Amending and supplementing certain articles of Circulars in the field of surveying, mapping, and geographic information

Pursuant to the Government Organization Law on February 18, 2025;

Pursuant to the Law on Organization of Local Administration dated June 16, 2025;

Pursuant to the Law on Surveying and Mapping dated June 14, 2018;

Pursuant to Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly on handling certain issues related to the restructuring of the state apparatus;

Pursuant to Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the reorganization of provincial administrative units;

Pursuant to Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping; Decree No. 136/2021/NĐ-CP dated December 31, 2021 of the Government amending and supplementing certain articles of Decree No. 27/2019/NĐ-CP dated March 13, 2019 of the Government detailing certain provisions of the Law on Surveying and Mapping; Decree No. 22/2023/NĐ-CP dated May 12, 2023 of the Government amending and supplementing certain articles of decrees related to business activities in the natural resources and environment sector;

Pursuant to Decree No. 131/2025/NĐ-CP dated June 12, 2025 of the Government stipulating the division of authority of local governments at two levels in the field of state management of the Ministry of Agriculture and Rural Development;

Pursuant to Decree No. 35/2025/NĐ-CP dated February 25, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Agriculture and Rural Development;

On the proposal of the Director of the Vietnam National Survey and Mapping Center;

The Minister of Agriculture and Rural Development issues this Circular amending and supplementing certain articles of Circulars in the field of surveying, mapping, and geographic information.

Article 1. Supplementing and abolishing certain contents of the National Technical Regulation on basic geographic information standards, code QCVN 42:2020/BTNMT promulgated together with Circular No. 06/2020/TT-BTNMT dated August 31, 2020 of the Minister of Natural Resources and Environment

1. Adding the term "unit" before the term "administrative" in the names of the following geographic objects: Administrative unit boundary of province code AD02; Administrative unit boundary of commune code AD03; Administrative boundary line of province code AD05; Administrative boundary line of commune code AD06; Administrative boundary marker of province code AD08; Administrative boundary marker of commune code AD09; Administrative unit boundary of province at sea code AE02; Administrative unit boundary of commune at sea code AE03; Administrative boundary line of province at sea code AE05; Administrative boundary line of commune at sea code AE06 at Point 2.2 Appendix G.

2. Abolishing the contents prescribed for the following geographic objects: Administrative unit boundary of district code AD01; Administrative boundary line of district code AD04; Administrative boundary marker of district code AD07; Administrative unit boundary of district at sea code AE01; Administrative boundary line of district at sea code AE04; District People's Committee Office code CV07 at Point 2.2 Appendix G.

Article 2. Supplementing and abolishing certain contents of the National Technical Regulation on national base geographic data at scales of 1:2,000, 1:5,000, 1:10,000, code QCVN 73:2023/BTNMT promulgated together with Circular No. 08/2023/TT-BTNMT dated July 31, 2023 of the Minister of Natural Resources and Environment

1. Adding the term "unit" before the term "administrative" in the names of the following geographic objects: Administrative unit boundary of province code AD02; Administrative unit boundary of commune code AD03; Administrative boundary line of province code AD05; Administrative boundary line of commune code AD06; Administrative boundary marker of province code AD08; Administrative boundary marker of commune code AD09; Administrative unit boundary of province at sea code AE02; Administrative unit boundary of commune at sea code AE03; Administrative boundary line of province at sea code AE05; Administrative boundary line of commune at sea code AE06 at Point 2.1 Part II, at Appendix A, at Appendix B, at Appendix C, at Appendix D, at Appendix E.

2. Article 3. Supplement, replace, and remove certain contents of the National Technical Regulation on the national geographic database at scales of 1:250,000, 1:500,000, and 1:1,000,000, code QCVN 77:2023/BTNMT issued together with Circular No. 21/2023/TT-BTNMT dated November 30, 2023 of the Minister of Natural Resources and Environment.

