Amending and supplementing some articles of Circular No. 36/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications detailing the issuance of permits and reporting requirements for radio and television news types, and Circular No. 41/2020/TT-BTTTT dated December 24, 2020 of the Minister of Information and Communications detailing and guiding the issuance of licenses for print newspapers, print magazines, online newspapers, online magazines, additional publications, dual media formats, opening special sections on online newspapers and online magazines, publishing supplements, publishing newsletters, and publishing special issues.

Pursuant to Decree No. 48/2022/NĐ-CP dated July 26, 2022 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;
At the request of the Director of the Legal Department,
The Minister of Information and Communications promulgates this Circular to amend and supplement some articles of Circular No. 36/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications detailing the issuance of permits and reporting requirements for radio and television news types, and Circular No. 41/2020/TT-BTTTT dated December 24, 2020 of the Minister of Information and Communications detailing and guiding the issuance of licenses for print newspapers, print magazines, online newspapers, online magazines, additional publications, dual media formats, opening special sections on online newspapers and online magazines, publishing supplements, publishing newsletters, and publishing special issues.
Article 1. Amending and supplementing some articles of Circular No. 36/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications detailing the issuance of permits and reporting requirements for radio and television news types.
1. Replacing Model No. 4 issued together with Circular No. 36/2016/TT-BTTTT dated December 26, 2016 of the Minister of Information and Communications detailing the issuance of permits and reporting requirements for radio and television news types with Model No. 01 attached to this Circular.
2. Abolishing the phrase "Valid Journalist Card Copy" at Clause 1, Article 5.
Article 2. Amending and supplementing some articles of Circular No. 41/2020/TT-BTTTT dated December 24, 2020 of the Minister of Information and Communications detailing and guiding the issuance of licenses for print newspapers, print magazines, online newspapers, online magazines, additional publications, dual media formats, opening special sections on online newspapers and online magazines, publishing supplements, publishing newsletters, and publishing special issues.
Replacing Model No. 04 issued together with Circular No. 41/2020/TT-BTTTT dated December 24, 2020 of the Minister of Information and Communications detailing and guiding the issuance of licenses for print newspapers, print magazines, online newspapers, online magazines, additional publications, dual media formats, opening special sections on online newspapers and online magazines, publishing supplements, publishing newsletters, and publishing special issues with Model No. 02 attached to this Circular.
Article 3. Implementation Provisions
1. This Circular shall take effect from February 15, 2025.
2. Heads of units under the Ministry and relevant agencies, organizations, and individuals shall be responsible for implementing this Circular./.
