CIRCULAR

Regulations on postal stamps

Pursuant to the Law on Posts dated June 17, 2010;

Pursuant to Decree No.47/2011/NĐ-CPof June 17, 2011 by the Government detailing the implementation of certain provisions of the Postal Law;

Pursuant to Decree No.Resolution No. 17/2017/NĐ-CPof February 17, 2017 by the Government defining the functions, tasks, powers, and organizational structure of the Ministry of Information and Communications;

At the proposal of the Director of the Post Department;

The Minister of Information and Communications issues this Circular regulating postal stamps.

PART I
GENERAL PROVISIONS

Article 1. Scope of Regulation

This Circular regulates postal stamps, including: Themes of postal stamps; design, printing, and issuance of postal stamps; supply, trading, collecting, exhibiting postal stamps and other related activities. This Circular applies to organizations and individuals implementing or participating in activities related to postal stamps.

Article 2. Applicability

Article 3. Explanation of Terms

In this Circular, the following terms are understood as follows:

1. is the subject about events, personalities, or topics from various fields selected for issuing postal stamps. Set of postal stamps

2. includes one or more stamp designs, block/stamp sheet (if any) of a theme. Commemorative postal stamps

3are stamps issued to honor personalities or commemorate events in Vietnam and around the world. Specialized postal stamps

4. are stamps issued according to a theme or topic. Block/stamp sheet

5. (hereinafter referred to as block) consists of one or more stamp designs printed on the same sheet, with the surrounding area of the stamp design having printed letters, decorative drawings, or left blank. Specimen stamp

6. is a postal stamp printed with the word "SPECIMEN" used as a sample to distinguish from counterfeit stamps and for promotional, advertising purposes, or sale to collectors. Stamp frame

7. is the area containing the image and main information of the stamp (excluding the border of the stamp). postal services Postal stamp dimensions

8. are the measurements of the sides of the postal stamp horizontally first, vertically next (including the teeth of the stamp) and measured in millimeters (mm). Draft design sample

9. is the stamp design draft submitted to the Ministry of Information and Communications for approval. Official design sample

Chapter II
Article 4. Theme of postal stamps

Theme of commemorative postal stamps

1. a) Propaganda of the Party's guidelines and state policies and laws;

b) Having special significance in the process of national construction and defense of the Vietnamese nation or of nations around the world;

c) Being representative and prominent in each period, marking important historical milestones, indicating the development of Vietnam or the world;

d) Reflecting the national identity, having historical, cultural, and artistic value.

2. Theme of commemorative postal stamps honoring personalities

a) National heroes, outstanding figures, or personalities in the process of national construction and defense; in national liberation movements, for social progress and peace in Vietnam and the world;

b) Outstanding scientists, cultural figures, or personalities who have made significant contributions to Vietnam or the world.

3. Theme of specialized postal stamps

a) Reflecting the national identity, moral, historical, cultural, and artistic values of Vietnam and the world;

b) Introducing and promoting achievements in national development, the people of Vietnam;

c) Promoting themes related to national security, defense, health, education, culture, sports, architecture, scenery, animals, plants, and other themes.

4. Theme of general postal stamps

a) Honoring Vietnamese personalities with significant influence recognized internationally;

b) Promoting the distinctive historical and cultural values of the country and its people.

Article 5. Time for Issuing Postal Stamps

1. Time for Issuing Commemorative Postal Stamps

a) For commemorative stamps marking events, the initial issuance time is 50 years from the occurrence of the event, and subsequent issuances occur at multiples of 50 years.

b) For commemorative stamps honoring individuals, the initial issuance time is 100 years from the birth or death year of the individual, and subsequent issuances occur at multiples of 50 years.

3. Time for Issuing Special Topic Postal Stamps, General Postal Stamps, and Commemorative Postal Stamps in special cases shall be decided by the Ministry of Information and Communications.

Article 6. Long-Term Program and Topics for Postal Stamps

The Vietnam Post Corporation shall develop an overall program or topic for postal stamps for each five-year period and report to the Ministry of Information and Communications 24 months before the start of each implementation phase.

Article 7. Proposing the Annual Program and Topics for Postal Stamps

1. At the latest 15 months prior to January 1st of the year of stamp issuance, organizations or individuals must submit proposals for stamp topics to the Ministry of Information and Communications for consideration and the development of the annual program and topics for postal stamps.