1. Add the term "unit" before the term "administrative" in the names of the following geographic objects: Provincial administrative boundary code AD02; Provincial administrative boundary line code AD05; Provincial administrative boundary on sea code AE02; Provincial administrative boundary line on sea code AE05; at Point 2.1 Part II, in Appendix A, in Appendix B, in Appendix C, in Appendix D, in Appendix E.

2. Replace the following geographic objects: District administrative boundary code AD01 with Commune administrative unit boundary code AD03; District administrative boundary line code AD04 with Commune administrative boundary line code AD06; District administrative boundary on sea code AE01 with Commune administrative unit boundary on sea code AE03; District administrative boundary line on sea code AE04 with Commune administrative boundary line on sea code AE06 at Point 2.1 Part II, in Appendix A, in Appendix B, in Appendix D, in Appendix E.

3. Remove the geographic object "District People's Committee Office code CV07" at Point 2.1 Part II, in Appendix A, in Appendix B, in Appendix D, in Appendix E.

Article 4. Amend, replace, and abolish certain contents of the National Technical Regulation on the national topographic map at scales of 1:2,000 and 1:5,000, code QCVN 72:2023/BTNMT issued together with Circular No. 03/2023/TT-BTNMT dated June 27, 2023 of the Minister of Natural Resources and Environment.

1. Amend paragraph a Point 2.3.6 Part II as follows:

"The name of the commune administrative unit within the scope of the map fragment shall be arranged in the central area of the administrative scope of that commune, ward, or special zone. In cases where the commune administrative unit is divided across multiple map fragments, priority shall be given to displaying the name of the commune administrative unit in the fragment containing the People's Committee office. If the fragment containing the commune People's Committee office does not have sufficient space to display the name of the commune administrative unit, then the name shall be noted in the largest fragment, and other fragments shall only display the name of the commune administrative unit outside the map frame. The name of the commune administrative unit must include all general and specific terms without abbreviation."

2. Amend paragraph c Point 2.3.6 Part II as follows:

"The name of the provincial administrative unit within the scope of the map fragment shall be presented in the fragment containing the provincial People's Committee office."

3. Replace the term "administrative boundary" with the term "administrative unit boundary" at Points 2.3.1, 2.3.3, 2.3.5, 2.8.3, 2.9.7 Part II.

4. Replace the term "district level" with the term "commune level" at paragraph d Point 2.4.1 Part II.

5. Replace the following symbols: "Provincial administrative boundary line" with "Provincial administrative unit boundary line", "District administrative boundary line" with "Commune administrative boundary line", "Provincial administrative boundary line on sea" with "Provincial administrative unit boundary line on sea", "District administrative boundary line on sea" with "Commune administrative boundary line on sea", "Name of commune, ward" with "Name of commune", "Name of town" with "Name of ward, special zone" in Appendix B.

6. Remove the symbols "Commune administrative boundary line", "Commune administrative boundary line on sea", "District People's Committee", "Name of district, county", "Name of city" and accompanying symbols in Appendix B.

7. Remove the general terms and abbreviations: "City", "District", "County", "Town" in Appendix C.

8. Remove the following phrases: "District name corner frame", "District name adjacent frame". in Appendix D.

9. Abolish paragraph b Point 2.3.6 Part II.

Article 5. Amending, replacing, and abolishing certain contents of the National Technical Regulation on National Topographic Maps at scales of 1:50,000, 1:100,000, code QCVN 70:2022/BTNMT issued together with Circular No. 06/2022/TT-BTNMT dated June 30, 2022 of the Minister of Natural Resources and Environment.

1. Amending Point 2.4.3 Part II as follows:

"Administrative boundary lines at various levels shall be depicted according to administrative boundary maps at the same scale or the nearest scale to the topographic map. Administrative boundary lines must be continuously displayed without interruption until they intersect with administrative boundary lines of the same level. On national topographic maps at scales of 1:50,000 and 1:100,000, all provincial and commune-level administrative boundary lines shall be fully depicted."

