Amending and supplementing some Articles of Decree No. 151/2024/NĐ-CP

dated November 15, 2024, of the Government detailing some provisions

and measures to implement the Law on Traffic Order and Safety on Roads

amended and supplemented by Decree No. 184/2025/NĐ-CP

dated July 1, 2025, of the Government

 

Pursuant to the Law on Government Organization No. 63/2025/QH15;

Pursuant to the Law on Traffic Order and Safety on Roads No. 36/2024/QH15 amended and supplemented by Law No. 118/2025/QH15;

The Government promulgates this Decree on regulations regarding entry, exit, and residence policies for foreigners at the International Financial Center in Vietnam.

The Government promulgates this Decree amending and supplementing some Articles of Decree No. 151/2024/NĐ-CP dated November 15, 2024, of the Government detailing some provisions and measures to implement the Law on Traffic Order and Safety on Roads amended and supplemented by Decree No. 184/2025/NĐ-CP dated July 1, 2025, of the Government.

Article 1. Amending and supplementing Clause 1 of Article 9

"1. The traffic order and safety database on roads shall be uniformly established nationwide, managed, operated, and utilized by the Traffic Police force for common use by competent agencies, organizations, and individuals, except for databases related to national defense and security."

Article 2. Amending and supplementing some Points and Clauses of Article 10

1. Amending and supplementing Clause 1, Clause 2 as follows:

"1. The traffic order and safety database on roads shall be established in accordance with the national overall architecture framework, the national data architecture framework, and the national data governance and management framework; it shall comply with relevant specialized laws.

2. The Ministry of Public Security shall be responsible for establishing and managing the traffic order and safety database on roads and related specialized databases; ministries and sectors shall be responsible for establishing national databases and specialized databases, connecting and sharing information with the traffic order and safety database on roads in accordance with the law to serve state management work on traffic order and safety on roads and to handle administrative procedures for citizens and businesses."

2. Amending and supplementing Point a, Point b, Point c, Point d of Clause 3 as follows:

"a) The Ministry of Public Security shall be responsible for establishing and managing the following databases: Database on registration and management of motor vehicles (excluding military vehicles); Database on administrative violations handling concerning traffic order and safety on roads; Database on road traffic accidents; Database on vehicle travel routes and driver images (excluding military vehicles); Database on driver working hours (excluding military vehicles); Database on inspection of motor vehicles in the People's Public Security; Database on driving license examination and issuance; Database on driving training and traffic law knowledge enhancement certificates in the People's Public Security; Database on foreign motor vehicles driven by foreigners participating in traffic in Vietnam;

b) The Ministry of Construction shall be responsible for establishing and managing the following databases: Database on inspection of motor vehicles (excluding military and public security vehicles); Database on driving training and traffic law knowledge enhancement certificates for drivers of special-purpose vehicles (excluding training and certificate data of the armed forces and public security); Database on transport business units and transport business vehicle insignias;

c) The Ministry of Finance shall be responsible for establishing and managing the following databases: Database on exported and imported vehicles; Database on invoices and vouchers; Database on vehicle purchase tax;

d) The Ministry of National Defense shall be responsible for establishing and managing the following databases within its jurisdiction: Database on registration and inspection of motor vehicles (excluding military vehicles); Database on driving license examination and issuance and traffic law knowledge enhancement certificates; Database on road traffic accidents; Database on administrative violations handling concerning traffic order and safety on roads;"

Article 3. Amend and supplement some points and clauses of Article 11

2. Amending and supplementing Clause 5 as follows:

"1. Information on registration and management of motor vehicles, special-purpose motorcycles:

a) Information about the owner of motor vehicles, special-purpose motorcycles:

For individuals: surname, name; date of birth; gender; individual identification number; telephone number (if any); nationality; place of permanent residence; place of temporary residence, current place of residence, vehicle registration address.

For organizations: organization name; name of the authorized representative; address; tax code or establishment decision or organization identification number (if any); telephone number; type of business entity; operational status;

b) Information about the means of transport as provided for in point a clause 2 of this Article;

c) Information on registration and management of vehicles: license plate number; license plate color; number, date, month, year issued, issuing authority of the vehicle registration certificate; registration validity period; registration status; vehicle status; number, date, month, year issued, issuing authority of the vehicle origin certificate; number, date, month, year issued, issuing authority of the ownership certificate; number, date, month, year issued, issuing authority of the stamp duty receipt, stamp duty amount; priority vehicle type, priority signal device, priority signal light color, number, validity period of the permit, issuing authority of the priority signal device permit;

d) Information on road motor vehicles passing through toll stations."

