Article 3. Forms used in state secrets protection work
1. Document determining the level of confidentiality for objects, locations, statements, activities, other forms containing state secrets: Form No. 01.
2. Mark indicating Top Secret, Confidential, Secret levels: Form No. 02.
3. Mark with symbols A, B, C: Form No. 03.
4. Mark for the duration of state secret protection; mark for extending the duration of state secret protection: Form No. 04.
5. Declassification mark: Form No. 05.
6. Mark for adjusting the level of confidentiality: Form No. 06.
7. Mark for retrieval of documents; mark for only those named may open envelope: Form No. 07.

Article 4. Usage of forms
1. Agencies, organizations, and individuals when using the forms prescribed in Article 3 of this Circular must ensure completeness of content, uniformity in form, and size as specified in each form.
2. Ink used for stamping the degree of confidentiality marks shall be red ink.
3. In cases where databases are used to register and manage classified documents, objects on computers, they must ensure completeness of content according to the "Register for Outgoing State Secrets," "Register for Incoming State Secrets" forms prescribed in this Circular.
4. In cases where classified documents, books containing classified information are printed or published in large quantities, the agencies, organizations drafting or creating state secrets shall stamp the degree of confidentiality in red ink on the outside of the document or book cover.
Article 5. This Circular takes effect from July 1, 2020.
Article 4. Effective date
Article 6. Repeal Circular No. 33/2015/TT-BCA dated July 20, 2015 of the Minister of Public Security guiding the implementation of certain provisions of Decree No. 33/2002/ND-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on State Secrets Protection from the date this Circular takes effect.
Article 7. Classified documents, objects already stamped with the degree of confidentiality mark before July 1, 2020, according to the forms prescribed in Circular No. 33/2015/TT-BCA dated July 20, 2015 of the Minister of Public Security guiding the implementation of certain provisions of Decree No. 33/2002/ND-CP dated March 28, 2002 of the Government detailing the implementation of the Ordinance on State Secrets Protection continue to be protected in accordance with the law on state secrets protection.
Article 8. During the process of implementation, if there are difficulties or obstacles, agencies, organizations, and individuals are requested to promptly report to the Ministry of Public Security for research, amendment, and supplementation to be appropriate./.
