Issuing National Technical Regulations on Ship Mooring Systems, National Technical Regulations on Towing Operations at Sea, National Technical Regulations on Classification and Manufacturing of Anchors and Signal Buoys, and National Technical Regulations on Marine Pollution Prevention Systems for Ships.
Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to Decree No. 127/2007/NĐ-CP dated August 1, 2007 of the Government detailing implementation of certain provisions of the Law on Standards and Technical Regulations;
Pursuant to Decree No. 107/2012/NĐ-CP dated December 20, 2012 of the Government stipulating functions, tasks, powers, and organizational structure of the Ministry of Transport;
At the proposal of the Director of the Department of Science and Technology and the Director of the Vietnam Ship Survey Bureau,
The Minister of Transport issues this Circular to issue National Technical Regulations on Ship Mooring Systems, National Technical Regulations on Towing Operations at Sea, National Technical Regulations on Classification and Manufacturing of Anchors and Signal Buoys, and National Technical Regulations on Marine Pollution Prevention Systems for Ships.
Article 1. This Circular promulgates four National Technical Regulations:
1. National Technical Regulation on Ship Mooring Systems. Registration code: QCVN 74: 2014/BGTVT.
2. National Technical Regulation on Towing Operations at Sea. Registration code: QCVN 73: 2014/BGTVT.
3. National Technical Regulation on Classification and Manufacturing of Anchors and Signal Buoys. Registration code: QCVN 72: 2014/BGTVT.
4. National Technical Regulation on Marine Pollution Prevention Systems for Ships. Registration code: QCVN 26: 2014/BGTVT.
Article 2. This Circular takes effect from October 1, 2014.
Article 3. The Director of the Ministry's Office, the Inspector General of the Ministry, Heads of Departments under the Ministry, the Director of the Vietnam Ship Survey Bureau, Heads of agencies and units under the Ministry of Transport, relevant organizations and individuals are responsible for implementing this Circular.