2. The proposal document must bear the signature and seal if it is from an organization, or clearly state the name, phone number, and contact address if it is from an individual, and include the following main contents:

a) Name of the topic;

b) Issuance date;

c) Purpose, significance, and explanation of the necessity of the topic;

d) Related materials and images; copyright for the use of materials and images.

3. The Vietnam Post Corporation proposes stamp topics that meet the supply needs on the public postal network.

4. The Vietnam Stamp Association proposes stamp topics to promote philatelic activities.

Article 8. Issuing the Annual Program and Topics for Postal Stamps

1. At the latest 12 months prior to January 1st of the year of issuance, the Ministry of Information and Communications shall issue the annual program and topics for postal stamps.

2. The decision to issue the annual program and topics for postal stamps includes:

a) The name of the stamp set according to Clause 3 of this Article;

b) Classification of stamps;

c) Number of stamp designs in the set, block of stamps (if applicable);

d) Issuance date; duration of supply on the public postal network;

đ) Method of issuance;

e) Other related contents.

3. Name of the Postal Stamp Set

a) The name of the commemorative stamp set for Vietnamese figures is arranged in the following order: The word "Commemoration", the number of years commemorating the birth or death year of the honored figure, title, name of the figure, birth or death year, and commemoration year.

Example: Commemorating the 100th Anniversary of Prime Minister Vo Van Kiet's Birth (1922-2022)

b) The name of the commemorative stamp set for foreign figures is arranged in the following order: The word "Commemoration", the number of years commemorating the birth or death year of the honored figure, name of the figure, birth or death year, and commemoration year.

Example: Commemorating the 150th Anniversary of Mahatma Gandhi's Birth  (1869-2019)

c) The name of the special topic postal stamp set is the selected topic name.

Example: Vietnamese Cable Bridges

d) The name of the general postal stamp set is the selected topic name.

Example: Vietnamese Architecture

Article 9. Adjusting the Annual Program and Topics for Postal Stamps

1. Supplementing the annual program and topics for postal stamps due to urgent requirements for propaganda work, celebrating major events, or honoring outstanding figures.

2. Removing topics from the program related to:

a) Events not organized according to plans;

b) Designs currently under dispute or violating copyrights;

c) Official designs not meeting the provisions at points c, e, g, i of Clause 3, Article 12 of this Circular.

3. Adjusting the issuance date based on proposals from relevant organizations or individuals involved in the issuance of the postal stamp set.

4. Adjustments to the annual program and topics for postal stamps for the cases stipulated in Clause 1 of this Article must be made at least three months before the issuance date of the postal stamp set, except in special cases decided by the Ministry of Information and Communications.

Chapter III
DESIGN, PRINTING AND ISSUANCE OF POSTAL STAMPS

Section 1
DESIGN OF POSTAL STAMPS

Article 10. Designing Postal Stamp Models

1. The Vietnam Post Corporation shall organize the design of postal stamp models according to the annual stamp topic program issued by the Ministry of Information and Communications.

2. Stamp Design Competition

a) The Ministry of Information and Communications shall organize national stamp design competitions.

b) The Vietnam Post Corporation shall organize contests or other suitable forms to enhance the quality of stamp model designs and diversify design styles.

3. The Vietnam Post Corporation shall finalize the stamp model designs and submit the approval dossier for the selected stamp sets through the contests.

Article 11. Submission and Approval of Draft Design Models

1. In April and September each year, the Vietnam Post Corporation shall submit draft design models to the Ministry of Information and Communications for approval.

2. The submission dossier for draft design models includes:

a) A report on the draft design models of stamp sets;

b) At least three draft design models from at least two authors with different contents and styles for each set.

c) An explanation of the creative concept and supporting materials.

3. The name of the stamp in the draft design model must reflect the following contents:

a) For commemorative stamps of Vietnamese figures, the name should be arranged in the following order: Title, name, year of birth, and year of death.

Example: Admiral Giap Van Cuong (1921-1990)

b) For commemorative stamps of foreign figures, the name should be arranged in the following order: Name, year of birth, and year of death.

Example: Nelson Mandela (1918-2013)

c) For thematic stamps about animals and plants: According to the scientific name of the animal or plant as prescribed.

d) For stamps using artistic works, the name should be arranged in the following order: Work title, author's name, author's year of birth, and year of death.

3. The Ministry of Information and Communications shall organize the National Advisory Council on Vietnamese Postal Stamps to provide opinions on the draft design models of stamp sets and decide on the selection of draft design models of stamp sets.

