Article 24Prescribes the list and control requirements for materials and equipment in the nuclear fuel cycle

Article 4. Requirements for storage and use of materials and equipment in the nuclear fuel cycle
Organizations and individuals storing and using materials and equipment in the nuclear fuel cycle must comply with the following requirements:

Article 5. Requirements for export and import of materials and equipment in the nuclear fuel cycle
Organizations and individuals exporting or importing materials and equipment in the nuclear fuel cycle must comply with the following requirements:
1. Report to the Radiation and Nuclear Safety Agency according to Form 03-II/AP or Form 04-II/AP prescribed in Appendix 2 attached hereto at least 15 days before the planned date of export or import of the consignment.
2. Report the implementation status of the planned schedule, including quantities, types, or any changes, no later than 15 days after the planned date of export or import.
3. For equipment in the nuclear fuel cycle that is nuclear equipment, in addition to complying with the provisions of Clause 1 of this Article, they must declare and apply for a permit to conduct radiation work in accordance with Circular No. 08/2010/TT-BKHCN dated July 22, 2010 of the Ministry of Science and Technology guiding the declaration and issuance of permits to conduct radiation work and certificates for radiation workers.
2. The Radiation and Nuclear Safety Agency shall be responsible for guiding, urging, and inspecting the implementation of this Circular.
3. During the implementation process, if there are difficulties or new issues arise, the relevant organizations and individuals are requested to promptly reflect them to the Ministry of Science and Technology for review and amendment./.
Article 6. Effectiveness and Implementation
1. This Circular shall take effect 45 days from the date of signature.
2. The Radiation and Nuclear Safety Agency shall be responsible for guiding, urging, and inspecting the implementation of this Circular.
3. During the course of implementation, if there are any difficulties or new issues arise, organizations and individuals concerned are requested to promptly reflect them to the Ministry of Science and Technology for consideration of amendments and supplements./.