2. Amend and supplement Clause 6 as follows:

"6. Information on driver training; certificates for updating traffic law knowledge for drivers of special-purpose motorcycles:

a) Surname, name; individual identification number; date of birth; gender; place of origin; nationality; place of residence; driving school code, name; vehicle category trained; training course code, name; opening date, closing date, practical driving training distance; training result, number of completion certificate for driving training course; date, month, year issued driving training completion certificate; driving license category already issued;

b) Surname, name; individual identification number; date of birth; nationality; place of residence; training course; time to complete the course; examination result for certificate issuance; date, month, year examination result achieved; certificate number; date, month, year certificate issued; training and certification institution; date, month, year certificate renewed or reissued; issuing authority for certificate renewal or reissue."

3. Amend and supplement point g clause 8 as follows:

"g) Information on compulsory civil liability insurance compensation for motor vehicle owners; information on traffic accidents, administrative violations, registration, inspection related to motor vehicles, special-purpose motorcycles collected through connection with databases of the Ministry of Public Security, Ministry of Construction, Ministry of National Defense."

4. Amend and supplement clause 13 as follows:

"13. Information on the health of drivers, operators of special-purpose motorcycles: surname, name; individual identification number; date of birth; profession as a commercial vehicle driver or not; workplace (for those who are commercial vehicle drivers); health check location; health check time; clinical examination results; ancillary clinical examination results; musculoskeletal condition; conclusion on the health status of drivers, operators of special-purpose motorcycles."

5. Supplement clauses 14, 15, 16 after clause 13 as follows:

"14. Information on examination and issuance of driving licenses: surname, name; individual identification number; date of birth; gender; nationality; place of residence; driving license number; date, month, year issued driving training completion certificate; examination authority; examination venue (examination center or driving practice field for examination); date, month, year issued, renewed, reissued driving license; issuing authority for issuance, renewal, reissuance of driving license; previous driving license (civilian driving license, driving license within the People's Public Security, military driving license, foreign driving license); driving license category; validity period of the driving license; driving license form number; driving license restrictions; current points on the driving license and driving license demerit history.

15. Information on foreign motor vehicles driven by foreigners participating in traffic in Vietnam:

a) Information on the vehicle operator: surname, name; individual identification number or passport number; date of birth; nationality; address; driving license number; issuing authority;

b) Vehicle information: license plate number; license plate color; vehicle type; brand; model number; engine number; chassis number; paint color; seating capacity or standing or lying capacity; safety technical inspection certificate number;

c) Entry and exit information: temporary import or re-export customs checkpoint; temporary import or re-export time; customs authority handling temporary import or re-export procedures; name of international travel service company or organization or individual submitting application for approval to bring motor vehicles into Vietnam;

d) Other information on approval documents from competent authorities.

16. Information on transportation businesses, transportation vehicle permits:

a) Information on transportation businesses: business name, enterprise code, transportation business license number, address, transportation business license issuing authority, transportation manager, type of transportation business;

b) Information on transportation permits: license plate number, permit number, issuing authority, validity period, type of transportation business."

Article 4. Amend and supplement some points and clauses of Article 12

1. Amend and supplement point b and point c of Clause 1 as follows:

“b) The database on vehicle inspection for motor vehicles, special-purpose motorcycles, and the electronic payment database for road traffic, established and managed by the Ministry of Construction;

c) The national financial database; the national business registration database;"

2. Amend and supplement point a of Clause 2 as follows:

"a) The database on driver training, and the certificate for updating knowledge of road traffic laws for motorcycle drivers, managed by the Ministry of Construction;"

3. Supplement point c after point b of Clause 4 as follows:

"c) The national insurance database."

4. Supplement Clause 10, Clause 11, and Clause 12 after Clause 9 as follows:

"10. Information specified in Clause 14 of Article 11 of this Decree shall be collected from the database on examination and issuance of driving licenses established and managed by the Ministry of Public Security.