Article 12. Submission and Approval of Official Design Models

1. The Vietnam Post Corporation shall complete the draft design models of stamp sets to meet the requirements of the topic content, images, and technical requirements.

2. The time for submitting the official design models for approval shall be at least three months before the issuance date of the stamp set, except in special cases decided by the Ministry of Information and Communications.

3. The submission dossier for official design models includes:

a) A request letter from the Vietnam Post Corporation;

b) Draft design models;

c) Official design models as specified in Appendix 01 attached to this Circular;

d) Proposed face value of the stamp;

đ) Supporting materials, images used for designing the stamp, and an explanation of the creative concept;

e) Written permission from domestic or foreign organizations or individuals for the Vietnam Post Corporation to use supporting materials, images, and emblems displayed on the stamp design;

g) A copyright commitment statement from the artist for the stamp design, confirmed by the Vietnam Post Corporation;

h) An explanation of the revised and supplemented contents;

i) Confirmation letters from relevant authorities and specialized agencies regarding the contents displayed on the stamp design;

k) Technical printing requirements for stamps.

4. The submission dossier for the approval of general stamp reprints includes:

a) A request letter from the Vietnam Post Corporation;

b) Official design models in cases where color or face value changes occur;

c) Technical printing requirements for stamps in cases where color changes occur.

5. Within ten days from the date of receiving the dossier that meets the requirements stipulated in Clause 3 and Clause 4 of this Article, the Ministry of Information and Communications shall review and approve the official design models for printing.

6. If the submission dossier for official design models does not meet the requirements stipulated in Clause 3 and Clause 4 of this Article, within five working days from the date of receipt, the Ministry of Information and Communications shall send a written notice specifying the required revisions and supplements. Within ten days from the date of notification, the Vietnam Post Corporation shall be responsible for completing the dossier according to the requirements.

Article 13. Responsibilities of organizations and individuals designing postal stamp models

1. Responsibilities of organizations and individuals designing postal stamp models:

a) Not to use or copy part or all of the content, images of works of other domestic and foreign organizations and individuals without written permission from the organization or individual holding the rights.

b) To be responsible for the legality of copyright and work ownership rights.

2. Responsibilities of Vietnam Post Corporation:

a) To be responsible for the legality of copyright and work ownership rights of the designed postal stamp model when submitting to the Ministry of Information and Communications for approval;

b) To ensure the accuracy, scientific nature, and ideological content of the images and creative ideas expressed on the designed postal stamp model.

Section 2
PRINTING POSTAL STAMPS

Article 14. Official Handover of Stamp Design Models

The handover of official stamp design models between the Ministry of Information and Communications and Vietnam Post Corporation shall be carried out in writing with signatures of representatives of both parties.

Article 15. Printing Postal Stamps

1. Vietnam Post Corporation decides on the unit to carry out printing, printing methods, and quantity of stamps printed to ensure compliance with technical requirements and legal regulations on printing and confidentiality; ensuring the supply of postal stamps for pre-payment of postal service fees and philatelic needs.

2. Vietnam Post Corporation closely monitors and inspects the entire stamp printing process to ensure absolute safety.

3. At least 15 days before the release date of the postal stamp set, Vietnam Post Corporation reports to the Ministry of Information and Communications the number of stamps printed and submits samples of printed postal stamps for review. If the printed stamp samples do not meet technical requirements, Vietnam Post Corporation is responsible for explaining and proposing solutions.

Article 16. Management of Postal Stamps After Printing

1. Finished postal stamps must be inspected, monitored, packaged, sealed, delivered, and received according to legal regulations, ensuring no loss or deterioration.

2. Test-printed stamps, excess stamps, waste products, and post-printing zinc plates must be packaged, sealed, stored, and managed strictly and safely before destruction.

Section 3
ISSUING POSTAL STAMPS

Article 17. Issuing Postal Stamps

The Ministry of Information and Communications decides on the issuance of the postal stamp set, including the following contents:

1. Postal stamp set code, stamp model, block of stamps (if applicable); name of the postal stamp set, name of the stamp model, block of stamps (if applicable).

2. Quantity of issued postal stamps, blocks of stamps (if applicable); face value of the postal stamps, blocks of stamps (if applicable).

3. Technical requirements.

4. Issuance time; supply period of postal stamps and related contents.

Article 18. Special Issuance of Postal Stamp Sets

1. The Ministry of Information and Communications decides on special issuance and the location for organizing the Special Issuance Ceremony to introduce and announce the issuance of the postal stamp set.

