THE MINISTER OF AGRICULTURE AND RURAL DEVELOPMENT
Pursuant to the Law on Legislative Documents of 2008;
BASED ON THE DECREE NO. 199/2013/NĐ-CP OF NOVEMBER 26, 2013 OF THE GOVERNMENT PROVIDING FOR THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF AGRICULTURE AND RURAL DEVELOPMENT;
Pursuant to Decision No. 67/QD-TTg dated January 10, 2014 of the Prime Minister promulgating the List and assigning agencies responsible for drafting detailed regulations implementing laws passed at the sixth session of the Thirteenth National Assembly and the Ordinance on Mobile Police;
Pursuant to Decision No. 130/QD-BNN-PC dated January 22, 2014 of the Minister of Agriculture and Rural Development on the Plan for Developing Legal Normative Documents of the Ministry of Agriculture and Rural Development in 2014;
At the proposal of the Director of the Plant Protection Department,
DECISION:
Article 1. Approves the Plan to Develop two Decrees of the Government guiding the implementation of the Law on Plant Protection and Quarantine:
1. The Decree detailing certain provisions of the Law on Plant Protection and Quarantine (Annex 1)
2. The Decree amending and supplementing Decree No. 114/2013/ND-CP dated October 3, 2013 on administrative penalties in the fields of plant variety protection, plant protection and quarantine, and Decree No. 157/2013/ND-CP dated November 11, 2013 on administrative penalties concerning forest management, development, protection, and timber management (Annex 2)
Article 2. The funds for developing the Government Decrees shall be implemented in accordance with Circular Joint No. 192/2010/TTLT-BTC-BTP-VPCP dated December 2, 2010 guiding the preparation of budgets, management, use, and settlement of state budget funds to ensure the work of developing legal normative documents and perfecting the legal system issued by the Ministry of Finance, the Ministry of Justice, and the Office of the Government, and other sources of funding.
Article 3. This Decision shall take effect from the date of signing.
Article 4. The Director of the Ministry's Office, the Director of the Plant Protection Department, the General Director of the Forest Administration, the Head of the Legal Department, the Head of the Financial Department, the Heads of related units, and members of the Drafting Board and the Editorial Group of the Decree are responsible for implementing this Decision.
