Regarding the issuance of national reserve rice on loan to Nghe An Province for famine relief

THE MINISTER OF FINANCE
Pursuant to the Decree No. 118/2008/NĐ-CP dated November 27, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Finance;
Considering the request of the People's Committee of Nghe An Province at document number 6365/UBND-NN dated September 29, 2009 regarding the request for advance allocation of famine relief rice to support the affected population;
Pursuant to the proposal of the Director General of the National Reserve Agency at report number 315/TTr-DTQG dated September 29, 2009 concerning the temporary allocation of national reserve rice to Nghe An Province for famine relief;

Article 1. The National Reserve Agency shall issue (without charge) 1,000 tons of rice from the national reserve to Nghe An Province for urgent famine relief support.
Article 2. The National Reserve Agency is responsible for coordinating with the People's Committee of Nghe An Province to promptly organize the delivery and receipt of rice at the district centers according to the provincial distribution plan.
The National Reserve Agency shall reduce the national reserve capital by the aforementioned quantity of rice at the accounting price currently recorded in the accounting books and report the settlement of the relief goods in accordance with regulations.
This quantity of 1,000 tons of rice will be deducted from the amount of rice when the Prime Minister decides to provide support to Nghe An Province. In case the Prime Minister does not provide rice support, the Ministry of Finance will report to the Prime Minister to deduct this amount from the local budget at the accounting price of the allocated rice.
Article 3. This Decision takes effect from the date of signing. The Director General of the National Reserve Agency, the Head of the State Budget Department, the Head of the Planning and Finance Department, the Director General of the Price Management Agency, and the Director of the Office of the Ministry are responsible for implementing this Decision.