2. At least 15 days before the date of the Special Issuance Ceremony, the assigned unit is responsible for submitting to the Ministry of Information and Communications for approval the following contents:

a) Program and script of the ceremony; list of expected guests;

b) Design samples: Background of the ceremony, special seal, first day cover, and special issue folder;

c) Other related contents.

3. Preparation for the Special Issuance Ceremony:

a) Venue decoration: The background of the Special Issuance Ceremony of the postal stamp set is displayed in Vietnamese; designed appropriately to the size and space of the venue according to the model specified in Appendix 02 attached to this Circular. In cases where the Special Issuance Ceremony of the postal stamp set involves foreign elements, it should also be displayed in appropriate languages;

b) Media introduction of the postal stamp set during the Special Issuance Ceremony through mass media and other suitable forms;

c) Display of stamps and blocks of stamps for presentation of the stamp set or for commemorative signing at the Special Issuance Ceremony; special seals; special issue folders according to the guidelines specified in Appendix 03 attached to this Circular;

d) Special issue publications related to the postal stamp set.

4. Program of the Special Issuance Ceremony:

a) Reception and ceremonial events;

b) Representatives of the Ministry of Information and Communications introduce and announce the issuance of the postal stamp set;

c) Signing of the special issue folder, affixing the first day cancellation stamp, and commemorative signing on the display of stamps.

Article 19. Storage of Special Stamps and Special Cover Sheets

1. The storage of special stamps and special cover sheets shall be carried out as follows:

a) The Ministry of Information and Communications shall store two special stamps and one special cover sheet;

b) The unit organizing the Special Issue Ceremony shall store one special cover sheet;

c) The unit assigned to organize the Special Issue Ceremony shall store one special cover sheet;

d) The Postal Museum shall store two special stamps and one special cover sheet.

2. Within the latest five working days from the date of issuance of the postal stamp set, the unit organizing the Special Issue Ceremony shall be responsible for transferring the special stamps and special cover sheets to the units specified in points a, b, and d of Clause 1 of this Article. The transfer shall be documented in writing with signatures from representatives of both the transferring and receiving parties.

Chapter IV
SUPPLY, TRADE, COLLECTING AND

DISPLAY OF POSTAL STAMPS

Article 20. Supply of Postal Stamps

1. Ordinary postal stamps shall be supplied without time limit on the public postal network.

2. Commemorative and thematic postal stamps shall be supplied for a maximum period not exceeding twenty-four months on the public postal network.

3. During the supply period stipulated in Clauses 1 and 2 of this Article, Vietnam Post Corporation shall organize the supply of postal stamps on the public postal network and sell them at face value, except for canceled postal stamps, at all postal service points.

4. On the first day of issue, commemorative postal stamps must be supplied at the central transaction points of post offices in provinces and centrally-administered cities.

Article 21. Trade and Collecting of Postal Stamps

1. Organizations and individuals may engage in trade of Vietnamese and foreign postal stamps (including stamps and publications, products printed with or affixed with postal stamps), except as provided for in Clause 3 of Article 37 of the Law on Posts. 2. The Ministry of Information and Communications and Vietnam Post Corporation shall provide guidance and create favorable conditions for the Vietnam Stamp Association to implement activities aimed at developing the philatelic collecting movement.

Article 22. Display of Postal Stamps

1. The Ministry of Information and Communications shall decide:

a) Organizing national and international stamp exhibitions, fairs, and displays held in Vietnam;

b) Permitting domestic and foreign organizations and individuals to hold national and international stamp exhibitions and displays in Vietnam in accordance with laws governing exhibition activities.

2. The Vietnam Stamp Association shall be responsible for:

a) Coordinating with relevant agencies to organize national and international stamp exhibitions, displays, and fairs held in Vietnam in accordance with the law;

b) Proposing and leading the organization of seminars and professional activities during exhibitions;

c) Reviewing and approving sets of postal stamps to be displayed or participating in national and international stamp exhibitions both domestically and abroad.

3. Local Stamp Associations shall be responsible for:

a) Coordinating with relevant agencies to organize stamp exhibitions and displays in accordance with the law;

c) Reviewing and approving sets of postal stamps to be displayed or participating in provincial and regional stamp exhibitions.

c) Reviewing and approving sets of postal stamps to be displayed or participating in national and international stamp exhibitions both domestically and abroad.