11. Information specified in Clause 15 of Article 11 of this Decree shall be collected from the database on foreign motor vehicles driven by foreigners participating in traffic in Vietnam, established and managed by the Ministry of Public Security, and the customs information database established and managed by the Ministry of Finance.

12. Information specified in Clause 16 of Article 11 of this Decree shall be collected from the database on transport businesses and transport vehicle permits established and managed by the Ministry of Construction."

Article 5. Amend and supplement Clause 1 of Article 14

"1. The connection and sharing of information between the database on road traffic order and safety and specialized databases and other databases shall be carried out in accordance with the provisions of the Road Traffic Order and Safety Law and the Government's regulations on management, connection, and sharing of digital data within state agencies and other relevant regulations. Ministries and sectors implementing the connection and sharing of information with the database on road traffic order and safety shall uniformly establish detailed data fields based on the information stipulated in Article 11 of this Decree."

Article 6. Amend and supplement Clause 2 and Clause 3 of Article 17

"2. Installation of signal-emitting devices on priority vehicles:

a) Passenger cars: Priority signal lights installed on the roof of the car and may also be installed inside the windshield or front grille; priority signal horns installed inside or on top of the car; priority flags installed on the left side of the driver's seat at the front of the car;

b) Motorcycles: Priority signal lights installed on both sides of the anti-tip bar or both sides of the body and above the rear post; priority signal horns installed at the front of the motorcycle; priority flags installed at the front of the motorcycle, on the left side of the driver's seat;

c) For military, police, and prosecution vehicles performing urgent tasks, and traffic police escort vehicles when installing priority signal lights, the red light should be on the left side of the driver, and the blue light on the right side of the driver.

3. Management of signal-emitting devices on priority vehicles:

a) Organizations, individuals are only allowed to install signal-emitting devices on priority vehicles on types of vehicles specified in Clause 1 of Article 27 of the Road Traffic Order and Safety Law (except funeral processions) and must have a usage permit issued by the competent authority; for vehicles performing urgent tasks according to the law, they are service vehicles for the Command Post and mobilized functional forces participating in the implementation of tasks when a state of emergency is declared;

b) Signal-emitting devices on priority vehicles can only be used when performing tasks and must comply with the provisions of the law on road traffic order and safety."

Article 7. Amending and supplementing some clauses of Article 20

2. Amending and supplementing Clause 5 as follows:

"1. Application dossier for new issuance:

The agency or organization shall submit one set of application dossier to the competent authority specified in Clause 1, Clause 2, and Clause 3 of Article 23 of this Decree, including:

a) The original or electronic version of the document requesting the issuance of a permit for using signal-emitting equipment on priority vehicles according to Model No. 02b Appendix II issued together with this Decree;

b) For emergency medical service vehicles performing rescue missions; dike protection vehicles performing tasks; rescue, disaster relief, and epidemic control vehicles; and vehicles performing urgent tasks as stipulated at Point a, Clause 3, Article 17 of this Decree: A copy or electronic copy of the document specifying the functions and tasks, and other supporting documents proving that the agency or organization meets the conditions to use signal-emitting equipment on priority vehicles.

In cases where proof documents can be accessed through a connected and shared database with the issuing authority, the agency or organization does not need to provide them when submitting the application."

2. Amend and supplement Clause 3 as follows:

"3. In cases where the permit for using signal-emitting equipment on priority vehicles is damaged, lost, or has expired, the agency or organization using priority vehicles shall submit the original or electronic version of the document requesting reissuance of the permit for using signal-emitting equipment on priority vehicles according to Model No. 02b Appendix II issued together with this Decree."

Article 8. Amending and supplementing Clause 1, Clause 2, and Clause 3 of Article 21

"1. Procedure for new issuance

a) The agency or organization shall submit the application dossier and request document as stipulated in Clause 1 of Article 20 of this Decree through one of the following methods: online via the National Public Service Portal or the National Identity Application, or through postal services; direct submission to the competent authority specified in Clause 1, Clause 2, and Clause 3 of Article 23 of this Decree.

b) The licensing authority shall be responsible for receiving and examining the application dossier. In cases where the application dossier and request document do not meet the licensing conditions, the authority shall notify the agency or organization's account on the National Public Service Portal, the National Identity Application, or issue a Request for Supplemental Information Form, a Completion of Application Form, or a Refusal to Process Administrative Procedures Form, clearly stating the reasons as prescribed.

