Pursuant to the Law on Organization of the Government dated December 25, 2001;
Pursuant to Decision No. 153/2004/QĐ-TTg dated August 17, 2004 of the Government on issuing the strategic orientation for sustainable development in Vietnam (Vietnam's Agenda 21);
The Prime Minister issues this Decision on principles, criteria, and allocation standards for state budget investment capital development phase 2016-2020.
DECISION:
Article 1. Reorganize the National Sustainable Development Council based on merging the National Committee on Education for Sustainable Development during the Decade with a part within the National Sustainable Development Council (referred to as the Council), including;

Article 2. Tasks of the Council:
- Propose to the Prime Minister the objectives, tasks, mechanisms, policies, and solutions necessary to ensure the effective implementation of sustainable development goals in Vietnam.
- Propose programs, tasks, and activities to promote sustainable development, as well as a national system of indicators for sustainable development to monitor and evaluate the implementation process.
- Study and propose solutions to guide propaganda work to raise awareness and responsibility at all levels and among the people regarding sustainable development; issues related to strategies, policies, and programs for education for sustainable development.
- Advise and assist the Prime Minister in implementing activities related to the commitments of the Vietnamese Government to the United Nations and internationally within the framework of the United Nations Decade of Education for Sustainable Development (2005-2014).
- Advise and assist the Prime Minister in directing the implementation of tasks according to Decision No. 153/2004/QĐ-TTg dated August 17, 2004 of the Prime Minister on approving the strategic orientation for sustainable development in Vietnam nationwide.
- Assist the Prime Minister in directing supervision and evaluation of the effective implementation of sustainable development goals in Vietnam. Summarize and periodically report to the Prime Minister on the situation of activities and cooperation related to sustainable development in Vietnam. Summarize the results of activities and periodically report to the Prime Minister.
- Perform other tasks related to sustainable development assigned by the Prime Minister.
Article 3. Organizational Structure of the Council
1. The Council includes 4 specialized committees:
- The Economic Sustainable Development Committee chaired by the Head of the Ministry of Planning and Investment;
- The Social Sustainable Development Committee chaired by the Head of the Ministry of Labor, Invalids and Social Affairs;
- The Resource and Environment Sustainable Development Committee chaired by the Ministry of Natural Resources and Environment;
- The Committee on the United Nations Decade of Education for Sustainable Development chaired by the Ministry of Foreign Affairs.
2. The Council operates under regulations approved by the Chairman of the National Sustainable Development Council. In the Council's operational regulations, there are also regulations and organizational structures of the specialized committees.
The Council uses the seal of the Ministry of Planning and Investment. The Council has a secretariat, administrative support office called the Office of Sustainable Development, located at the Ministry of Planning and Investment. The Office of Sustainable Development uses its own seal and account. The operating budget of the Council and the Office of Sustainable Development is guaranteed by the state budget, included in the budget allocated to the Ministry of Planning and Investment, and used according to current financial regulations.
Article 4. The Council operates through meetings, adhering to the principle of democratic centralism, implemented according to the conclusions of the Chairman of the Council or the Vice Chairman of the Council (when authorized by the Chairman of the Council). Members of the Council operate on a concurrent basis.
Specifically, the Committee on the United Nations Decade of Education for Sustainable Development shall be studied and proposed by the Ministry of Foreign Affairs on operational regulations, assisting agencies, and operating budgets, submitted to the Chairman of the National Sustainable Development Council for consideration and decision.
Article 5. This Decision takes effect from the date of signature and replaces Decision No. 1032/QĐ-TTg dated September 27, 2005 of the Prime Minister on establishing the National Sustainable Development Council and Decision No. 295/2005/QĐ-TTg dated November 11, 2005 of the Prime Minister on establishing the National Committee on Education for Sustainable Development during the Decade. Previous provisions contrary to this Decision are no longer in effect.
Ministers, Heads of ministerial-level agencies, Heads of government agencies, and Chairmen of provincial People's Committees directly under the Central Government are responsible for implementing this Decision./.
