Pursuant to the Law on Foreign Trade Management 2017;

Pursuant to Decree No. 98/2017/NĐ-CP dated August 18, 2017, of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain provisions of the Law on Foreign Trade Management;

At the proposal of the Director of the Import-Export Department,

The Minister of Industry and Trade issues this Circular to regulate the principles for managing imports under tariff quotas for salt, poultry eggs, and tobacco leaves in 2022.

Article 2. Method of allocating tariff quotas for imports

The allocation of tariff quotas for imports of salt, poultry eggs, and tobacco leaves shall be carried out in accordance with the provisions of Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain articles of the Law on Foreign Trade Management and Circular No. 12/2018/TT-BCT dated June 15, 2018 of the Ministry of Industry and Trade detailing certain articles of the Law on Foreign Trade Management and Decree No. 69/2018/NĐ-CP dated May 15, 2018 of the Government detailing certain articles of the Law on Foreign Trade Management.

Article 3. Recipients of tariff quota allocations for imports

1. Tariff quotas for imports of salt are allocated to traders directly using it as raw material for chemical production and for producing pharmaceuticals and medical products.

2. QUOTA DUTY IMPORT LIMITS FOR POULTRY EGGS SHALL BE ALLOCATED TO TRADERS WITH IMPORT REQUIREMENTS.

3. Tariff quotas for imports of tobacco leaves are allocated to traders holding cigarette manufacturing licenses issued by the Ministry of Industry and Trade and having a need to import tobacco leaves for cigarette production.

Article 4. Time of allocation of tariff quotas for imports

The Ministry of Industry and Trade will consult with the Ministry of Agriculture and Rural Development and the Ministry of Finance to determine the time of allocation of tariff quotas for imports of salt and poultry eggs.

The Ministry of Industry and Trade will determine the time of allocation of tariff quotas for imports of tobacco leaves.

Article 5. Effective Date

This Circular takes effect from February 1, 2022 until December 31, 2022./
