Approving the investment orientation of the National Target Program to reduce poverty BASED ON THE sustainably

On the basis of the Constitution of the Socialist Republic of VietnamIssuing this Circular to amend and supplement certain articles of Circular No. 12/2020/TT-BGTVT dated May 29, 2020, issued by the Minister of Transport regarding the organization and management of road passenger transport activities by motor vehicles and related support services.

On the basis of the Law on the Organization of the National Assembly No.57/2014/QH13 which has been amended and supplemented supplemented some clauses Article 2. Effectiveness of enforcement Law No. 65/2020/QH14;

On the basis of the Law on Public Investment No.No. 64/2020/QH14 and L which has been amended and supplemented supplemented some clauses Article 2. Effectiveness of enforcement Law No. 64/2020/QH14;

On the basis of the State Budget Law No.83/2015/QH13 which has been amended and supplemented supplemented some clauses Article 2. Effectiveness of enforcement Law No. 59/2020/QH14;

After reviewingthe report No. 246/TTr-CP dated 19 the 7 year 2021 of the Government proposing the investment orientation of the National Target Program to reduce poverty sustainably BASED ON THE giảm nghèo bền vững phase period 2021 - 2025, the review report No. 4. State management in the field of asset valuation; number 12/BC-UBXH15 dated 22 the 7 year 2021 of the Committee for Social Affairs of the National Assembly, Report No. VIOLATION 24/BC-UBTVQH15 of the Standing Committee of the National Assembly receiving dated 27 the 7 year 2021 of the Committee for Social Affairs of the National Assembly, Report No. VIOLATION revenue, explaining opinions of National Assembly deputies regarding the approval of the investment orientation of the National Target Program to reduce poverty sustainably and opinions of National Assembly deputies; BASED ON THE giảm nghèo bền vững phase period 2021 - 2025 Approves the investment orientation of the National Target Program to reduce poverty sustainably for the 2021-2025 period (hereinafter referred to as the Program) with the following contents:

RESOLUTION:

Article 1

Implementing the multi-dimensional poverty reduction target, covering all, sustainable, reducing relapse into poverty and new poverty emergence; supporting poor households to exceed the minimum living standard, access basic social services according to the national multi-dimensional poverty standard, improve the quality of life; supporting poor districts, extremely difficult communes in coastal areas and islands to escape poverty and extreme difficulties;

1. Objectives of Implementing the Program:

a) General Objective:

- The rate of poor households according to the multi-dimensional poverty standard maintains a reduction of 1-1.5% per year;

b) Specific Objectives:

- The rate of poor households from ethnic minorities decreases by more than 3% per year;

- 30% of poor districts, 30% of extremely difficult communes in coastal areas and islands escape poverty and extreme difficulties.

a) Scope of implementation of the Program: Nationwide, with a focus on poor districts and extremely difficult communes in coastal areas and islands;

2. Scope and Duration of Implementation of the Program:

b) Time frame for implementing the Program: From 2021 to 2025.

3. Funding for implementing the Program: The total capital for implementing the Program during the 2021-2025 period shall be at least 75 trillion VND, including:

a) Central government budget: 48 trillion VND, including: - Development investment capital: 20 trillion VND; - Operating capital: 28 trillion VND;

b) Local government budget: 12.69 trillion VND;

c) Other legitimate mobilization: 14.31 trillion VND. The Government will take measures to mobilize other legitimate resources to ensure the effectiveness of the Program alongside state budget resources.

4. Principles, solutions for implementation, management mechanisms, and operation of the Program:

a) Principles, solutions for implementation of the Program:

- Investing with focus, sustainability, and emphasis on poor districts and extremely difficult communes in coastal areas and islands; prioritizing support for poor households from ethnic minorities, households with members who have rendered meritorious service to the revolution and children, women in poor households;

- Specifying the allocation standards for central government budgets and the matching ratio of local government budgets, ensuring alignment with actual conditions and the state budget's balancing capacity, annual targets and plans; establishing special management mechanisms for certain activities of the Program to suit actual conditions, characteristics, and conditions of poor districts and extremely difficult communes in coastal areas and islands; addressing scattered and wasteful investments; not using Program funds for activities already adequately funded from regular expenditure;

