THE MINISTER OF EDUCATION AND TRAINING
BASED ON THE GOVERNMENT DECREE NO. 178/2007/NĐ-CP OF DECEMBER 3, 2007 DEFINING THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF MINISTRIES AND GOVERNMENTAL BODIES AT THE MINISTRY LEVEL;
Pursuant to Decree No. 32/2008/NĐ-CP dated March 19, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 75/2006/NĐ-CP dated August 2, 2006 of the Government detailing and guiding the implementation of certain provisions of the Education Law;

The Minister of Education and Training decides:
Article 1. ATTACHED TO THIS CIRCULAR ARE THE REGULATIONS ON THE SELECTION, TRAINING ORGANIZATION, AND ADMISSION FOR UNDERGRADUATE, COLLEGE, AND VOCATIONAL MIDDLE LEVEL STUDIES FOR STUDENTS IN THE UNDERGRADUATE PREPARATORY SYSTEM.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM NOVEMBER 27, 2010 AND REPLACE THE DECISION NO. 09/2005/QĐ-BGD&ĐT OF MARCH 29, 2005 ISSUED BY THE MINISTER OF EDUCATION AND TRAINING REGARDING THE REGULATIONS ON THE SELECTION, TRAINING OF STUDENTS IN THE UNDERGRADUATE PREPARATORY SYSTEM, AND ADMISSION FOR UNDERGRADUATE, COLLEGE, AND VOCATIONAL MIDDLE LEVEL STUDIES FOR STUDENTS IN THE UNDERGRADUATE PREPARATORY SYSTEM.
Article 3. THE DIRECTOR OF THE OFFICE, HEADS OF THE HIGHER EDUCATION DEPARTMENT, PROFESSIONAL EDUCATION DEPARTMENT, ETHNIC EDUCATION DEPARTMENT, HEADS OF RELATED UNITS UNDER THE MINISTRY OF EDUCATION AND TRAINING; DIRECTORS OF PROVINCTION EDUCATION AND TRAINING SERVICES; DIRECTORS OF UNIVERSITIES AND ACADEMIES; RECTORS OF UNIVERSITIES AND COLLEGES; RECTORS OF UNDERGRADUATE PREPARATORY SCHOOLS AND ETHNIC UNDERGRADUATE PREPARATORY SCHOOLS; RECTORS OF VIET BAC HIGH SCHOOLS; RECTORS OF UNIVERSITIES AND COLLEGES WITH UNDERGRADUATE PREPARATORY DEPARTMENTS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR.