In cases where the directly submitted application dossier and request document meet the licensing conditions, they shall be accepted and a Receipt of Application Dossier shall be issued, along with a date for result delivery.

c) Within one working day from the date of receipt of the complete application dossier and request document, the licensing authority shall be responsible for issuing a new permit for using signal-emitting equipment on priority vehicles to the agency or organization using priority vehicles according to Model No. 02a Appendix II issued together with this Decree.

2. Procedure for reissuance

a) The agency or organization shall submit the application dossier and request document as stipulated in Clause 3 of Article 20 of this Decree through one of the following methods: online via the National Public Service Portal or the National Identity Application; through postal services; direct submission to the competent authority specified in Clause 1, Clause 2, and Clause 3 of Article 23 of this Decree;

b) The licensing authority shall be responsible for receiving and examining the application dossier. In cases where the application dossier and request document do not meet the licensing conditions, the authority shall notify the agency or organization's account on the National Public Service Portal, the National Identity Application, or issue a Request for Supplemental Information Form, a Completion of Application Form, or a Refusal to Process Administrative Procedures Form, clearly stating the reasons as prescribed.

In cases where the directly submitted application dossier and request document meet the licensing conditions, they shall be accepted and a Receipt of Application Dossier shall be issued, along with a date for result delivery.

c) Within one working day from the date of receipt of the complete application dossier and request document, the licensing authority shall be responsible for reissuing a permit for using signal-emitting equipment on priority vehicles to the agency or organization using priority vehicles according to Model No. 02a Appendix II issued together with this Decree.

3. In cases of emergency as stipulated at Point a, Clause 3, Article 17 of this Decree, the agency or organization requesting a permit for using signal-emitting equipment on priority vehicles may communicate in advance with the competent authority specified in Clause 1, Clause 2, and Clause 3 of Article 23 of this Decree through appropriate means to obtain the permit as prescribed, and immediately thereafter must submit the application dossier as stipulated in Clause 1 of Article 20 of this Decree."

Article 9. Amending and supplementing some points and clauses of Article 22

2. Amending and supplementing Clause 5 as follows:

“1. The permit for using signal-emitting equipment on priority vehicles according to Model No. 02a in Appendix II issued together with this Decree shall be in paper form and electronic form.”

2. Amending and supplementing point b clause 2 as follows:

“b) The permit for using signal-emitting equipment on priority vehicles issued to vehicles performing emergency tasks as stipulated in point a clause 3 of Article 17 of this Decree shall become invalid immediately upon the end of the state of emergency.”

Article 10. Amending and supplementing clause 1, clause 2 of Article 23

“1. The Traffic Police Corps under the Ministry of Public Security shall issue new, reissue, and revoke permits for using signal-emitting equipment on priority vehicles for entities registering vehicle license plates at the Traffic Police Corps under the ministry, sector, agency at the central level, except for military force vehicles performing urgent tasks.

2. Provincial or centrally-administered city Traffic Police Departments shall issue new, reissue, and revoke permits for using signal-emitting equipment on priority vehicles for entities within agencies, organizations, except for those specified in clause 1 of this Article and military force vehicles performing urgent tasks.”

Article 11. Amending and supplementing some points and clauses of Article 25

1. Amend and supplement Clause 2 as follows:

“2. The application dossier for obtaining permission to operate includes:

a) An application for issuing an operating permit according to Model No. 03a in Appendix III issued together with this Decree. In cases where the dossier is submitted through the National Public Service Portal or the National Identity Application, the application form should be filled out electronically;

b) Electronic data certifying technical safety quality and environmental protection for domestically produced or assembled vehicles or electronic data certifying technical safety quality and environmental protection for imported vehicles or notification of exemption from technical safety quality inspection for imported vehicles; vehicle registration data on the vehicle registration and management system; vehicle owner's documents as prescribed. In cases where information cannot be accessed or the accessed information is incomplete or inaccurate, the licensing authority shall require the submission of additional dossier components (copies);

c) For smart transportation means temporarily imported for the purpose of transporting goods within smart border gates approved by the Government and registered and assigned license plates abroad, the application dossier for obtaining permission includes: the application form as stipulated in point a of this clause and a copy or electronic copy of the vehicle registration certificate from the home country.”