2. Amending paragraph a of Point 2.4.7 Part II as follows:

"The name of the commune-level administrative unit within the scope of the map shall be arranged in the central area of the administrative scope of that commune, ward, or special zone. In cases where the administrative scope of the commune-level unit is divided across multiple map sheets, priority shall be given to displaying the name of the commune-level administrative unit on the sheet containing the People's Committee office. If the sheet containing the People's Committee office does not have sufficient space to display the name, it shall be noted in the sheet with the widest scope, while other sheets shall only display the name outside the map frame. The name of the commune-level administrative unit shall include both general and specific terms, and if there is insufficient space, the general term may be abbreviated according to the provisions in Appendix C of this National Technical Regulation. The province name shall not include the general term unless the specific name has only one syllable."

3. Amending paragraph c of Point 2.4.7 Part II as follows:

"The name of the provincial administrative unit within the scope of the map fragment shall be presented in the fragment containing the provincial People's Committee office."

4. Amend paragraph 2.4.7 of Part II as follows:

"The name of administrative units at various levels can also be displayed outside the map frame, at both ends of the corresponding administrative boundary lines. Full names of commune-level administrative units shall be displayed, and if there is insufficient space, the general term may be abbreviated according to the provisions in Appendix C of this National Technical Regulation. The name of the provincial-level administrative unit shall not include the general term unless the specific name has only one syllable."

5. Replace the following symbols: "Provincial administrative boundary line" with "Provincial administrative unit boundary line", "District administrative boundary line" with "Commune administrative boundary line", "Provincial administrative boundary line on sea" with "Provincial administrative unit boundary line on sea", "District administrative boundary line on sea" with "Commune administrative boundary line on sea", "Name of commune, ward" with "Name of commune", "Name of town" with "Name of ward, special zone" in Appendix B.

6. Replacing the phrase "administrative boundary" with the phrase "administrative unit boundary" in Points 2.4.1, 2.4.5, 2.4.6, 2.5.9, 2.7.4, and 2.9.7 Part II.

7. Removing the phrase "name of corner county" from paragraph g of Point 2.3.1 Part II.

8. Removing the phrase "county level" from Point 2.5.6 Part II.

9. Removing the following symbols and accompanying symbols: "Commune-level administrative boundary line", "Commune-level administrative boundary line on sea", "People's Committee at the county level", "Name of district, county", "Name of city" in Appendix B.

10. Removing the following general terms and abbreviations: "City", "District", "County", "Town" in Appendix C.

11. Abolishing paragraph b of Point 2.4.7 Part II.

Article 6. Amending, replacing, and abolishing certain contents of the National Technical Regulation on National Topographic Maps at a scale of 1:250,000, code QCVN 74:2023/BTNMT issued together with Circular No. 11/2023/TT-BTNMT dated September 29, 2023 of the Minister of Natural Resources and Environment.

1. Amending Point 2.5.8.1 Part II as follows: "Displaying the name of the provincial and commune-level administrative units within the scope of the map containing the office of the corresponding People's Committee."

2. Replacing the phrase "county level" with the phrase "commune level" in Point 2.3.1 Part II.

3. Replacing the phrase "administrative boundary" with the phrase "administrative unit boundary" in Points 2.3.1, 2.3.3, 2.3.5, 2.5.4, and 2.9.8.1 Part II.

4. Replacing the following symbols: "Provincial administrative boundary line" to "Provincial administrative unit boundary line", "County administrative boundary line" to "Commune administrative unit boundary line", "Provincial administrative boundary line on sea" to "Provincial administrative unit boundary line on sea", "County administrative boundary line on sea" to "Commune administrative unit boundary line on sea" in Appendix B.

5. Replacing the symbol "Name of town" with "Name of commune, ward, special zone" in Appendix B.

6. Replacing the phrase "Name of county" in the symbol "Note at the beginning of the administrative boundary line" with the phrase "Name of commune, ward, special zone" in Appendix B.

