CIRCULAR

Article 24stipulates the statistical reporting system for the education sector

Pursuant to the Statistics Law on December 1 11 2015;

Camendpursuant to Decree No. 94/2016/NĐ-CP dated July 1, 2016 of the Government detailing and guiding the implementation of certain provisions of the Law on Statistics;

Pursuant to Decree No. 97/2016/NĐ-CP dated July 1, 2016, issued by the Government, stipulating the contents of statistical indicators within the national statistical indicator system;

Pursuant to Decree No. 60/2018/NĐ-CP dated April 20, 2018 of the Government detailing the contents of the statistical reporting system;i notificationJune 2024;- Departments of Finance of provinces and centrally-administered cities;

Pursuant to Decree No. 69/2017/NĐ-CP dated May 25, 2017 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;

Pursuant to the Decree No. 85/2017/NĐ-CP dated July 19, 2017 of the Government stipulating the structure, tasks, and powers of centralized statistical organizations and statistical organizations under ministries and ministerial-level agencies;

At the proposal of the Director of the Office of the Ministry of Education and Training;

The Minister of Education and Training issues this Circular stipulating the statistical reporting system for the education sector.

Article 1. Scope of Regulation

This Circular stipulates the statistical reporting system for the education sector to collect statistical information belonging to the National Statistical Indicator System assigned to the Ministry of Education and Training, the Statistical Indicator System of the education sector, and to aggregate other statistical information to serve management needs within the sector.

Article 2. Applicability

1. Educational institutions: preschools, primary and secondary schools, continuing education centers; Northern Vietnam High School, School T78, School T80, and Preparatory University School; Universities, academies, university-level institutions, teacher training colleges, higher education institutions with teacher training programs, secondary teacher training colleges, secondary institutions with teacher training programs; research institutes permitted to train at the doctoral level; Departments of Education and Training and related organizations.

2. Higher education institutions under the Ministry of National Defense and the Ministry of Public Security are not subject to these regulations.

Article 3. Content of the Reporting and Statistics System

The content of the reports shall be carried out according to Appendix I and Appendix II attached hereto.

1. Reporting unit: recorded in the upper right corner of each statistical form.

2. Unit receiving reports: the Ministry of Education and Training, recorded in the upper right corner of each form, below the reporting unit.

3. Form code consists of two parts: the number part and the letter part; the number part reflects the report sequence; the letter part is abbreviated in uppercase letters, specifically: the first group of letters reflects the indicator group, the second group reflects the reporting period.

4. Reporting period and deadline for submission:

a) The statistical reporting period is a specific time frame prescribed for the object of statistical reporting to reflect the results of activities through statistical criteria in the reporting forms. The reporting period is clearly stated under the name of each statistical form;

b) The deadline for receiving reports is specifically noted in the upper left corner of each statistical form;

c) Periodic statistical reports: The educational statistical reporting period is calculated based on the academic year and the submission deadline:

- Early childhood education, general education, continuing education, and special education reports are conducted twice annually:

+ For the beginning of the academic year: The reporting date is September 30, and the submission deadline is October 30 annually.

+ For the end of the academic year: The reporting date is May 31, and the submission deadline is June 30 annually.

- For higher education statistics, teacher training at the college level, teacher training at the secondary level, and preparatory university statistics, one report is conducted annually: The reporting date is December 31, and the submission deadline is January 15 annually;

d) Ad hoc statistical reports: These reports are conducted to assist the Ministry of Education and Training in collecting additional information beyond what is collected and aggregated through the regular statistical reporting system. The content of ad hoc statistical reports is implemented according to the request documents of the Ministry of Education and Training.

5. Method of Submitting Reports

a) Statistical reports are carried out in two formats: paper-based and electronic reporting systems;

b) Paper-based reports must have the signature and stamp of the head of the reporting unit to facilitate verification, comparison, and data processing. Electronic paper-based reports can be in PDF format or electronic files verified by the digital signature of the head of the reporting unit.

Article 4. Organization of Implementation

1. The statistical reporting units are responsible for:

a) Fully, accurately, and timely submitting reports in accordance with the information content specified in the statistical reporting system and bearing responsibility for the reported content;

b) Checking, resubmitting reports, and providing related information when requested by the unit compiling the statistical reports.

2. Units compiling statistical reports are responsible for:

a) Compiling statistical information according to the prescribed forms;

b) Requesting reporting units to check, resubmit reports, and provide related information when necessary.

3. The Office of the Ministry of Education and Training, in collaboration with relevant units, implements the statistical reporting system for the education sector. It aggregates national statistical indicators assigned to the Ministry of Education and Training and education sector statistical indicators to submit to the Minister of Education and Training for issuance.

4. The Department of Information Technology of the Ministry of Education and Training, in collaboration with the Office and related units, implements technical systems for electronic reporting to support statistical work in the education sector.

5. Departments of Education and Training of provinces and centrally-administered cities are responsible for collecting and aggregating statistical information and data from preschools, primary and secondary schools, continuing education centers, and special education institutions within their jurisdictions.

6. National universities and regional universities are responsible for urging affiliated schools to comply with the statistical reporting system.

Article 5. Responsibilities for Implementation

The Head of the Office, heads of units under and directly subordinate to the Ministry of Education and Training, Directors of Departments of Education and Training of provinces and centrally-administered cities, Presidents of universities and academies, Principals of teacher training colleges and secondary teacher training colleges, and heads of units and organizations subject to this reporting system are responsible for its implementation.

Article 6. Effectiveness

1. This Circular takes effect from November 14, 2018.

2. This Circular replaces Circular No. 41/2011/TT-BGDĐT dated September 22, 2011 of the Minister of Education and Training on the issuance of regulations on the statistical reporting, information, and reporting system on organizational structure and activities in education and previous regulations inconsistent with this Circular./.
