Detailed contents of the national statistical reporting system

Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Law on Statistics dated November 23, 2015;
At the proposal of the Minister of Planning and Investment;
Chapter 1. Scope of Regulation Detailed contents of the national statistical reporting system.
Article 1. Scope of Regulation
This Decree stipulates detailed contents of the national statistical reporting system to collect statistical information belonging to the national statistical indicator system.
Article 2. Applicability
The objects subject to this Decree are agencies and organizations as prescribed in Clause 2, Article 41 of the Statistics Law 2015.
Article 3. Contents of the national statistical reporting system
The national statistical reporting system includes the list of reporting forms (Annex I attached), reporting forms, and explanations of reporting forms applicable to each ministry or sector (Annex II attached).
1. Reporting unit
The reporting unit is specifically recorded at the top right corner of each statistical form.
Agencies under ministries or sectors that aggregate data within their respective fields, which are assigned state management responsibilities for those fields, shall be responsible.
2. Receiving Unit
The receiving unit for reports is the General Statistics Office, specifically recorded on the right side of each form, below the reporting unit.
3. Form code
The form code consists of two parts: the number part and the letter part; the number part is consecutively numbered from 001, 002, 003,...; the letter part is abbreviated according to the relevant industry or field and the reporting period (year - N; quarter - Q; month - T; mixed - H); the letters BCB (Ministry Report) represent the comprehensive reporting system applicable to ministries and sectors.
4. Reporting periods
The statistical reporting period is a specific time frame prescribed for the reporting entity to reflect the results of its activities through statistical data according to criteria in the reporting form. The reporting period is recorded in the middle section of each statistical form (after the name of the report form). The statistical reporting period is calculated based on the Gregorian calendar, including:
a) Monthly statistical report: The monthly statistical report starts from the first day of the month until the last day of the month.
b) Quarterly statistical report: The quarterly statistical report starts from the first day of the first month of the reporting period until the last day of the third month of the reporting period.
c) Six-monthly statistical report: The six-monthly statistical report starts from January 1st until June 30th.
d) Annual statistical report: The annual statistical report starts from January 1st until December 31st. For the education sector, the annual statistical report is calculated based on the academic year.
e) Ad hoc statistical report: The statistical report in cases where unexpected events occur: natural disasters...
5. Reporting Deadline
The date of receipt of the report is specifically noted in the upper left corner of each statistical form.
6. Economic sectors, economic types, administrative unit directory
The classification of the national economy, economic types, and the directory of administrative units in Vietnam used in the national statistical reporting system shall be implemented according to current regulations.
7. Methods of submitting reports
Statistical reports are carried out in two forms: paper (textual) and electronic reporting system. Paper reports must have the signature and stamp of the head of the unit to facilitate verification, comparison, and data processing.
Article 4. Effective date
This Decree takes effect from June 15, 2018.
Decision No. 15/2014/QĐ-TTg dated February 14, 2014 of the Government on the comprehensive reporting system applicable to Ministries and Sectors ceases to be effective from the date this Decree takes effect.
State-owned enterprises that have been assigned by the Ministry of Agriculture and Rural Development to conduct offshore wind power project surveys before the effective date of this Circular shall continue to implement according to the assigned documents; any new matters arising after the effective date of this Circular shall be implemented in accordance with the provisions of this Circular.
The Minister, Heads of Ministries equivalent to Ministries, Heads of Government Agencies, Chairmen of Provincial People's Committees directly under the Central Government, and other Heads of Agencies related as provided for in the Statistics Law 2015 are responsible for implementing this Decree.
