Regarding the approval of the Plan for the reorganization and modernization of state-owned agricultural and forestry farms under the People's Committee of Quang Ngai Province

PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Government Decree No. 170/2004/NĐ-CP dated September 22, 2004 on the restructuring, renovation, and development of state-owned farms;
Pursuant to Decree No. 200/2004/NĐ-CP dated December 3, 2004 of the Government on the reorganization, modernization, and development of state-owned forest enterprises;
Considering the proposal of the Minister of Agriculture and Rural Development and the Chairman of the People's Committee of Quang Nam Province,
DECISION:
Article 1. Approves the Scheme for the reorganization and reform of state-owned agricultural and forestry farms directly under the People's Committee of Quang Nam Province as follows:
1. Maintain the following agricultural and forestry farms:
- Agricultural Farm Quyet Thang,
- Breeding Station Chien Dan,
- Export Forest Products Company Quang Nam.
2. Reorganize the following forestry farms into forest companies:
- Forestry Farm Phuoc Son,
- Forestry Farm Ca Dy,
- Forestry Farm Tra My (after separating the protective forest area).
3. Convert the following forestry farms into Forest Management Boards:
- Forestry Farm Song Kon,
- Forestry Farm Phuoc Hiep (belonging to Export Forest Products Company Thu Bon),
- Forestry Farm Ma Coi (belonging to Export Forest Products Company P.Rao),
- Forestry Farm Tra My (entire protective forest area).
4. Implement shareholding reform in 2006:
- Export Forest Products Company Thu Bon,
- Export Forest Products Company P.Rao.
5. Dissolve Forestry Farm Dai Loc in 2005.
Article 2. The Chairman of the People's Committee of Quang Nam Province:
1. Direct the implementation of the restructuring and modernization of state-owned agricultural and forestry farms as stipulated in Article 1 of this Decision.
2. Decides to adjust the areas and boundaries of land allocated to agricultural farms, forest companies, and Forest Management Boards in accordance with the local agricultural and forestry development plan and the development plans of each agricultural and forestry farm as proposed by the Ministry of Agriculture and Rural Development in the report No. 2121/BNN-HTX dated August 24, 2005.
Article 3. The Ministries of Agriculture and Rural Development, Finance, Planning and Investment, Labor, Invalids and Social Affairs, Home Affairs, and other relevant ministries shall cooperate with the People's Committee of Quang Nam Province in implementing this Scheme.
Article 4. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Chairman of the People's Committee of Quang Nam Province and the heads of related agencies are responsible for enforcing this Decision./.
