Regarding the announcement of load limits on national highways

THE MINISTER OF TRANSPORTATION
Pursuant to Decree 22/CP dated April 22, 1994 of the Government on the tasks of state management and organizational structure of the Ministry of Transport.
Pursuant to the Traffic Works Protection Ordinance promulgated by Decree 38L/CTN dated December 10, 1994.
Pursuant to Decree 36/CP on ensuring traffic order and safety on roads and urban traffic order and safety.
Based on the actual condition of bridges and roads and the proposal of the Director General of the Vietnam Highway Administration.
DECISION:
Article 1. Permit vehicles with actual load not exceeding the limit specified in the attached appendix to operate on the following national highways according to the capacity of the bridges and roads: 1, 2, 3, 4E, 5, 6, 7, 9, 18, 19, 20, 21, 22, 22B, 27, 30, 52, 70, 80, 91, 183 and the Bac Thang Long - Noi Bai road.
Vehicles listed in the permit with a design load higher than the regulation shall only carry goods so that they do not exceed the regulation. Vehicles listed in the permit with a design load lower than the regulation shall only carry goods at their design load.
Article 2. Entrust the Vietnam Highway Administration to coordinate with traffic police forces and military inspection forces to organize inspections, weigh vehicle loads, handle violations... to effectively manage load limits on roads.
Vehicles participating in circulation on the national highways mentioned in Article 1, in addition to complying with the load regulations in the appendix, must also comply with the provisions in Ordinance 38L/CTN on protecting traffic works, Decree 36/CP, Decree 49/CP, Circular 239/TT-PC... to ensure traffic safety and vehicle safety.
Article 3. The Vietnam Highway Administration is responsible for managing the national highways mentioned in Article 1 to always meet the transportation capacity as prescribed. In case of accidents causing traffic safety issues, the Vietnam Highway Administration must announce on mass media and organize signposting: limiting load, distance between vehicles, speed, etc., and organize traffic assurance to restore the prescribed load limit as soon as possible and report to the Ministry for decision if it is necessary to reduce the load limit for a long time.
Article 4. Mr. Director General of the Vietnam Highway Administration, Head of the Ministry's Office, Head of the Legal Affairs Department, Head of the Science and Technology Department, Head of the 36/CP Steering Committee and related departments are responsible for implementing this decision.
