Issuing the List of National Target Programs for the period 2012-2015

                              

PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to Resolution No. 13/2011/QH13 dated November 9, 2011 of the National Assembly on the National Target Programs for the period 2011-2015;

Pursuant to Decision No. 135/2009/QĐ-TTg dated November 4, 2009 of the Prime Minister promulgating the Regulations on Management and Implementation of National Target Programs;

The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.

DECISION:

Article 1. Issuing the List of National Target Programs for the period 2012-2015 and assigning agencies to manage and implement the Programs as follows:

1. National Target Program on Employment and Vocational Training

a) Component projects:

- Project 1: Reform and Development of Vocational Training;

- Project 2: Vocational training for rural laborers;

- Project 3: Loans for job creation from the National Employment Fund;

- Project 4: Supporting workers to work abroad under contracts;

- Project 5: Supporting the development of the labor market;

- Project 6: Enhancing capacity, communication, and monitoring and evaluating the implementation of the Program.

b) Assignment of management and implementation of the Program:

The Ministry of Labor, Invalids and Social Affairs shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

2. National Target Program on Sustainable Poverty Reduction

a) Component projects:

- Project 1: Supporting investment in infrastructure in poor districts, extremely difficult communes in coastal areas, islands, and border areas;

- Project 2: Supporting investment in infrastructure in extremely difficult communes, border communes, safe zones communes, and extremely difficult hamlets;

- Project 3: Expanding poverty reduction models;

- Project 4: Enhancing poverty reduction capacity, communication, and monitoring and evaluating the implementation of the Program.

b) Assignment of management and implementation of the Program:

- The Ministry of Labor, Invalids and Social Affairs shall manage, direct, and comprehensively synthesize the overall situation of the Program's implementation; take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of Project 1, Project 3, and Project 4;

- The Committee for Ethnic Minorities shall take the lead and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries, sectors, and localities to manage and organize the implementation of Project 2.

3. National Target Program on Clean Water Supply and Environmental Sanitation in Rural Areas

a) Component projects:

- Project 1: Providing rural domestic water supply and environmental sanitation;

- Project 2: Rural sanitation;

- Project 3: Enhancing capacity, communication, and monitoring and evaluating the implementation of the Program.

b) Assignment of management and implementation of the Program:

- The Ministry of Agriculture and Rural Development shall manage, direct, and comprehensively synthesize the overall situation of the Program's implementation; take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of Project 1 and Project 3;

- The Ministry of Health shall take the lead and coordinate with the Ministry of Agriculture and Rural Development and relevant ministries, sectors, and localities to manage and organize the implementation of Project 2.

4. National Target Program on Health

a) Component projects:

- Project 1: Preventing and controlling certain dangerous diseases for the community (leprosy, tuberculosis, malaria, dengue fever, cancer, hypertension, diabetes, mental health protection for the community and children, chronic obstructive pulmonary disease);

- Project 2: Expanded immunization;

- Project 3: Reproductive health care and improving child nutrition;

- Project 4: Military-civilian medical cooperation;

- Project 5: Enhancing capacity, communication, and monitoring and evaluating the implementation of the Program.

b) Assignment of management and implementation of the Program:

The Ministry of Health shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

5. National Target Program on Population and Family Planning

a) Component projects and programs:

- Project 1: Ensuring logistics and providing family planning services;

- Project 2: Screening congenital abnormalities, diseases, and birth defects and controlling gender imbalance at birth;

- Project 3: Enhancing capacity, communication, and monitoring and evaluating the implementation of the Program;

- Program on Controlling Population in Coastal and Island Areas.

b) Assignment of management and implementation of the Program:

The Ministry of Health shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

6. National Target Program on Food Safety and Hygiene

a) Component projects:

- Project 1: Enhancing capacity in managing food safety and hygiene quality;

- Project 2: Information education and communication to ensure food safety and hygiene quality;

- Project 3: Strengthening the capacity of the food safety and hygiene quality testing system;

- Project 4: Preventing and controlling food poisoning and foodborne diseases;

- Project 5: Ensuring food safety and hygiene in agricultural, forestry, and aquatic product production;

- Project 6: Ensuring food safety and hygiene in food production and trade in the industry and commerce sector.

b) Assignment of management and implementation of the Program:

The Ministry of Health shall manage, direct, and comprehensively synthesize the overall situation of the Program's implementation; take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of Project 1, Project 2, Project 3, and Project 4.

The Ministry of Agriculture and Rural Development shall take the lead and coordinate with the Ministry of Health and relevant ministries, sectors, and localities to manage and organize the implementation of Project 5.

The Ministry of Industry and Trade shall take the lead and coordinate with the Ministry of Health and relevant ministries, sectors, and localities to manage and organize the implementation of Project 6.