2. Amend and supplement Clause 4 as follows:

“4. Provincial or centrally-administered city Traffic Police Departments shall issue operating permits for smart transportation means owned by agencies, organizations, individuals with headquarters, residence in the province or city, or in cases where smart transportation means operate within that province or city, except for smart transportation means serving defense purposes for which the Motor Transport Department under the Ministry of National Defense issues operating permits.”

3. Amending and supplementing point d clause 5 as follows:

“d) The operating permit was issued based on a forged dossier or issued beyond jurisdiction.”

 

Article 12. Supplementing Article 25a after Article 25

“Article 25a. Procedures and formalities for issuing operating permits for smart transportation means

1. Procedures and formalities for issuing operating permits:

a) Agencies, organizations, or individuals who are owners of the means prepare one set of dossier as prescribed in clause 2 of Article 25 of this Decree and submit it to the competent authority for issuing operating permits through one of the following methods: online submission through the National Public Service Portal or the National Identity Application, postal service; direct submission;

b) The licensing authority shall be responsible for receiving and examining the application dossier. In cases where the application dossier and request document do not meet the licensing conditions, the authority shall notify the agency or organization's account on the National Public Service Portal, the National Identity Application, or issue a Request for Supplemental Information Form, a Completion of Application Form, or a Refusal to Process Administrative Procedures Form, clearly stating the reasons as prescribed.

In cases where the directly submitted application dossier and request document meet the licensing conditions, they shall be accepted and a Receipt of Application Dossier shall be issued, along with a date for result delivery.

c) Within five working days from the date of receiving the dossier, the issuing authority shall be responsible for issuing an operating permit according to Model No. 03b in Appendix III issued together with this Decree.

2. Replacing or reissuing operating permits for smart transportation means:

In cases where the operating permit for smart transportation means is damaged, it can be replaced; if lost, it can be reissued.

a) The owner of the means or the person authorized by law to fill out the application form electronically through the National Public Service Portal, the National Identity Application, or submit an application for replacing or reissuing the operating permit according to Model No. 03a in Appendix III issued together with this Decree to the competent authority that previously issued the permit through postal service or direct submission;

b) After receiving the dossier for replacing or reissuing the operating permit for smart transportation means, the issuing authority shall check the dossier. For dossiers not meeting the conditions for issuance, a notice shall be sent to the account of the agency, organization, or individual on the National Public Service Portal, the National Identity Application, or a Supplementary and Completion Request Form, Administrative Procedure Refusal Notice Form shall be issued, specifying the reasons as prescribed.

If the directly submitted dossier meets the conditions for issuance, it will be accepted and a Receipt of Submission Form will be issued, with a result delivery appointment;

c) Within two working days from the date of receiving the dossier, the issuing authority shall be responsible for replacing or reissuing the operating permit according to Model No. 03b in Appendix III issued together with this Decree.

3. Revoking operating permits for smart transportation means

The owner of the means or the person authorized by law to hand over the operating permit for smart transportation means subject to revocation as stipulated in clause 5 of Article 25 of this Decree to the competent authority that issued the permit. The authority shall accept and carry out the revocation of the operating permit according to regulations.”

Article 13. Amend and supplement some points and clauses of Article 33

"Article 33. The application dossier for approval of a Vietnamese travel service business to organize foreign nationals to bring foreign motor vehicles into Vietnam for tourism or to organize or individuals to bring right-hand-drive cars to participate in traffic in Vietnam for non-tourism purposes; change the content and information compared to the approved document

1. A Vietnamese international travel service business as prescribed in Clause 1 of Article 32 of this Decree shall submit one set of application dossier to the Traffic Police Department, Ministry of Public Security through one of the following methods: online on the National Public Service Portal or National Identity Application, via postal service; direct submission. The dossier includes:

a) Original or electronic version of the approval request document accompanied by a list of drivers and information about motor vehicles according to Form No. 04a Appendix IV issued together with this Decree;

b) Copy or electronic copy of the license for international travel service business. In cases where the international travel service business license is exploited through a database connected and shared with the issuing authority, only the document specified in point a of this clause shall be submitted.

