CIRCULAR
REGULATIONS ON THE BASE INFORMATION COMMUNICATION SYSTEM APPLYING INFORMATION AND COMMUNICATION TECHNOLOGY
Pursuant to the Law on Government Organization No. 63/2025/QH15;
Pursuant to the Law on Local Administration Organization No. 72/2025/QH15;
Pursuant to Decree No. 43/2025/NĐ-CP dated February 28, 2025 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Culture, Sports and Tourism;
Pursuant to Decree No. 49/2024/NĐ-CP dated May 10, 2024 of the Government stipulating base information activities;
On the proposal of the Director of the Base Information and Foreign Information Department, the Minister of Culture, Sports and Tourism issues this Circular on the base information communication system applying information and communication technology.
PART I
GENERAL PROVISIONS
Article 1. Scope of Regulation
This Circular stipulates the base information communication system applying information and communication technology, including the base information source system, the commune-level radio broadcasting system applying information and communication technology, and public electronic bulletin boards.
Article 2. Applicability
This Circular applies to agencies and organizations related to the management, operation, connection, and ensuring security for the base information source system, the commune-level radio broadcasting system applying information and communication technology, and public electronic bulletin boards.
Article 3. Explanation of Terms
1. The base information source system includes the central base information source system (hereinafter referred to as the central base information system) and the provincial base information source system (hereinafter referred to as the provincial base information system).
2. The commune-level radio broadcasting system applying information and communication technology is a commune-level radio station using methods to transmit sound signals and data over telecommunications infrastructure and the Internet.
3. The radio transmission and reception unit applying information and communication technology is a component of the commune-level radio broadcasting system applying information and communication technology, designed to receive and transmit digital news through telecommunications infrastructure and the Internet; connected to the provincial base information system for centralized management; installed according to actual conditions to provide essential information to the local population.
4. The public electronic bulletin board is a device transmitting information in text and images to provide and disseminate essential information to the population; connected to the provincial base information system for centralized management and monitoring; fixed at a specific location.
5. The compatible module is middleware developed by the terminal equipment provider, directly installed on the provincial base information system to connect, manage, and centrally monitor terminal equipment.
Chapter II
REGULATIONS ON THE BASE INFORMATION SOURCE SYSTEM
Article 4. Model of the base information source system
1. The basic components of the model of the central base information system are divided into the following layers:
a) User interface layer;
b) Business processing layer;
c) Database layer;
d) Technical infrastructure layer;
đ) Centralized monitoring and information security assurance layer.
2. The basic components of the model of the provincial base information system are divided into the following layers:
a) User layer;
b) User interface layer;
c) Business processing layer;
d) Database layer;
đ) Technical infrastructure layer;
e) Centralized monitoring and information security assurance layer.
3. Detailed requirements for the basic components of the model of the central base information system and the provincial base information system are specified in Appendix I attached hereto.
Article 5. Requirements for basic functions and technical features of the central information source system and provincial information source system
1. Basic functional requirements for the central information source system:
a) Managing the commune-level radio system applying information and communication technology, public electronic bulletin boards;
b) Editing news broadcasts on the commune-level radio system applying information and communication technology;
c) Editing news posted on public electronic bulletin boards;
d) Reporting and statistics on grassroots information activities from the central level to the provincial and commune levels;
đ) The central information source system has the capability to expand connections and share data with other information systems when required.
2. Basic functional requirements for the provincial information source system:
a) Managing the commune-level radio system applying information and communication technology, public electronic bulletin boards;
b) Editing news broadcasts on the commune-level radio system applying information and communication technology;
c) Editing news posted on public electronic bulletin boards;
d) Managing news broadcasts and postings on the commune-level radio system applying information and communication technology, public electronic bulletin boards;
đ) Reporting and statistics on grassroots information activities at the local level;
e) The provincial information source system has the capability to expand connections and share data with other information systems when required.
3. Detailed regulations regarding the basic functions and technical features of the central information source system and the provincial information source system are specified in Appendix II attached to this Circular.
Article 6. Requirements for connection and data sharing between the central information source system and the provincial information source system
1. The central information source system sends news to the provincial information source system for broadcasting on the commune-level radio system applying information and communication technology, posting on public electronic bulletin boards.
2. The provincial information source system sends broadcast log records, electronic news records to the central information source system.
3. The provincial information source system sends operational status of the radio transmission and reception system applying information and communication technology, public electronic bulletin boards, and statistical reports to the central information source system.
4. The central information source system and the provincial information source system connect and share data with each other through the national data integration and sharing platform and the provincial data integration and sharing platform.