7. National Target Program on Culture

a) Component projects:

- Project 1: Preventing deterioration, repairing, and restoring cultural relics;

- Project 2: Collecting, preserving, and promoting the value of intangible cultural heritage of ethnic groups in Vietnam;

- Project 3: Increasing investment in building and developing cultural and sports systems in mountainous districts, remote areas, border areas, and islands;

- Project 4: Supporting the development of entertainment facilities for children in mountainous areas, remote areas, border areas, and islands;

- Project 5: Investing in developing traditional art forms;

- Project 6: Strengthening the capacity of grassroots cultural cadres, communication, and monitoring and evaluating the implementation of the Program.

b) Assignment of management and implementation of the Program:

The Ministry of Culture, Sports and Tourism shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

8. National Target Program on Education and Training

a) Component projects:

- Project 1: Supporting universal preschool education at age five, eradicating illiteracy and preventing re-illiteracy, maintaining the results of universal primary education, implementing universal lower secondary education at the appropriate age, and supporting universal upper secondary education;

- Project 2: Strengthening foreign language teaching and learning in the national education system;

- Project 3: Supporting education in mountainous areas, ethnic minority areas, and difficult areas; supporting material infrastructure for specialized schools and teacher training institutions;

- Project 4: Enhancing the capacity of program managers and monitoring and evaluating the implementation of the Program.

b) Assignment of management and implementation of the Program:

The Ministry of Education and Training shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

9. National Target Program on Prevention and Control of Drugs

a) Component projects:

- Project 1: Equipping combat tools and drug identification equipment for the People's Public Security forces;

- Project 2: Equipping tools and enhancing capacity for preventing and combating drug-related crimes for specialized forces under the Border Guard and Coast Guard - Ministry of National Defense;

- Project 3: Enhancing the capacity of customs forces to combat drug-related crimes;

- Project 4: Building communes, wards, and towns free from drug-related social evils;

- Project 5: Enhancing the effectiveness of drug rehabilitation work, post-rehabilitation management, and researching, applying, and evaluating various types of drugs and medical methods in treatment and functional recovery for drug addicts;

- Project 6: Information dissemination and propaganda on prevention and control of drugs, and monitoring and evaluating the implementation of the Program.

b) Assignment of management and implementation of the Program:

The Ministry of Public Security shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

10. National Target Program on Prevention and Control of Crime

a) Component projects:

- Project 1: Investment in equipping tools, weapons, support equipment, and technical devices for the operation and combat activities of the Investigation Police at all levels;

- Project 2: Enhancing capacity for preventing and combating environmental crimes;

- Project 3: Preventing and combating high-tech crimes;

- Project 4: Building a national information center on crime;

- Project 5: Enhancing vocational training capacity for prisoners in detention centers;

- Project 6: Strengthening education, communication, and monitoring and evaluating the implementation of the Program.

b) Assignment of management and implementation of the Program:

The Ministry of Public Security shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

11. National Target Program on Energy Conservation and Efficiency

a) Component projects:

- Project 1: Enhancing education, publicity, disseminating information, mobilizing communities, raising awareness, promoting energy conservation and efficiency, and protecting the environment;

- Project 2: Developing and popularizing high-efficiency, energy-saving equipment, gradually phasing out low-efficiency equipment;

- Project 3: Energy conservation and efficiency in buildings;

- Project 4: Promoting energy savings in the transportation sector.

b) Assignment of management and implementation of the Program:

The Ministry of Industry and Trade shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

12. National Target Program on Responding to Climate Change

a) Component projects:

- Project 1: Assessing the degree of climate change and sea level rise;

- Project 2: Developing and implementing action plans to respond to climate change.

- Project 3: Enhancing capacity, communication, and monitoring and evaluating the implementation of the Program.

b) Assignment of management and implementation of the Program:

The Ministry of Natural Resources and Environment shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

13. National Target Program on New Rural Development.

The contents of the Program shall be implemented according to Decision No. 800/QĐ-TTg dated June 4, 2010 of the Prime Minister approving the National Target Program on New Rural Development for the period 2010-2020 based on the active role of the community, with the State playing a guiding role, issuing criteria, standards, policies, mechanisms to support, train cadres, and guide implementation. Specific activities are decided and organized by the rural community through democratic discussion.

