RESOLUTION
Regarding questioning and answering questions at the ninth session,
The Thirteenth National Assembly

OF THE NATIONAL ASSEMBLY
SOCIALIST REPUBLIC OF VIET NAM
On the basis of the Constitution of the Socialist Republic of Vietnam;
Based on the Law on the Supervision Activities of the National Assembly No. 05/2003/QH11; Resolution No. 07/2002/QH11 promulgating the Rules of Procedure of the National Assembly sessions;
On the basis of the results of questioning and answering questions at the ninth session of the Thirteenth National Assembly,
RESOLUTION:
Article 1
The National Assembly acknowledges the efforts of the Government, ministries, agencies, and relevant organizations in implementing the resolutions of the National Assembly on questioning and answering questions; responding to and resolving more than 2,100 opinions and petitions from voters nationwide submitted to the National Assembly at the eighth session. At the same time, it requests the Government, ministries, agencies, and relevant organizations to promptly study and respond to and resolve the opinions and petitions from voters submitted to the National Assembly at the ninth session and those submitted to previous sessions that have not yet been resolved for reporting to the National Assembly.
Article 2
The National Assembly acknowledges the measures committed by members of the Government before the National Assembly when answering questions and requires:
1. In the field of agriculture and rural development
- Implement resolute measures to restructure the agricultural sector in conjunction with improving the quality and competitiveness of agricultural products. Review and supplement related policies to better link farmers, the State, scientists, businesses, and banks. Encourage businesses and economic sectors to invest in agriculture and rural areas. Promote research and application of science and technology in agriculture, food preservation, and processing industries. Establish high-tech zones in agriculture. Actively seek markets for the sale of agricultural, forestry, and aquatic products.
- Continue to effectively implement the National Target Program on New Rural Development in conjunction with restructuring the agricultural sector.
- Organize the restructuring, reform, and improve the efficiency of operations of agricultural and forestry companies; accelerate the process of allocating land and forests to organizations and individuals; promptly amend and supplement policies so that forest growers and managers can earn income from forests to ensure a stable life. By the end of 2016, basically complete the replanting of forest areas lost due to hydropower projects. Promptly address the issue of water shortages for production and daily use in drought-prone areas, especially through scientific and technological solutions.
- Review and eliminate unreasonable fees and charges in agriculture; perfect and effectively implement state support policies for farmers, salt workers, fishermen, particularly distant-water fishermen, ensuring safety, creating confidence and motivation for people to stay at sea and participate in protecting maritime sovereignty.
2. In the field of industry and trade
- Organize the domestic distribution and trade system scientifically and efficiently, ensuring smooth flow from production, processing, and manufacturing to circulation and consumption; take positive and specific measures to promote trade promotion, making significant changes in the domestic consumption of agricultural products, adapting to the requirements of development and deeper integration into regional and global markets.
- Vigorously publicize to the people and businesses about related markets when Vietnam signs or joins bilateral and multilateral trade agreements, especially information related to the formation of the ASEAN Economic Community at the end of 2015. Provide timely and comprehensive information on market analysis, forecasts, policies, laws, and business practices of each market. Focus on key markets with great potential. Timely and appropriately guide exports and imports.
- Encourage all sources of investment along with state support policies to strive to complete ahead of schedule the rural electrification program for mountainous and island areas during the 2016-2020 period. Ensure that by 2016 there will be a pilot wholesale electricity market, and by 2021 a retail electricity market. Strengthen management to ensure the operation procedures and safety of reservoirs and dams.
- The Ministry of Industry and Trade shall cooperate with the finance sector and other relevant sectors to strictly manage the prices of essential goods according to market principles, ensuring transparency and state oversight.
- Prevent and curb the situation of smuggling, fake goods, and low-quality goods at local and national levels; support the building of high-quality Vietnamese brand names.
- Continue to perfect the system of policies, laws, planning, and guidance to create positive and strong changes in the development of supporting industries.
3. In the field of science and technology
- Promptly review and perfect the system of mechanisms, policies, and laws related to science and technology; develop a synchronized science and technology market operating under market mechanisms; perfect and develop the network of intermediary organizations of the science and technology market.
- Vigorously promote and disseminate science and technology; establish mechanisms and policies to encourage the application of science and technology, especially domestic technology, to enhance labor productivity, product quality, and competitiveness; promptly issue mechanisms and policies to support scientists, businesses of all economic sectors, and the people in researching inventions, applying, and innovating science and technology in production and daily life.
- Reform the organization and activities, accelerate the implementation of the self-management and self-responsibility mechanism in public science and technology organizations. Promote the implementation of science and technology tasks under the order mechanism; use research results and research and technology innovation funds effectively; reform financial mechanisms, budget allocation, and settlement for research tasks.
- The Ministry of Science and Technology shall proactively coordinate with relevant ministries and sectors to vigorously implement the National Product Program, high-quality products bearing the Vietnam brand, meeting domestic and international market requirements; establish technical barriers to limit the importation of outdated machinery and equipment into Vietnam; strengthen management mechanisms to ensure the safety of scientific and technological equipment, especially those containing radioactive materials.
4. In the field of education and training
- Continue to implement the Resolution of the National Assembly on reforming general education curricula and textbooks; develop and organize the implementation of the project for reforming general education curricula and textbooks in accordance with the goals and requirements set out in the Resolution; prepare human resources, infrastructure, and equipment conditions to synchronously and effectively implement the reform of general education curricula and textbooks.
- Organize the implementation, summarize, and evaluate the results of the national high school graduation examination in 2015 to continue improving the examination reform project, ensuring stable organization of the examination in subsequent years, reducing pressure on students, and minimizing social costs.
- Complete the system of documents on evaluating elementary school students using new methods; direct and support departments of education and training to continue training and drawing lessons from the evaluation of elementary school students for teachers and managers; guide and encourage students to utilize their own capabilities; publicize and explain to parents the significance and purpose of reforming the evaluation method for elementary school students.
Article 3
The National Assembly entrusts the Standing Committee of the National Assembly, the National Ethnic Council, and the Committees of the National Assembly to select issues of concern to National Assembly deputies and citizens' petitions to organize questioning at the Standing Committee's session, provide explanations at the National Ethnic Council and the Committees of the National Assembly, and report the results to the National Assembly.
Article 4
The Government, the Prime Minister, ministers, heads of ministerial-level agencies, the President of the Supreme People's Court, the Procurator General of the Supreme People's Procuracy, the State Auditor General, and related agencies and organizations within their respective functions and powers shall be responsible for implementing this Resolution; report to the National Assembly at its tenth session on the results of implementation and their responsibilities in carrying out the National Assembly's resolutions, the conclusions of the Standing Committee of the National Assembly on specialized supervision activities, and questioning activities from the beginning of the XIIIth National Assembly term until 2015.
The Standing Committee of the National Assembly, the National Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, National Assembly deputies, and the Vietnam Fatherland Front within their respective functions and powers shall be responsible for supervising the implementation of this Resolution and the National Assembly's resolutions, and the conclusions of the Standing Committee of the National Assembly on supervision activities from the beginning of the XIIIth National Assembly term to date.
This Resolution was adopted by the XIIIth National Assembly of the Socialist Republic of Vietnam at its ninth session on June 26, 2015./.