7. Removing the symbols and accompanying symbols of the following symbols: "Name of town coinciding with the name of the county", "Name of town different from the name of the county" in Appendix B.

8. Removing the following general terms and abbreviations: "City", "District", "County", "Town" in Appendix C.

9. Abolishing Points 2.5.8.3 and 2.5.8.4 Part II.

Article 7. Amending, replacing, and abolishing certain contents of the National Technical Regulation on national topographic maps at scales of 1:500,000, 1:1,000,000, code QCVN 75:2023/BTNMT issued together with Circular No. 17/2023/TT-BTNMT dated October 31, 2023 of the Minister of Natural Resources and Environment.

Clause 1. Amend Point 2.5.7.1 of Part II as follows: "Show the name of the provincial administrative unit and commune administrative unit within the map sheet area corresponding to the headquarters of the People's Committee at the respective level."

Clause 2. Replace the term "district level" with the term "commune level" in Point 2.3.1, Point 2.3.3 of Part II.

Clause 3. Replace the term "administrative boundary" with the term "administrative unit boundary" in Point 2.3.1, Point 2.3.3, Point 2.3.5, Point 2.5.4, Point 2.9.8.1 of Part II.

Clause 4. Replace the term "administrative boundary line" with the term "administrative unit boundary line" in Appendix A.

Clause 5. Replace the term "administrative boundary line" with the term "administrative unit boundary line" in Appendix D, Appendix E.

Clause 6. Replace the symbols of the following terms: "Provincial administrative boundary line" with "Provincial administrative unit boundary line", "District administrative boundary line" with "Commune administrative unit boundary line", "Provincial administrative boundary line at sea" with "Provincial administrative unit boundary line at sea", "District administrative boundary line at sea" with "Commune administrative unit boundary line at sea" in Appendix B.

Clause 7. Replace the symbol "Town name" with "Commune, Ward, Special Zone name" in Appendix B.

Clause 8. Replace the term "District name" in the symbol "Note at the beginning of the administrative boundary line" with "Commune, Ward, Special Zone name" in Appendix B.

Clause 9. Remove the symbols and accompanying symbols of the following terms: "Town name coinciding with district name", "Town name different from district name" in Appendix B.

Clause 10. Remove the general terms and abbreviations: "City", "District" in Appendix C.

Clause 11. Abolish Point 2.5.7.3, Point 2.5.7.4 of Part II.

Article 8. Supplementing and abolishing certain contents of the National Technical Regulation on procedures for establishing national topographic maps at scales of 1:2,000, 1:5,000, 1:10,000 from the national geographic base database, code QCVN 81:2024/BTNMT issued together with Circular No. 24/2024/TT-BTNMT dated November 26, 2024 of the Minister of Natural Resources and Environment.

Clause 1. Add the term "unit" before the term "administrative" in the names of the following geographic objects: Administrative territory at provincial level code AD02; Administrative territory at commune level code AD03; Provincial administrative boundary line code AD05; Commune administrative boundary line code AD06; Provincial administrative boundary line at sea code AE05; Commune administrative boundary line at sea code AE06 in Appendix A and Appendix B.

Clause 2. Add the term "administrative unit" after the term "boundary" in the names of the following geographic objects: Provincial boundary marker code AD08, Commune boundary marker code AD09 in Appendix A and Appendix B.

Clause 3. Remove the term "Adjacent District Name" in Appendix A and Appendix B.

Clause 4. Abolish the provisions related to the following geographic objects: Administrative territory at district level code AD01, District administrative boundary line code AD04, District boundary marker code AD07, Administrative territory at district level at sea code AE01, District administrative boundary line at sea code AE04, Headquarters of the District People's Committee code CV07 in Appendix A and Appendix B.

Clause 5. Abolish the metadata information of District, City Quarter in Appendix D.

