CIRCULAR
Regulations on the identification numbers for civil servants working at market management agencies at all levels
Pursuant to the Market Management Law dated March 8, 2016; Ordinance amending and supplementing several articles of four related ordinances concerning planningdated December 22, 2018;
At the proposal of the Director of the National Market Management and Development Agency;

Pursuant to Decision No. 34/2018/QĐ-TTg dated August 10, 2018 of the Prime Minister stipulating the functions, tasks, powers, and organizational structure of the General Department of Market Management under the Ministry of Industry and Trade under the Ministry of Industry and Trade;
At the proposal of the Director of the General Department of Market Management;
The Minister of Industry and Trade issues this Circular stipulating the identification numbers for civil servants working at market management agencies at all levels.
Article 1. Scope of Regulation
This Circular stipulates the identification numbers for civil servants, procedures for issuing and revoking such identification numbers for civil servants working at market management agencies at all levels (hereinafter referred to as identification numbers for civil servants).
Article 2. Applicability
2. Civil servants working at market management agencies at all levels (hereinafter referred to as civil servants).
3. Other relevant agencies, organizations, and individuals.
Article 3. Identification Numbers for Civil Servants
2. Each civil servant working at market management agencies at all levels shall be issued one identification number for a civil servant. The identification number for a civil servant is simultaneously recorded on the market management badge and serves as the inspection card number for the civil servant.
Article 4. Procedures for Issuing Identification Numbers for Civil Servants
1. The application dossier for issuing an identification number for a civil servant includes:
a) A request for issuance of an identification number for a civil servant from the market management agency where the civil servant is recruited, accepted, transferred, appointed, rotated, or detailed (collectively referred to as acceptance);
b) One certified copy of the decision accepting employment at the market management agency.
a) Within ten working days from the date the civil servant is accepted to work at the central-level market management agency, the Personnel Organization Department of the General Department of Market Management prepares the application dossier for issuing an identification number for a civil servant and submits it to the Director of the General Department of Market Management for consideration and decision.
b) Within fifteen working days from the date of receiving a valid dossier, the Director of the General Department of Market Management decides to issue an identification number for the proposed civil servant.
Within fifteen working days from the date the civil servant is accepted to work at provincial and centrally-administered city-level market management agencies, the head of the provincial market management agency prepares the application dossier for issuing an identification number for a civil servant for the civil servant of the unit and submits it to the Director of the General Department of Market Management for consideration and decision;
Article 5. Revocation of civil servant identification numbers
1. Civil servant identification numbers shall be revoked in the following cases:
a) The civil servant transfers to work at another Market Management agency or another agency or organization;
b) The civil servant retires, resigns, is dismissed, or other cases where they no longer work at Market Management agencies at all levels.
3. Civil servants specified in Clause 1 of this Article shall not use their civil servant identification numbers from the date the decision or confirmation document of the competent authority becomes effective.
Article 6. Effectiveness
1. This Circular takes effect from January 20, 2024.
2. Circular No. 32/2018/TT-BCT dated October 8, 2018, issued by the Minister of Industry and Trade, which stipulates the model, specifications, issuance regulations, management, and use of identification numbers, signs, badges, flags, insignias, and uniforms of the Market Management force, and Circular No. 56/2020/TT-BCT dated December 31, 2020, issued by the Minister of Industry and Trade, amending and supplementing certain provisions of Circular No. 32/2018/TT-BCT dated October 8, 2018, issued by the Minister of Industry and Trade, which stipulates the model, specifications, issuance regulations, management, and use of identification numbers, signs, badges, flags, insignias, and uniforms of the Market Management force, shall cease to be enforced from the date this Circular takes effect.
The Director of the General Department of Market Management, heads of Market Management agencies at all levels, civil servants working at Market Management agencies at all levels, and related agencies, organizations, and individuals are responsible for implementing this Circular./.