5. The central information source system and the provincial information source system ensure continuous operation of connection and data sharing 24/7 (except in cases of force majeure).
6. Data of the central information source system and the provincial information source system must comply with the National Data Architecture Framework, National Data Governance and Management Framework, and Common Data Dictionary.
Article 7. Requirements for connection and data sharing between the provincial information source system and the radio transmission and reception system applying information and communication technology, public electronic bulletin boards
1. The provincial information source system connects and shares two-way data with the radio transmission and reception system applying information and communication technology, public electronic bulletin boards through direct and indirect connections via compatible modules.
2. Requirements for communication and data sharing from the provincial information source system to the radio transmission and reception system applying information and communication technology, public electronic bulletin boards:
a) Allow login, authentication, verification, and connection to devices;
b) Allow setting up device connections for managing and controlling the radio transmission and reception system applying information and communication technology, public electronic bulletin boards on the provincial information source system with features to add, modify, and delete devices;
c) Allow sending various types of news, urgent news broadcasts, cancel broadcast schedules, adjust broadcast schedules, and stop news broadcasts.
3. Requirements for communication and data sharing from the radio transmission and reception system applying information and communication technology, public electronic bulletin boards to the provincial information source system:
a) Allow sending data on operational status and connection status from devices to the provincial information source system;
b) Allow sending data on broadcast logs, schedule logs, and cancellation logs from devices to the provincial information source system.
Chapter III
REGULATIONS ON THE COMMUNE-LEVEL RADIO SYSTEM APPLYING INFORMATION AND COMMUNICATION TECHNOLOGY, PUBLIC ELECTRONIC BULLETIN BOARDS
Article 8. List of components and basic technical requirements for commune-level radio broadcasting systems applying information and communication technology
1. Basic hardware equipment includes:
a) Information and communication technology-based radio transceiver units;
b) Equipment for managing, storing information, and producing programs;
c) Radio loudspeakers;
d) Microphones;
đ) Other equipment and materials.
2. The basic technical requirements for hardware equipment are specified in Appendix III attached to this Circular.
3. Software integrated into information and communication technology-based radio transceiver units is specified in Appendix IV attached to this Circular.
4. In cases where localities have the need to upgrade the list of components and basic technical requirements for commune-level radio broadcasting systems applying information and communication technology as stipulated in Clauses 1, 2, and 3 of this Article, the People's Committee of the province or the authorized agency shall be responsible and ensure compliance with the relevant legal provisions.
Article 9. List of components and basic technical requirements for public electronic bulletin boards
1. Basic hardware equipment includes:
a) Electronic screens;
b) Equipment for managing and storing information;
c) Control units;
d) Other equipment and materials.
2. The basic technical requirements for hardware equipment of public electronic bulletin boards must meet the technical parameters specified in Appendix V attached to this Circular.
3. Software integrated into public electronic bulletin boards is specified in Appendix VI attached to this Circular.
4. In cases where localities have the need to upgrade the list of components and basic technical requirements for public electronic bulletin boards as stipulated in Clauses 1, 2, and 3 of this Article, the People's Committee of the province or the authorized agency shall be responsible and ensure compliance with the relevant legal provisions.
Article 10. Requirements for providing information for commune-level radio broadcasting systems applying information and communication technology and public electronic bulletin boards
1. Character news, text news, and radio broadcasts are provided by central information systems and provincial information systems to commune-level radio broadcasting systems applying information and communication technology to provide essential information.
2. Character news, text news, image news, and video news are provided by central information systems and provincial information systems to public electronic bulletin boards.
3. Classification of news items:
a) Regular news: localities broadcast and publish according to a fixed schedule;
b) Priority news: localities broadcast and publish upon request from authorized agencies;
c) Emergency news: localities broadcast and publish immediately in emergency situations.
Chapter IV
PROVISIONS ON INFORMATION SECURITY FOR INFRASTRUCTURE COMMUNICATION SYSTEMS APPLYING INFORMATION AND COMMUNICATION TECHNOLOGY
Article 11. Ensuring information security
1. Central information systems and provincial information systems ensure information security at levels as prescribed in Decree No. 85/2016/NĐ-CP dated July 1, 2016 of the Government on ensuring information system security at levels.
2. Information security plans for central information systems and provincial information systems comply with the approved information system security level proposal dossier.
3. Ensure compliance with legal provisions on information network security regarding the design, construction, operation, connection, account management, and authentication activities to protect information and personal data.