Article 9. Replacing and abolishing certain contents of the National Technical Regulation on the process of building national geographic base databases at scales of 1:2,000, 1:5,000, and 1:10,000, code QCVN 82:2024/BTNMT issued together with Circular No. 27/2024/TT-BTNMT dated November 29, 2024 of the Minister of Natural Resources and Environment.

1. Replace the following terms: "DiaPhanHanhChinhTrenDatLien" with "DiaPhanDonViHanhChinhTrenDatLien", "DuongDiaGioiHanhChinh" with "DuongDiaGioiDonViHanhChinh", "MocDiaGioiHanhChinh" with "MocDiaGioiDonViHanhChinh", "DiaPhanHanhChinhTrenBien" with "DiaPhanDonViHanhChinhTrenBien", "DuongRanhGioiHanhChinhTrenBien" with "DuongRanhGioiDonViHanhChinhTrenBien" in Appendix B.

2. Abolish the metadata information for Districts and Districts in Appendix D.

Article 10. Supplementing, replacing, and abolishing certain contents of Circular No. 34/2024/TT-BTNMT dated December 16, 2024 of the Minister of Natural Resources and Environment stipulating technical procedures for building national geographic base databases at a scale of 1:50,000 using echo sounding methods and creating seabed topographic maps from corresponding national geographic base databases.

1. Add the term "unit" before the term "administrative" in the names of the following geographic objects: Provincial Administrative Boundary Line code AD05, Commune Administrative Boundary Line code AD06, Provincial Administrative Boundary Line on Sea code AE05, Commune Administrative Boundary Line on Sea code AE06 in Appendix III issued together with Circular No. 34/2024/TT-BTNMT.

2. Replace the following terms: "DiaPhanHanhChinhTrenBien" with "DiaPhanDonViHanhChinhTrenBien", "DuongRanhGioiHanhChinhTrenBien" with "DuongRanhGioiDonViHanhChinhTrenBien" in Appendix I issued together with Circular No. 34/2024/TT-BTNMT.

3. Replace the names of the following objects: "Name of corner district" with "Name of commune, ward, special zone"; "Name of border district" with "Name of border commune, ward" in Appendix III issued together with Circular No. 34/2024/TT-BTNMT.

4. Abolish the provisions concerning the following geographic objects: District Administrative Boundary Line code AD04, District Administrative Boundary Line on Sea code AE04, County People's Committee Office code CV07 in Appendix III issued together with Circular No. 34/2024/TT-BTNMT.

5. Abolish the metadata information for Districts and Districts in Appendix V issued together with Circular No. 34/2024/TT-BTNMT.

Article 11. Amending and abolishing certain contents in Appendix 1 and Appendix 2 issued together with Circular No. 46/2017/TT-BTNMT dated October 23, 2017 of the Minister of Natural Resources and Environment regarding the construction of administrative boundary databases.

1. Amend paragraph c point 3.4.4 clause 3.4 Article 3 of Appendix 1 as follows:

"c) The objects with area geometry are constructed according to the following principles:

- The objects "Commune Territory" and "Province Territory" are constructed from the corresponding commune and province administrative boundary lines;

- The object "Territory" is constructed from all "Province Territory" objects;

- The object "Commune Sea Territory" must be constructed from the administrative boundary line on sea;

- The object "Province Sea Territory" is constructed from the commune sea territory."

2. Remove the word "district" in paragraph a point 1.4.1 clause 1.4 Article 1 of Appendix 1.

3. Remove the phrases "District Boundary Segment" and "District Boundary Line" in point 3.1.2 clause 3.1 Article 3 of Appendix 1.

4. Remove the phrases "District Territory" and "District Sea Territory" in point 3.1.3 clause 3.1 Article 3 of Appendix 1.

5. Remove the phrase "entire district" in paragraph c point 3.4.1 clause 3.4 Article 3 of Appendix 1.

6. Remove the phrase "Object Boundary Marker of District and District Boundary Segment" in paragraph b point 3.4.4 clause 3.4 Article 3 of Appendix 1.

