Decree No. 215/2013/NĐ-CP The Minister of Finance promulgates this Circular regulating the price of testing and quality inspection services for technical safety and environmental protection of various types of road motor vehicles, specialized motorcycles, and components in production, assembly, and import.
This Circular regulates the price of testing and quality inspection services for technical safety and environmental protection of various types of road motor vehicles, specialized motorcycles, and components in production, assembly, and import.
1. Agencies, organizations, and individuals subject to testing and inspection by the Registration Inspection Authority shall be responsible for paying the service fee according to the provisions of this Circular.
Article 1. Scope of Regulation
2. The Registration Inspection Authority includes Testing Centers or Quality Inspection Teams for Motor Vehicles directly under the Vietnam Registration Inspection Agency that carry out testing and inspection.

Article 3. Service Fee for Testing and Inspection
1. The service fee for testing and inspecting the quality of technical safety and environmental protection for various types of road motor vehicles, specialized motorcycles, and components in production, assembly, and import shall be implemented according to the attached Service Fee Table of this Circular.
The service fees prescribed in this Circular include value-added tax but do not include the fee for issuing the Vehicle Design Approval Certificate (for production, assembly, or modification); the Certificate of Technical Safety and Environmental Protection Quality issued to components, equipment, motor vehicles, specialized motorcycles (including modified vehicles), four-wheeled vehicles with engines, bicycles with auxiliary motors (including electric bicycles and motorized bicycles) as stipulated by the Ministry of Finance, and travel, accommodation, and communication expenses incurred during inspections at locations more than 100 kilometers away from the Registration Inspection Authority's headquarters. When collecting service fees, the Registration Inspection Authority shall use service supply invoices in accordance with Decree No. 51/2010/NĐ-CP dated May 14, 2010 of the Government on invoices for goods sales and service provision; Decree No. 04/2014/NĐ-CP dated January 17, 2014 of the Government amending and supplementing some articles of Decree No. 51/2010/NĐ-CP dated May 14, 2010 of the Government on invoices for goods sales and service provision; Circular No. 39/2014/TT-BTC dated March 31, 2014 of the Minister of Finance guiding the implementation of Decree No. 51/2010/NĐ-CP dated May 14, 2010 and Decree No. 04/2014/NĐ-CP dated January 17, 2014 of the Government on invoices for goods sales and service provision and any subsequent amendments or supplements (if applicable).
The Registration Inspection Authority has the obligation to publicly disclose information and post service prices, pay taxes on the collected amounts, and have the right to manage and use the remaining funds after tax payment according to the law.
1. This Circular takes effect from January 1, 2017 and replaces Circular No. 114/2013/TT-BTC dated August 20, 2013 of the Minister of Finance on the collection, management, and use of technical safety inspection fees and component quality inspection fees for motor vehicles and specialized motorcycles and Circular No. 132/2014/TT-BTC dated September 20, 2014 of the Minister of Finance on the collection, management, and use of technical safety inspection fees for electric bicycles; environmental protection and technical safety inspection fees for three-wheeled motorcycles and similar vehicles currently in circulation.

2. For the price levels specified in points 5* and 10* of the above Table 1, when organizations or individuals request to test multiple samples of the same type, only the price equivalent of two sample tests will be charged.
3. For inspection and testing items requested for additional inspections and tests, the charge per session will be applied at 50% of the price level specified in Table 1.
4. For motor vehicles and specialized motorcycles that require design review:
a) The design review fee is calculated at 8% of the design price self-declared and declared by the design entity, but not less than 2,000,000 VND per design.
b) When supplementing or modifying the design documents that have been reviewed, the design review fee is 1,000,000 VND per design.
c) When adding the design of products of the same type, the design review fee is the total of the supplementary fees.

2. The product price for calculating the quality safety technical inspection and environmental protection service fee specified in Table 2 is the ex-factory price without value-added tax, self-declared and self-reported by production entities.
3. For products that are motor vehicles and specialized motorcycles produced and assembled from certified base vehicles, the product price for calculating the inspection fee is the added production and assembly value at the enterprise (ex-factory product price minus the purchase price of the certified base vehicle and minus the cost of dedicated equipment installed on the product).
4. Technical appraisal inspections and quality evaluations according to the requirements of organizations and individuals are charged based on agreed prices but not exceeding three times the price level specified in Table 2. In case there is no agreement on the price, it will be charged according to Table 2.
III. Service prices for quality safety technical inspection and environmental protection for in the Field of Teachers and Educational Institution Managers various types of motor vehicles, specialized motorcycles, bicycles equipped with auxiliary motors (including electric bicycles, motorized bicycles), imported components.

2. These prices apply to quality safety technical inspection and environmental protection certification for issuing Certificates; Notification of non-compliance; Notification of confirmation of status and general parameters.
3. The import price is the unit price of imported goods shown in the Commercial Invoice or equivalent documents of the imported goods. In case If there is no Commercial Invoice or equivalent documents of the imported goods, the import price is the customs duty price shown in the Import Declaration registered with the Customs Authority according to the provisions of Customs Law and detailed regulations the Customs Law.
4. In case Inspection and review for issuing Exemption Notification of quality safety technical inspection and environmental protection is charged at 50% of the price stipulatingspecified in Table 3.
5. Technical appraisal inspections and quality evaluations according to the requirements of organizationindividuals are charged based on agreed prices but not lower than the price level specified in Table 3 or exceeding three times the price level specified in Table 3.
6. The evaluation and certification fee for warranty, maintenance, and testing facilities for motor vehicles is 10 million VND/facility (valid for three years). The annual evaluation fee, MANAGEMENT AND USE OF DEPOSITS AT THE ENVIRONMENT PROTECTION FUNDchanges (if any) is 5 million VND/facility.