4. Participation in International and World Stamp Exhibitions Held Abroad

a) Vietnam Post Corporation shall represent Vietnam in attending and organizing the sale of Vietnamese postal stamps at international and world stamp exhibitions held abroad;

b) The Vietnam Stamp Association shall send delegates to attend and be responsible for organizing the review of stamp collections registered to participate in international and world exhibitions.

DISPOSAL AND CANCELLATION OF POSTAL STAMPS

Chapter V
HANDLING, CANCELLING POSTAGE STAMPS

Article 23. Suspension and Termination of Postal Stamps

1. The Ministry of Information and Communications decides to suspend when discovering errors or suspected errors in the postal stamp samples currently being printed.

2. The Ministry of Information and Communications decides to terminate when discovering errors or suspected errors related to sets of postal stamps that have been issued.

Article 24. Review of Suspended and Terminated Postal Stamps

The Ministry of Information and Communications organizes reviews and evaluates the severity of errors related to stamp samples and sets of postal stamps and decides:

1. To continue printing for suspended stamp samples and sets of postal stamps.

2. To continue supplying, trading, and circulating for terminated stamp samples and sets of postal stamps.

3. To cancel stamp samples and sets of postal stamps with serious errors.

Article 25. Cancellation of Postal Stamps

1. Cases for cancelling postal stamps:

a) Stamp samples and sets of postal stamps with serious errors according to the decision of the Ministry of Information and Communications stipulated in Clause 3, Article 24 of this Circular;

b) Postal stamps that have exceeded their supply period as prescribed;

c) Printed postal stamps related to events that have been cancelled or not organized.

2. Authority to decide on the cancellation of postal stamps:

a) The Ministry of Information and Communications decides to cancel postal stamps and assigns Vietnam Post Corporation to implement in cases stipulated in Clause 1 of this Article;

b) Vietnam Post Corporation decides to cancel postal stamps as stipulated in Clause 2, Article 16 of this Circular.

3. The cancellation of postal stamps must be carried out at least once per year.

4. Procedures and formalities for cancelling postal stamps

a) Recovering postal stamps for cases stipulated in Clause 1 of this Article and Clause 2, Article 16 of this Circular;

b) Organizing inventory, sealing the entire quantity, reporting, and proposing handling solutions to be submitted to the Ministry of Information and Communications for decision;

c) Organizing the cancellation of stamps through the Postal Stamp Cancellation Council and reporting the results to the Ministry of Information and Communications within 30 days from the end date of the work.

Article 26. Postal Stamp Cancellation Council

1. Composition of the Postal Stamp Cancellation Council:

a) The Postal Stamp Cancellation Council as stipulated in Clause 1, Article 25 of this Circular includes representatives of Vietnam Post Corporation (chairperson), representatives of the Ministry of Information and Communications, and representatives of the Police Department;

b) The Postal Stamp Cancellation Council as stipulated in Clause 2, Article 16 of this Circular includes representatives of Vietnam Post Corporation (chairperson), representatives of the Police Department, and the unit responsible for printing stamps.

2. The Postal Stamp Cancellation Council is responsible for supervising the cancellation of postal stamps in accordance with relevant authority and ensuring absolute safety and confidentiality.

Chapter VI
OTHER PROVISIONS

Article 27. Postal Stamp Codes

1. The Vietnamese postal stamp code consists of a set of characters to identify stamp samples and blocks of stamps decided by the Ministry of Information and Communications.

2. The Vietnamese postal stamp code ensures the following principles:

a) Scientificity, continuity, stability, and non-repetition;

b) Compliance with guidelines of the Universal Postal Union and international practices.

3. The Vietnamese postal stamp code is assigned in sequence to sets of postal stamps issued in a year and common postal stamps when reprinted, changed color, or adjusted price.

4. Encouraging organizations and individuals participating in stamp activities to use the Vietnamese postal stamp code.

5. World Postal Stamp Code

a) Vietnam Post Corporation is responsible for registering to participate in the world postal stamp code system of the Universal Postal Union;

b) Vietnam Post Corporation sends Vietnamese postal stamps to the International Office of the Universal Postal Union as prescribed when participating in the world postal stamp code system.