7. Abolish the contents stipulated in paragraph b point 1.4.1 clause 1.4 Article 1 of Appendix 1.

8. Abolish the contents concerning the objects "District Boundary Segment" and "District Boundary Line" in paragraph a point 3.4.4 clause 3.4 Article 3 of Appendix 1.

9. Abolish the provisions concerning the following geographic objects: "District Boundary Segment" code AC05, "District Boundary Line" code AC02, "District Territory" code AD02, "Boundary Marker of District Level" code AG04, "District Sea Territory" code AE08 in Appendix 2.

Article 12. Replace, abolish certain contents of the National Technical Regulation on standardization of place names for map creation work, code QCVN 37:2011/BTNMT issued together with Circular No. 23/2011/TT-BTNMT dated July 6, 2011 of the Minister of Natural Resources and Environment.

1. Replace the content "Summarize and create a table of results of standardizing place names on topographic maps at the provincial administrative level from the results of standardizing place names at the district level according to the model prescribed in Appendix No. 13 issued together with this regulation;" with the content "Summarize and create a table of results of standardizing place names on topographic maps at the provincial administrative level from the results of standardizing place names at the commune level according to the model prescribed in Appendix No. 13 issued together with this regulation;" in paragraph d point 1.2.2 Part II.

2. Replace the phrase "Commune/District Town" with the phrase "Commune/District Town/Special Administrative Economic Zone" in Appendix No. 10 and Appendix No. 11.

3. Remove the phrase "District/City, District Town/Quarter" in Appendix No. 10 and Appendix No. 11.

4. Remove the word "District" in Appendix No. 13.

5. Remove the phrase "District/district/city/district town" and the phrase "at the district level" in Appendix No. 15.

6. Abolish Appendix No. 12.

7. Abolish the content "verify place names at the district administrative level" in paragraph d point 1.2.2 Part II.

Article 13. Amend, replace, abolish certain contents of the National Technical Regulation on administrative maps, code QCVN 80:2024/BTNMT issued together with Circular No. 28/2024/TT-BTNMT dated November 29, 2024 of the Minister of Natural Resources and Environment.

1. Amend point 4.2 Part I as follows:

"The provincial administrative map is an administrative map showing the boundaries of the provincial administrative units, the boundaries of the commune-level administrative units within the province, and related factors serving the administrative management of that province."

2. Amend point 4.3 Part I as follows:

"The commune-level administrative map is an administrative map showing the boundaries of the commune, ward, special administrative economic zone administrative units and related factors serving the administrative management of those communes, wards, special administrative economic zones."

3. Amend point 4.2 Section II.I.I as follows:

"The scale of the provincial administrative map should be selected such that the administrative unit of the province fits within one of the A0, 2A0, 4A0, 6A0 paper sizes depending on the purpose of use. The scale of the provincial administrative map must have an even denominator up to 5000 units."

4. Amend point 4.3 Section II.I.I as follows:

"The scale of the commune-level administrative map should be selected such that the administrative unit of the commune, ward, special administrative economic zone fits within one of the A0, 2A0, 4A0 paper sizes depending on the purpose of use. The scale of the commune-level administrative map must have an even denominator up to thousand units."

5. Amend paragraph b point 3.5 Section II.I.III as follows:

"The commune-level administrative map must fully display the names of residents within the commune, ward, special administrative economic zone. For areas outside the commune: in cases adjacent to foreign territory, only the name of the country is displayed; in cases adjacent to provinces within Vietnam, the full name of the province is displayed; in cases adjacent to other communes, wards within the province, only the name of the adjacent commune, ward is displayed."

6. Amend point 5.3 Section II.I.III as follows:

"The table of area and population of administrative units in the province must fully display the names of commune, ward, special administrative economic zone administrative units along with the latest data on area and population published by the General Statistics Office; where the area is measured in square kilometers and the population in people."

