Pursuant to the Law on Standards and Technical Regulations dated June 29, 2006;
Pursuant to the Law on Legislative Documents of 2008;
WHEREAS, THE ORDINANCE ON EXPLOITATION AND PROTECTION OF METEOROLOGICAL AND HYDROLOGICAL FACILITIES dated December 2, 1994;
Based on Decree No. 132/2008/NĐ-CP dated December 31, 2008 of the Government detailing implementation of certain provisions
Pursuant to Decree No. 25/2008/NĐ-CP dated March 4, 2008 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Natural Resources and Environment;
BASED ON THE GOVERNMENTAL DECREE NO. 19/2010/NĐ-CP OF MARCH 5, 2010 AMENDING AND COMPLEMENTING POINTS C, D, G, H, AND I OF CLAUSE 2 OF ARTICLE 5 OF THE GOVERNMENTAL DECREE NO. 25/2008/NĐ-CP OF MARCH 4, 2008 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT;
BASED ON THE GOVERNMENTAL DECREE NO. 89/2010/NĐ-CP OF AUGUST 16, 2010 AMENDING AND COMPLEMENTING ARTICLE 3 OF THE GOVERNMENTAL DECREE NO. 25/2008/NĐ-CP OF FEBRUARY 4, 2008 ON THE FUNCTIONS, TASKS, POWERS, AND ORGANIZATIONAL STRUCTURE OF THE MINISTRY OF NATURAL RESOURCES AND ENVIRONMENT;
CONSIDERING THE PROPOSALS OF THE DIRECTOR OF THE HYDROMETEOROLOGICAL SERVICES AND CLIMATE CHANGE CIRCUMSTANCE AGENCY, THE DIRECTOR OF THE SCIENCE AND TECHNOLOGY DEPARTMENT, AND THE DIRECTOR OF THE LEGAL AFFAIRS DEPARTMENT;
THE MINISTER OF NATURAL RESOURCES AND ENVIRONMENT ISSUES THIS CIRCULAR TO ESTABLISH NATIONAL TECHNICAL REGULATIONS ON METEOROLOGICAL MONITORING:
Article 1. ATTACHED HERETO ARE THE NATIONAL TECHNICAL REGULATIONS ON METEOROLOGICAL MONITORING WITH CODE QCVN 46:2012/BTNMT.
Article 2. THIS CIRCULAR SHALL TAKE EFFECT FROM FEBRUARY 18, 2013.
Article 3. THE MINISTER, HEADS OF GOVERNMENTAL MINISTRIES, GOVERNMENTAL AGENCIES, CHAIRMEN OF PROVINCE PEOPLE'S COMMITTEES, CITY PEOPLE'S COMMITTEES UNDER THE CENTRAL AUTHORITY, AND RELEVANT ORGANIZATIONS AND INDIVIDUALS SHALL BE RESPONSIBLE FOR IMPLEMENTING THIS CIRCULAR./.
