PRIME MINISTER

Pursuant to the Law on Organization of the Government dated December 25, 2001;

Pursuant to the Law on Prevention and Control of Narcotic Drugs dated December 9, 2000;

Pursuant to Resolution No. 05/CP dated January 29, 1993 of the Government on preventing and combating prostitution;

Pursuant to Resolution No. 06/CP dated January 29, 1993 of the Government on strengthening guidance for work related to prevention, control, and supervision of narcotics;

Considering the proposal of the Minister of Labor, War Invalids and Social Affairs and the Minister, Head of the Organizational-Cadre Board of the Government;

DECISION:

Article 1. Officials and staff (within the authorized establishment quota and working under contractual terms) currently working at Treatment Centers established pursuant to the Administrative Violation Handling Ordinance dated July 6, 1995, shall be entitled to a special occupational allowance ranging from VND 200,000 to VND 500,000 per official per month. The specific amount of the allowance shall be determined by the Chairman of the People's Committee of the province or centrally-administered city depending on the location of the Treatment Center (plain area, mountainous area, remote area, far-flung area, island).

Article 2. In particular, for officials and staff specializing in healthcare working at Treatment Centers, they shall also be entitled to the following allowances:

a) Healthcare standby allowance: applicable to medical officials and staff who stand by outside regular hours for specialized healthcare duties, implemented according to Decision No. 794/TTg dated February 5, 1995 of the Prime Minister stipulating certain special allowances for civil servants and employees in the healthcare sector.

b) For those officials and staff (including service personnel) directly treating withdrawal symptoms for drug addicts, they shall be treated like mental health specialists and shall enjoy allowances as prescribed in Decision No. 924/TTg dated December 13, 1996 of the Prime Minister regarding supplementary special allowances for particularly hazardous occupations for civil servants and employees in the healthcare sector.

c) For healthcare officials and staff performing tasks of examination and treatment for drug addicts infected with HIV/AIDS, they shall enjoy allowances as prescribed in Decision No. 97/2001/QĐ-TTg dated June 26, 2001 of the Prime Minister concerning supplementary allowances for civil servants and employees in the healthcare sector.

Article 3. The funds for paying the allowances mentioned in Article 1 and Article 2 of this Decision shall come from local budgets, outside the regular budget allocation of the Treatment Centers; and from service provision, production labor contributions, contributions from the target group, and other humanitarian sources.

Article 4. This Decision shall take effect fifteen days from the date of signature.

Article 5. The Minister of Labor, War Invalids and Social Affairs shall guide the implementation of this Decision.

Article 6. Ministers, Heads of ministerial-level agencies equivalent to ministries, Heads of government-affiliated agencies, Chairmen of People's Committees of provinces and centrally-administered cities shall be responsible for implementing this Decision.