2. Organizations and individuals as prescribed in Clause 2 of Article 32 of this Decree shall submit one set of application dossier to the Traffic Police Department, Ministry of Public Security through one of the following methods: online on the National Public Service Portal or National Identity Application; via postal service; direct submission. The dossier includes:

a) A diplomatic note from the diplomatic mission, consular office, or representative office of an intergovernmental international organization in Vietnam, clearly stating the reasons and purpose for the vehicle's participation in traffic in Vietnam;

b) Original or electronic version of the approval request document accompanied by a list of drivers and information about motor vehicles according to Form No. 04a Appendix IV issued together with this Decree.

3. In cases where the content and information in the previously approved document are changed (change in route, road movement, information of foreign nationals, foreign motor vehicles or departure time of foreign nationals, foreign motor vehicles later than the time determined in the approval document or exceeding the maximum stay period in Vietnam as stipulated by Vietnamese laws on entry, exit, transit, and residence of foreigners), the Vietnamese international travel service business or organizations and individuals shall immediately notify the competent authority that issued the previous permit through the mobile traffic application managed and operated by the Ministry of Public Security, specifying the reason. Within two days from the date of notification, the original or electronic version of the document according to Form No. 04a Appendix IV issued together with this Decree shall be sent to the competent authority that issued the previous permit through one of the following methods: online on the National Public Service Portal or National Identity Application; via postal service; direct submission.

4. Cases of refusal or non-approval for a Vietnamese international travel service business organizing foreign nationals to bring foreign motor vehicles into Vietnam for tourism, or organizations and individuals bringing right-hand-drive cars to participate in traffic in Vietnam include: not meeting the conditions stipulated in Clauses 3, 4, and 5 of Article 32 of this Decree; violating the provisions of Article 35 of this Decree; violating the content in the previously approved document; not yet completing or having completed the requirements of state agencies with authority regarding the handling of violations of law or traffic accidents involving foreign nationals, incidents related to foreign motor vehicles but subsequently continuing the previously suspended violation; the time, route, and road of the group being related to ongoing security and political activities in Vietnam; the background or activities of foreign nationals posing a risk to national defense, security, public order, and social safety.

5. Handling violations in cases where there is an approved document for a Vietnamese international travel service business organizing foreign nationals to bring foreign motor vehicles into Vietnam for tourism; organizations and individuals bringing right-hand-drive cars to participate in traffic in Vietnam for non-tourism purposes:

a) In cases of false declaration, using documents or papers not issued by the competent authority or violating the content in the previously approved document, the competent authority that issued the previous permit shall suspend the activity of organizing foreign nationals to bring foreign motor vehicles into Vietnam according to Form No. 04c Appendix IV issued together with this Decree and refuse to approve other groups of the business, organization, or individual within six months from the date of the violation;

b) In cases where there are foreign nationals violating Vietnamese laws without completing the requirements of state agencies with authority regarding the handling of violations, the competent authority that issued the previous permit shall suspend the activity of organizing foreign nationals to bring foreign motor vehicles into Vietnam according to Form No. 04c Appendix IV issued together with this Decree until the violation case is resolved."

 

Article 14. Add Article 33a after Article 33.

"Article 33a. Procedures and formalities for approving Vietnamese enterprises operating international travel services to organize foreign motor vehicles to enter Vietnam for tourism or individuals and organizations to bring right-hand-drive cars to participate in traffic in Vietnam for non-tourism purposes; changing the content and information from the previously approved document.

1. The receiving agency shall examine the file and document. In cases where the file and document do not meet the approval conditions, they shall notify the enterprise, organization, or individual through their account on the National Public Service Portal, National Identity Application, or issue a Request for Supplementing and Completing the File, a Refusal Notice for Administrative Procedure, clearly stating the reasons according to regulations.

If the submitted file and document meet the permit issuance conditions, they shall be accepted and a Receipt of Submission shall be issued with a date set for result delivery.

2. Within two working days from the date of receiving complete files and documents, the receiving agency shall issue a written response approving (in paper and electronic form) to the enterprise, organization, or individual according to Model No. 04b Appendix IV promulgated together with this Decree, and simultaneously send the approval document to relevant units under the Ministry of Culture, Sports and Tourism, Ministry of Foreign Affairs, Ministry of Construction, Ministry of Defense, Ministry of Finance, People's Committees of provinces and centrally-administered cities related to coordination management."

