DECISION OF THE PRIME MINISTER
Regarding the recording of arrears for real estate registration fees for residential houses and land for households and individuals in communes under Program 135 and for households and individuals from ethnic minority groups in the Central Highlands

Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Ordinance on Fees and Stamp Duties dated August 28, 2001;
Pursuant to Decree No. 57/2002/NĐ-CP dated June 3, 2002 of the Government detailing the implementation of the Ordinance on Fees and Charges;
To strengthen state management over residential houses and land and encourage people in remote, mountainous, and particularly difficult areas to settle down and stabilize their lives;
At the proposal of the Minister of Finance,
DECISION:
Article 1. Allow households and individuals in communes under Decision No. 135/1998/QĐ-TTg dated July 31, 1998 of the Prime Minister regarding the socio-economic development program for particularly difficult communes, mountainous areas, remote, and particularly difficult areas, and households and individuals from ethnic minority groups in the Central Highlands who have been granted residential land according to Decision No. 132/2002/QĐ-TTg dated October 8, 2002 of the Prime Minister, when they receive from the State a Certificate of Ownership of Residential Houses and Right to Use Residential Land without having paid or not fully paid the real estate registration fee as prescribed, shall be allowed to record the outstanding real estate registration fee.
In cases where households and individuals have recorded arrears for real estate registration fees, if they transfer or convert residential houses and land to organizations or other individuals, they must pay off all outstanding real estate registration fees before transferring or converting.
Article 2. This Decision takes effect fifteen days from the date of publication in the Official Gazette.
Article 3. The Ministry of Finance shall provide guidance on the implementation of this Decision.
The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairmen of provincial People's Committees under the central government are responsible for implementing this Decision.