14. National Target Program on Prevention and Control of HIV/AIDS

a) Component projects:

- Project 1: Information education and communication to change behavior to prevent HIV/AIDS;

- Project 2: Monitoring the HIV/AIDS epidemic and intervening to reduce harm and prevent HIV transmission;

- Project 3: Supporting HIV/AIDS treatment and preventing mother-to-child HIV transmission;

- Project 4: Enhancing capacity for HIV/AIDS prevention and control centers.

b) Assignment of management and implementation of the Program:

The Ministry of Health shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

15. National Target Program on Bringing Information to Mountainous Areas, Remote Areas, Border Regions, and Islands.

a) Component projects:

- Project 1: Enhancing the capacity of grassroots information and communication officers in mountainous areas, remote areas, border regions, and islands;

- Project 2: Enhancing material infrastructure for grassroots information and communication systems in mountainous areas, remote areas, border regions, and islands;

- Project 3: Enhancing the content of information and communication about grassroots areas in mountainous areas, remote areas, border regions, and islands.

b) Assignment of management and implementation of the Program:

The Ministry of Information and Communications shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

16. National Target Program on Mitigation and Improvement of Environmental Pollution

a) Component projects:

- Project 1: Mitigating pollution and improving the environment in craft villages severely affected by pollution;

- Project 2: Improving and restoring the environment in certain areas severely affected by persistent pesticide contamination;

- Project 3: Collecting and treating wastewater from Class II cities in the Nhu River - Day River basin, Cau River basin, and Dong Nai River system.

b) Assignment of management and implementation of the Program:

The Ministry of Natural Resources and Environment shall take the lead and coordinate with relevant ministries, sectors, and localities to manage and organize the implementation of the Program.

Article 2. Implementation

1. The Ministry of Planning and Investment

- Taking the lead and coordinating with the Ministry of Finance and relevant central agencies and localities to review the National Target Programs for the period 2012-2015, and submit them to the Prime Minister for approval;

- Guiding the management and decentralization of investment under the National Target Programs for 2012 and the three-year plan 2013-2015 so that ministries, sectors, and localities can proactively build and implement investment plans;

- Taking the lead and coordinating with relevant ministries to guide the integration of funds from the National Target Programs to ensure effective use and avoid duplication;

- Announcing the investment capital for each National Target Program in 2012 before December 21, 2011, for program management agencies to allocate specifically;

- Taking the lead and coordinating with the Ministry of Finance to review the content, compile funding allocation plans for the National Target Programs in 2012, and submit them to the Prime Minister for reporting to the Standing Committee of the National Assembly before January 5, 2012;

- After receiving comments from the Standing Committee of the National Assembly, announcing the main objectives, tasks, and 2012 capital for each National Target Program (including development investment and public expenditure) to ministries, sectors, and localities before January 15, 2012.

2. Ministry of Finance

- Coordinate with the Ministry of Planning and Investment and relevant central ministries, sectors, and localities to organize the review of National Target Programs for the 2012-2015 period;

- Guide the financial mechanism for implementing National Target Programs in 2012 and the three-year plan from 2013 to 2015 so that ministries, sectors, and localities can implement them;

- Announce the operating capital for each National Target Program in 2012 before December 21, 2011, to the management agencies responsible for specific allocations;

- Coordinate with the Ministry of Planning and Investment to review the content and allocation plans for the capital of National Target Programs in 2012;

- After receiving the opinions of the Standing Committee of the National Assembly, announce the budget estimates for National Target Programs in 2012 to ministries, sectors, and localities before January 15, 2012.

3. Management Agencies of National Target Programs

- Take the lead and coordinate with ministries, sectors, and localities to review the objectives and tasks, and build detailed contents of National Target Programs for the 2012-2015 period with the Ministry of Planning and Investment before December 31, 2011, for review and submission to the Prime Minister for approval;

- Take the lead in building the content and allocation plans for the capital of National Target Programs in 2012 (including both investment capital and operating capital), send to the Ministry of Planning and Investment and the Ministry of Finance before December 28, 2011, for consolidation and submission to the Prime Minister for approval.

4. Implementing Agencies of National Target Programs at Central and Local Levels

a) Ministries, agencies equivalent to ministries, and central agencies implementing National Target Programs:

- Coordinate with the management agencies of National Target Programs to build detailed contents of National Target Programs for the 2012-2015 period;

- Allocate and assign the budget estimates for National Target Programs in 2012 to subordinate units using the state budget before February 28, 2012.

b) Chairpersons of Provincial People's Committees under the Central Government:

- Develop implementation plans for National Target Programs for the 2012-2015 period on their respective territories in accordance with the economic and social development orientation of their localities and the objectives and tasks of National Target Programs;

- Direct and organize inspections and supervision of the implementation of National Target Programs on their respective territories in accordance with regulations; improve the Steering Committees of National Target Programs for the 2012-2015 period at their localities;

- Develop allocation plans for the budget estimates of National Target Programs in 2012, report to the Standing Committee of the People's Council at the same level for comments before implementation before February 28, 2012, and report to the People's Council at the nearest session.

Article 3. This Decision shall take effect from the date of signing.

Article 4. The Ministers, Heads of agencies equivalent to ministries, Heads of government agencies, and Heads of other central agencies, Chairpersons of Provincial People's Committees under the Central Government are responsible for enforcing this Decision.
