PRIME MINISTER
Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to the Law on Organization of People's Councils and People's Committees dated June 21, 1994;
Pursuant to Decree No. 45/2003/NĐ-CP dated May 9, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs;
At the request of the Minister of Home Affairs,
DECISION:
Article 1. The Chairpersons of the People's Committees of provinces and centrally governed cities shall specify in detail the functions, tasks, powers, and organizational structure of the Department of Home Affairs; direct and supervise the implementation of the functions, tasks, powers, and organizational structure of the specialized agencies assisting the People's Committees of districts, counties, towns, and provincial-level cities according to the guidelines of the Minister of Home Affairs.
Article 2. The Minister of Home Affairs, the Ministers, Heads of ministerial-level agencies, and the Chairpersons of the People's Committees of provinces and centrally governed cities are responsible for implementing this Decision.
Article 3. The Standard Measurement Quality Control Department shall be responsible for organizing and guiding the implementation of the Regulations adopted herein.
The Minister of Interior Affairs and the Ministers, Heads of ministerial-level agencies, agencies under the Government, and the Chairpersons of provincial people's committees directly under the central government are responsible for implementing this Decision.
