Regarding the amendment and supplementation of certain articles of Decision No. 21/2003/QĐ-TTg dated January 29, 2003 of the Prime Minister on state budget support for political social-professional organizations, social organizations, and social-professional organizations for activities related to state tasks

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the State Budget Law number 01/2002/QH11 dated December 16, 2002;

Considering the proposal of the Minister of Finance,

Clause 4 of Article 6Amending and supplementing certain articles of Decision No. 21/2003/QĐ-TTg dated January 29, 2003 of the Prime Minister on state budget support for political social-professional organizations, social organizations, and social-professional organizations for activities related to state tasks as follows:

1. The first bullet point under Point c, Clause 2, Article 2 shall be amended as follows:

"- The state budget will continue to provide funding support until 2010 for political social-professional organizations, social organizations, and social-professional organizations that have been allocated staff positions by the State."

2. Supplement Clause 3 of Article 5 as follows:

"3. The Ministry of Finance shall take the lead and coordinate with central ministries, agencies, and localities to guide political social-professional organizations, social organizations, and social-professional organizations in implementing the transition from the current state budget funding method for other activities specified in Point c, Clause 2, Article 2 of this Decision to the state budget funding method for activities related to state tasks as stipulated in Decree No. 60/2003/NĐ-CP dated June 6, 2003 of the Government detailing and guiding the implementation of the Law on State Budget. The transition method must be completed by December 31, 2010."

Article 3. Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees, centrally-run city People's Committees, and Heads of relevant agencies are responsible for implementing this Decision.
