PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates energy consumption rates in paper production for the period up to the end of 2020 and from 2021 to the end of 2025 for the following products:
1. Packaging paper: produced from recycled paper material.
2. Tissue paper (various types of sanitary paper): produced from virgin pulp or recycled paper material.
3. Printing paper, writing paper, and photocopier paper: produced from virgin pulp or deinked recycled paper or manufactured through an integrated process from wood raw materials.
Article 2. Applicability
This Circular applies to paper product manufacturing facilities and organizations and individuals related as specified in Article 1 of this Circular.
Article 3. Explanation of Terms
1. Specific energy consumption (SEC) is the total amount of energy consumed to produce one unit of product volume.
2. Energy consumption rate is the advanced specific energy consumption (SEC) corresponding to each specific period as prescribed in this Circular.
3. Detailed information about some packaging paper products:
a) Testliner paper is a type of industrial paper used as the outer layer of corrugated boxes;
b) Medium paper is used as the corrugation layer or inner layer of corrugated boxes;
c) Chipboard (hardboard paper) is a widely used industrial paper product for making cardboard tubes (spool cores, yarn spools, cans), tea cans, or paper pallets, coat hangers, container liners...;
d) Coreboard paper is a commonly used product in the fiber industry, also used for other purposes such as wrapping metal materials, plastic materials... Although it has similar usage purposes to Chipboard, Coreboard is a higher quality paper with better delamination adhesion and higher strength.
Chapter II
ENERGY CONSUMPTION RATES AND MEASURES TO IMPROVE ENERGY USE EFFICIENCY IN PAPER PRODUCTION
Article 4. Method for Determining Specific Energy Consumption
Specific energy consumption in paper production is determined according to the method set out in Appendix I of this Circular.

Article 6. Requirements for Ensuring Energy Consumption Rates
1. Paper product manufacturing facilities must ensure that specific energy consumption does not exceed the energy consumption rates as prescribed in Article 5 of this Circular.
2. In cases where existing paper product manufacturing facilities have specific energy consumption exceeding the corresponding energy consumption rates for each period as prescribed in Article 5 of this Circular, the facility must be responsible for developing and implementing measures to improve energy use efficiency to meet the energy consumption rates prescribed in Article 5 of this Circular.
3. Specific energy consumption of new investment projects must not exceed the energy consumption rates prescribed in Clause 2, Article 5 of this Circular.
Article 7. Some Measures to Enhance Energy Efficiency in Paper Production
1. The establishment and implementation of measures to enhance energy efficiency in paper production must fully utilize management solutions and technologies.
2. Encourage paper manufacturing facilities to apply advanced energy management standards and implement measures to enhance energy efficiency in paper production as specified in Appendix II attached hereto.
Chapter III
IMPLEMENTATION
Article 8. Responsibilities of State Management Agencies
1. The Department of Energy Saving and Sustainable Development (Ministry of Industry and Trade) shall be responsible for:
a) Taking the lead and coordinating with relevant agencies to guide, supervise, and inspect the implementation of the contents of this Circular.
b) Coordinating with Provincial Departments of Industry and Trade to inspect the implementation of energy consumption quotas, the feasibility of plans to ensure energy consumption quotas according to the roadmap.
c) Reporting to the Minister of Industry and Trade in cases where regulations set forth in Article 5 of this Circular are not complied with and proposing appropriate measures for handling in accordance with current laws.
2. Provincial Departments of Industry and Trade shall be responsible for:
a) Coordinating with the Department of Energy Saving and Sustainable Development to guide, urge, and inspect the implementation of energy use in a thrifty and efficient manner as stipulated in this Circular. Annually, they shall take the lead in inspecting the implementation of energy consumption quotas, the feasibility of plans to ensure energy consumption quotas according to the roadmap (for production units that have not yet met the quota) of paper product production units in their locality.
Article 9. Responsibilities of Production Units, Organizations, and Individuals
1. Organizations and individuals operating in the field of paper production must have plans to comply with the provisions of Article 6 of this Circular.
3. For paper production units that cannot determine the energy consumption rate, within six months from the date this Circular takes effect, they must install complete energy metering devices to ensure accurate calculation of the energy consumption rate.
Article 10. Effective Date
1. This Circular takes effect from January 10, 2018.
2. Organizations and individuals who fail to comply with the provisions of this Circular will be handled in accordance with current regulations.
3. During the implementation process, if there are any issues, agencies, organizations, and individuals shall promptly reflect them to the Ministry of Industry and Trade for research, amendment, and supplementation of this Circular./.

METHODS FOR DETERMINING ENERGY CONSUMPTION RATES IN PAPER PRODUCTION UNITS

1. Scope of Assessment: the production area for paper products (including production lines, auxiliary areas, and waste treatment areas), excluding administrative areas or areas producing other products.
2. The period for determining the energy consumption rate of the assessed object is one year from January 1 to December 31. In cases requiring verification of the energy consumption rate, the verification period is determined as the time necessary to complete one production cycle.