Article 28. Exchange of postal stamps

1. Exchange of postal stamps with the Universal Postal Union

a) The Vietnam Post Corporation sends Vietnamese postal stamps for business exchange with member countries of the Universal Postal Union and other international organizations;

b) The Ministry of Information and Communications receives postal stamps from member countries of the Universal Postal Union for exploitation, preservation, and storage.

2. The exchange of postal stamps with countries around the world must be based on cooperation agreements signed in writing between the parties.

Article 29. Cooperation in issuing postal stamps with foreign countries

1. Cooperation in issuing postal stamps with foreign countries must be agreed upon in writing between the parties.

2. The parties agree on the theme, content displayed on the postal stamps, issuance time, and ensure technical requirements for postal stamps.

Article 30. Promotion of postal stamps

1. The Ministry of Information and Communications and the Vietnam Post Corporation announce and promote the content and images of Vietnamese postal stamps.

2. The Vietnam Stamp Association promotes and introduces Vietnamese postal stamps and stamp history both domestically and internationally.

Article 31. Authentication of postal stamps

1. The Ministry of Information and Communications decides to authenticate in cases where there is suspicion that Vietnamese postal stamps have been counterfeited.

2. The Ministry of Information and Communications decides whether to conduct self-authentication of Vietnamese postal stamps or request collaboration from competent authorities or independent specialized agencies for authentication.

Article 32. Use of Official Design Models

1. The Ministry of Information and Communications is the owner of the copyright for the official design models.

2. The use or copying of part or all of the official design models must be authorized in writing by the Ministry of Information and Communications.

3. The use of images of issued Vietnamese postal stamps in the production of commercial products must be authorized in writing by the Ministry of Information and Communications.

Article 33. Operating Expenses for Postal Stamps

1. Funds for state management activities related to postal stamps are allocated from the state budget.

2. Funds for other activities related to postal stamps are self-funded by organizations and individuals or from sponsor sources (if available).

Chapter VII
IMPLEMENTING PROVISIONS

Article 34. Effective Date

1. This Circular takes effect from March 1, 2022.

2. The following Circulars become invalid from the date this Circular takes effect, including:

a) Circular No. 25/2011/TT-BTTTT dated September 26, 2011, issued by the Minister of Information and Communications detailing and guiding special issuance ceremony activities for Vietnamese postal stamps;

b) Circular No. 23/2012/TT-BTTTT dated December 19, 2012, issued by the Minister of Information and Communications detailing and guiding certain contents regarding postal stamps;

c) Circular No. 10/2017/TT-BTTTT dated June 23, 2017, issued by the Minister of Information and Communications regarding topics, issuance times for commemorative postal stamps, and commemorative stamp publications.

Article 35. Responsibility for Implementation

1. The Head of the Office, the Director of the Postal Department, the Heads of departments and units under the Ministry of Information and Communications, the Directors of provincial information and communication management agencies, and relevant organizations and individuals are responsible for implementing this Circular.

2. During implementation, if difficulties, obstacles, or new issues arise, organizations and individuals should report to the Ministry of Information and Communications for consideration and resolution./.

APPENDIX 01

POSTAL STAMP DESIGN MODEL

 Notes

1. The frame of the postal stamp design sample must be at least four times the size of the issued postal stamp frame; the frame of the postal block stamp design sample must be at least 2.5 times the size of the issued postal block stamp frame, in cases where the issued postal block stamp contains multiple postal stamps with a larger size (with a smaller side more than twice the larger side of the postal stamp within the block), then the frame of the postal block stamp design sample must be equal to the size of the issued postal block stamp frame; the frame of the publication design sample bearing a postal stamp must be equal to the size of the publication bearing the issued postal stamp.

2. Information about the frame of the postal stamp design sample, the frame of the issued postal stamp, the frame of the issued postal block stamp, the reduction ratio, and color instructions must be recorded in the upper left corner of the paper displaying the postal stamp design sample.

GUIDANCE ON SOME CONTENTS ON THE MARK

ISSUE OF SPECIAL POSTAL STAMPS

Special mark at a location organizing the special issue ceremony of the stamp set includes the following contents:

1. Name of the stamp set; date, month, year of organizing the special issue ceremony.

2. The phrase "First Day of Issue".

3. Name of the location organizing the special issue ceremony of the stamp set (name of province, centrally governed city or name of the place where the event is held).

4. Content, images related to the theme of the stamp set.

5. The special mark stamped on the cover for the special issue must ensure clarity and uniform ink distribution. Each stamp design sample should bear a cancellation mark covering one quarter of the area of the stamp.
