for poor households in difficult areas

Pursuant to the Law on Legislative Documents dated June 22, 2015;

Decree No. Decision No. 34/2016/NĐ-CP No. 154/2020/ND-CP

At the proposal of the Minister, Head of the Committee for Ethnic Minorities;

The Vice-President of the Government issues this Decision to repeal Decision No. 102/2009/QD-TTg dated August 7, 2009 of the Prime Minister on direct support policies for poor households in difficult areas.

Article 1.Repeals Decision No. 102/2009/QD-TTg dated August 7, 2009 of the Prime Minister on direct support policies for poor households in difficult areas.

Article 2. Transitional Provisions

Localities may use the budget funds allocated for implementing Decision No. 102/2009/QD-TTg which have been stably arranged in the regular expenditure budget period 2017-2020 to pay instead of the central government's support to implement social welfare policies in their respective localities according to Decision No. 579/QD-TTg dated April 28, 2017 of the Prime Minister on principles of targeted support from the central budget to the local budget for implementing social welfare policies during the period 2017-2020.

The Ministry of Finance shall provide detailed guidance on implementation.

Article 3. Effectiveness

This Decision takes effect from January 1, 2019.

Article 4. Responsibility for Implementation

Ministers, Heads of ministerial-level agencies, Heads of agencies under the Government, Chairpersons of provincial People's Committees under the Central Government are responsible for implementing this Decision./.