Article 12. Supervision and Resolution of Information Security Incidents
Central source information systems and provincial source information systems must have plans for supervision and response to, and resolution of, information security incidents in accordance with laws on information security.
Article 13. Inspection and Evaluation of Information Security
Central source information systems and provincial source information systems shall conduct regular and ad hoc inspections and evaluations of information security in accordance with laws on information security.
Article 14. Information Security in Connectivity and Data Sharing
1. Central source information systems and provincial source information systems when connecting and sharing data with each other or with other components must ensure information security in accordance with laws on information security.
2. Software integrated within radio and television clusters applying information technology - telecommunications, public electronic bulletin boards must ensure information security in accordance with laws on information security before connecting to provincial source information systems.
3. Inspections, evaluations, and risk management for compatible modules prior to integration into provincial source information systems for connection with radio and television clusters applying information technology - telecommunications, public electronic bulletin boards.
Chapter V
RESPONSIBILITIES OF AUTHORITIES AND ORGANIZATIONS MANAGING INFRASTRUCTURE COMMUNICATION SYSTEMS APPLYING INFORMATION TECHNOLOGY - TELECOMMUNICATIONS
Article 15. Responsibilities of the Ministry of Culture, Sports and Tourism
1. Directing, implementing guidance, and inspecting the implementation of regulations concerning infrastructure communication systems applying information technology - telecommunications.
2. Directing the provision of information and management of content in infrastructure communication systems applying information technology - telecommunications nationwide.
3. Taking the lead and coordinating with provincial People's Committees to implement information reporting, and statistical systems regarding infrastructure communication systems applying information technology - telecommunications.
4. Assigning the Directorate for Basic Information and International Information Exchange:
a) To draft and submit to the Ministry for promulgation of Rules on management, operation, connectivity, and ensuring information security for central source information systems;
b) To guide models of connectivity, communication services, and methods of connectivity between central source information systems and provincial source information systems;
c) To guide models of connectivity, communication services, and methods of connectivity including direct and indirect connections through compatible modules between provincial source information systems and radio and television clusters applying information technology - telecommunications, public electronic bulletin boards.
Article 16. Responsibilities of Provincial People's Committees
1. Organizing the construction, management, operation, connectivity, and ensuring information security for local infrastructure communication systems applying information technology - telecommunications in accordance with this Circular and guidance from the Ministry of Culture, Sports and Tourism.
2. Organizing the provision of information and management of content in local infrastructure communication systems applying information technology - telecommunications.
3. Issuing Rules on management, operation, connectivity, and ensuring information security for provincial source information systems.
4. Implementing information reporting and statistical systems in accordance with guidance from the Ministry of Culture, Sports and Tourism.
Article 17. Responsibilities of the People's Committee at the Commune Level
1. To build, manage, and operate the commune-level radio system applying information technology and telecommunications, and public electronic bulletin boards in accordance with this Circular and the guidance of higher-level state management agencies.
2. To ensure material conditions and technical equipment of the commune-level radio system applying information technology and telecommunications, and public electronic bulletin boards comply with the provisions of this Circular.
3. To implement regular or ad hoc reporting on the operation of the commune-level radio system applying information technology and telecommunications, and public electronic bulletin boards as required by higher-level state management agencies.
Chapter VI
IMPLEMENTING PROVISIONS
Article 18. Transitional Provisions
1. For existing grassroots communication systems applying information technology and telecommunications that have been operational but do not comply with the provisions of this Circular, they must be completed to ensure compliance within twelve months from the date this Circular takes effect.
2. In cases where laws and regulations cited in this Circular are amended, supplemented, or replaced by other laws and regulations, the amended, supplemented, or replaced laws and regulations shall apply.
Article 19. Effective Date
1. This Circular shall take effect from February 20, 2026.
2. Circular No. 39/2020/TT-BTTTT dated November 24, 2020 of the Minister of Information and Communications regarding the management of commune-level radio stations applying information technology and telecommunications shall cease to be effective from the date this Circular takes effect.
Article 20. Implementation
1. The Director of the Grassroots Information Center and International Information Department, Heads of units under the Ministry of Culture, Sports and Tourism; Directors of Provincial Departments of Culture, Sports and Tourism, Provincial Departments of Culture and Sports; Chairpersons of the People's Committees at the commune level, and related individuals and organizations are responsible for implementing this Circular.
2. During the implementation of this Circular, if there are any difficulties, relevant agencies and organizations shall promptly report them to the Ministry of Culture, Sports and Tourism (Grassroots Information Center and International Information Department) for consideration and resolution.