Article 15. Amend and supplement some clauses of Article 35.

1. Amend and supplement Clause 2 as follows:

"2. Organize the entry of foreign motor vehicles into traffic in Vietnam and the exit of foreign motor vehicles from Vietnam's territory in accordance with regulations; arrange tour guides and traffic guidance equipment with journey monitoring devices and information sharing with the database of foreign-controlled motor vehicles participating in traffic in Vietnam managed by the Ministry of Public Security; arrange drivers for traffic guidance vehicles for foreign motor vehicles during their participation in traffic in Vietnam; affix the name of the enterprise or organization or individual on the front and rear windshields (for cars) and attach flags with the name of the enterprise or organization or individual to the front of the vehicle (for motorcycles) for all vehicles in the convoy."

2. Amend and supplement Clause 4 as follows:

"4. During the participation in traffic in Vietnam, report the real-time supervision of the activities of the convoy of foreign motor vehicles through the Traffic Application on mobile devices managed and operated by the Ministry of Public Security."

 

Article 16. Supplement, abolish, and replace some phrases, points, clauses, articles, and appendices attached.

1. Supplement the phrase "internal transport vehicle" after the phrase "commercial passenger vehicle" in Clause 4, Article 1, and Article 27.

2. Supplement the phrase "green and" before the word "red" in Point b, Clause 2, Article 19.

3. Abolish the phrase "ownership" in the title of Clause 8, Article 11.

4. Abolish Clause 7, Article 11, Clause 3, Article 12, Clause 4, Article 17, Article 18, Clause 1, 3, and 6, Article 25.

5. Abolish Clause 3 and Clause 4 of Article 27 of Decree No. 184/2025/NĐ-CP dated July 1, 2025, of the Government stipulating the division of authority when organizing local government at two levels and amending and supplementing some articles of Government Decrees in the field of security and public order.

6. Replace some Appendices as follows:

a) Replace Appendix I promulgated together with Decree No. 151/2024/NĐ-CP with Appendix I promulgated together with this Decree;

b) Replace Appendix II promulgated together with Decree No. 151/2024/NĐ-CP with Appendix II promulgated together with this Decree;

c) Replace Appendix III promulgated together with Decree No. 151/2024/NĐ-CP with Appendix III promulgated together with this Decree;

d) Replace Appendix IV promulgated together with Decree No. 151/2024/NĐ-CP with Appendix IV promulgated together with this Decree.

Article 17. Transitional Provisions

1. For administrative procedure files proposed for resolution under Decree No. 151/2024/NĐ-CP that have been received by competent authorities or have been postmarked before the effective date of this Decree, they shall be processed according to the current laws regulating such administrative procedures at the time of receipt of the file.

2. For administrative procedure files proposed for resolution that have been reduced by this Decree and have been received by competent authorities or have been postmarked before the effective date of this Decree, the competent authority receiving the file shall notify about the reduction of the administrative procedure and return the file to the agency, organization, or individual (if requested).

3. In cases where the license for using priority signal equipment issued before the effective date of this Decree does not comply with the provisions of this Decree for military vehicles, the agency or organization that previously obtained the license shall follow the procedures and formalities for revoking and applying for a new license for using priority signal equipment.

 

Article 18. Effective Date

1. This Decree shall take effect from July 1, 2026.

2. Provisions on building a database of foreign-controlled motor vehicles participating in traffic in Vietnam; a database of transportation businesses and commercial vehicle permits at Clause 2, Article 2 of this Decree shall take effect from July 1, 2027.

3. Provisions on submitting applications for approval of Vietnamese enterprises operating international travel services to organize foreign motor vehicles to enter Vietnam for tourism or individuals and organizations to bring right-hand-drive cars to participate in traffic in Vietnam for non-tourism purposes through the National Public Service Portal, National Identity Application at Article 12 of this Decree shall take effect from July 1, 2027.

Article 19. Responsibility for Implementation

The Minister, Head of a ministerial-level agency, Chairman of the People's Committee of provinces and centrally-administered cities, and relevant agencies, organizations, and individuals are responsible for implementing this Decree./.
