phase 2); implement the project to eliminate flood-prone areas in Bich Hao and Thanh Chau. Construct additional small but effective reservoirs and dams to ensure water supply for production and daily life needs. Develop irrigation systems to proactively irrigate concentrated industrial and fruit tree areas. Article 2. Implementation

1. Ministry of Transport issues this Circular regulating The Provincial People's Committee of Nghe An Province

a) Studying specific measures to concretize goals and tasks through economic and social development programs and projects in the area. Reviewing and prioritizing projects based on resource availability to organize their implementation in accordance with current regulations and bearing full responsibility for the effectiveness of the Project. During the implementation of the Project, regularly updating information and promptly reporting to competent authorities to supplement or adjust the Project if necessary.

Enhancing the efficiency of local government operations at all levels, along with the renewal of cadre rotation and deployment to mountainous districts; assigning responsibilities and enhancing the organizational structure to suit natural, economic, and social conditions of the region.

2. Ministries, ministerial-level agencies, and agencies under the Government shall, based on their functions and responsibilities, cooperate with of the National Assembly; the People's Committee of Nghe An Province to concretize the Project through investment and development programs and projects in western Nghe An Province in accordance with the spirit of the Resolution of the Politburo No. 26-NQ/TW dated July 30, 2013 on the orientation and tasks for the development of Nghe An Province until 2020.a The Ministry of Planning and Investment shall take the lead,