- Enhancing awareness among all levels, sectors, and society about sustainable poverty reduction. Establishing criteria to encourage individuals, households, and communities to escape poverty and achieve sustainable poverty reduction;

- Ensuring transparency, democracy, and active participation of the community and people; inspiring and promoting the spirit of effort and self-reliance in escaping poverty among the poor and their communities;

- Delegating authority and decentralization to localities in building and implementing the Program in accordance with local conditions, characteristics, potential, strengths, cultural traditions, and good customs of ethnic groups and regions, while reinforcing national defense and security;

- Mobilizing and effectively utilizing investment resources for poverty reduction, with the state budget playing a leading role; mobilizing the participation and contributions of businesses, organizations, and individuals in implementing the Program; -

Strengthening supervision, inspection, monitoring, and evaluation of the Program's implementation at all levels and sectors. Taking preventive measures; promptly preventing negative manifestations, waste, and strictly handling violations during the Program's implementation;

b) Management and operational mechanism of the Program: Establishing a Joint Steering Board for the three National Target Programs, namely the National Target Program to Reduce Poverty Sustainably for the 2021-2025 period, the National Target Program for New Rural Development for the 2021-2025 period, and the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, at both central and local levels to minimize overlap and duplication between the three Programs.

1. Entrust the Government to implement the following tasks:

Article 2

a) During the implementation process, the Government continues to direct reviews to ensure there is no overlap or omission in the content and beneficiaries; establish policy integration mechanisms and resource integration among National Target Programs to ensure investment resource efficiency; balance and supplement the central budget to implement social credit policies to support poverty reduction and take measures to reasonably mobilize ODA funds, investment capital from various economic sectors, and socialized capital for the Program; enhance awareness and create consensus among all levels, sectors, and society on sustainable poverty reduction, inspire the spirit of self-reliance in escaping poverty among the people and communities;

b) Annually, the Government reports to the National Assembly on the results of the Program's implementation at the final session of the National Assembly; in 2025, summarize the implementation of the Program for the 2021-2025 period, submit to the National Assembly for consideration and decision on continuing the Program for the 2026-2030 period.

2. Entrust

the Prime Minister to implement the following tasks: a) Deciding on the Program's investment in accordance with the procedures and regulations stipulated in the Public Investment Law;

a) Quyết định đầu tư Chương trình theo đúng trình tự, thủ tục quy định tại Luật Đầu tư công;

b) Direct the incorporation of the opinions of the National Assembly deputies to draft and perfect the feasibility study report of the Program, focusing on clarifying the following contents: - The specific goals and indicators of the Program ensuring feasibility, quantifiable results, and alignment with the sustainable poverty reduction target; - Reviewing, adjusting, and arranging projects and sub-projects to ensure connectivity and consistency with the Program's goals and indicators;

c) Specify the principles, criteria, and budget allocation standards for central government funds and the matching ratio of local government budgets for implementing the Program; direct organizational work, supervision, and evaluation of the Program, and coordination among ministries, sectors, and localities;

d) Establish a Steering Committee at the central level for the National Target Programs for all three Programs under the leadership of one entity;

Article 3

Delegate the People's Councils and People's Committees at the provincial level, within their scope of duties and authority, to implement the following tasks:

1. Develop plans, balance and allocate local budgets, coordinate and integrate with central government budgets, and mobilize maximum additional resources to implement the Program in their respective areas, ensuring no overlap or duplication in scope, target groups, or support content with other National Target Programs in the same area; encourage localities to adopt supportive policies to promote sustainable poverty reduction;

2. Annually, the People's Committee at the provincial level reports to the Provincial People's Council at its final session of the year and reports to the Government on the implementation results of the Program.

Article 4

The Standing Committee of the National Assembly, the Ethnic Council, the Committees of the National Assembly, the Delegations of the National Assembly, the National Assembly deputies, the Vietnam Fatherland Front, the member organizations of the Vietnam Fatherland Front, and the people shall supervise the implementation of the Program in accordance with the provisions of the law.