7. Amend point 5.4 Section II.I.III as follows:

"The principle for arranging the names of administrative units in the table of area and population for the provincial administrative map is as follows: Arrange in alphabetical order of Vietnamese characters, starting with special administrative economic zones, wards, then communes."

8. Replace the phrase "at the district level" with the phrase "at the commune level" in Article 1; Article 2; point 4.5 Part I; point 1.3 Section II.I.I Part II; points 2.1, 2.3, 3.1, 4.5.3, 5.6.4 of Section II.I.III Part II; Article 2 Chapter II.II Part II; points 3.1.2, 3.3.2, 3.5.2, 4.2.3 of Section II.III.I Part II; in the general provisions of Section II.III.II; Article 1 Part IV; in the content column of Appendix C.

9. Replace the phrase "of the district" with the phrase "of the commune, ward, special administrative economic zone" in point 1.3 Section II.I.III.

10. Replace some phrases in paragraph a, paragraph b point 3.3 Section II.I.III as follows: "boundary markers of provincial and district administrative levels" with "boundary markers of provincial administrative level"; "boundary markers of commune administrative level" with "boundary markers of commune administrative level".

11. Replace the phrase "commune-level administrative map" with "commune-level administrative map" in paragraph b point 3.3 Section II.I.III.

12. Replace the phrase "at the district and commune levels" with the phrase "at the commune level" in paragraph a point 3.5 Section II.I.III.

13. Replace some phrases as follows: "at the district level" with "at the commune level", "the newly established commune-level administrative map is prominently displayed compared to other communes" with "the newly established commune-level administrative map is prominently displayed compared to other communes" in point 5.6.2 Section II.I.III.

14. Replace the symbol "Boundary Line of Commune Administrative Level" with "Boundary Line of Commune Administrative Unit" in Appendix E.

15. Replace the phrase "at the district level" with "at the commune level" in Appendix H.

16. Replace Appendix B with the Appendix accompanying this Circular.

17. Remove the phrase "at the district level" in paragraph b point 4.1.8 Section II.I.II, point 4.3.3 Section II.I.II.

18. Remove the following common terms and abbreviations: "District City", "Quarter", "District", "Town" in Appendix A.

19. Remove the symbols and accompanying labels of the following symbols: Boundary Line of Commune Administrative Unit, Name of Town (in district-level maps), People's Committee at the District Level in Appendix E.

20. Abolish point 4.4 Section II.I.I.

21. Abolish point 5.5 Section II.I.III.

22. Abolish metadata information about districts, counties in Appendix I.

Article 14. Replace and repeal certain contents in Appendix 1a and Appendix 2 of Circular No. 24/2018/TT-BTNMT dated November 15, 2018, issued by the Minister of Natural Resources and Environment, which has been amended and supplemented by Circular No. 19/2024/TT-BTNMT dated October 31, 2024, issued by the Minister of Natural Resources and Environment.

1. Replace the phrase "district level" with "commune level" in Item XI.3 of Appendix 1a.

2. Remove the phrase "district level" from the content "Verify place names at commune level, district level, province level" in Item X of Appendix 1a.

3. Repeal Item XI.2 on Administrative Boundary Files at district level as stipulated in Appendix 1a.

4. Repeal the provision that the submitted product is "Standardized Place Name Results at district level" at Point 2, Item VII of Appendix 2.

Article 15. Effective Date

This Circular shall take effect from July 1, 2025.

Article 16. Transitional Provisions

For surveying and mapping products and maps that have been quality-checked before this Circular takes effect, they shall be implemented according to the provisions in the projects, programs, technical designs - budgets, tasks that have been approved.

Article 17. Responsibility for Implementation

1. Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally governed cities, and related organizations, institutions, and individuals are responsible for implementing this Circular.

2. In the process of implementation, if there are difficulties or obstacles, organizations, institutions, and individuals should report them to the Ministry of Agriculture and Rural Development for consideration and decision./.
