Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Law on Legislative Regulatory Documents dated June 22, 2015; the Law Amending and Supplementing Certain Provisions of the Law on Legislative Regulatory Documents dated June 18, 2020;

Pursuant to the Land Law on January 18, 2024; Law No. 43/2024/QH15 dated June 29, 2024 amending and supplementing certain articles of Law No. 31/2024/QH15 on Land, Law No. 27/2023/QH15 on Housing, Law No. 29/2023/QH15 on Real Estate Business, and Law No. 32/2024/QH15 on Credit Organizations;

Pursuant to Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and implementing measures of the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Legislative Regulatory Documents;

Pursuant to Decree No. 59/2024/NĐ-CP dated May 25, 2024 of the Government amending and supplementing certain articles of Decree No. 34/2016/NĐ-CP dated May 14, 2016 of the Government detailing certain provisions and measures for implementing the Law on Legislative Regulatory Documents which has been amended and supplemented certain articles according to Decree No. 154/2020/NĐ-CP dated December 31, 2020 of the Government;

Pursuant to Decree No. 103/2024/NĐ-CP dated July 30, 2024 of the Government stipulating land use fees and land lease fees;

At the proposal of the Minister of Finance, the Prime Minister issues this Decision to abolish part of, and entirely some Decrees of the Prime Minister in the field of land finance.

Article 1. Entirely abolishing all decisions

Entirely abolishing the following Decrees:

1. Decision No. 44/2010/QĐ-TTg dated June 10, 2010 of the Prime Minister regarding exemption from land use fees and land lease fees for construction of auxiliary works for national expressways.

2. Decision No. 57/2010/QĐ-TTg dated September 17, 2010 of the Prime Minister regarding exemption from land lease fees for projects constructing storage facilities with a capacity of 4 million tons of rice and corn, cold storage for preserving aquatic products, vegetables, and temporary storage for coffee according to planning.

3. Decision No. 33/2011/QĐ-TTg dated June 10, 2011 of the Prime Minister regarding exemption from land use fees for households living in fishing villages, people living on rivers, lakes, and those relocated to resettlement areas.

4. Decision No. 48/2012/QĐ-TTg dated November 1, 2012 of the Prime Minister regarding amendment and supplementation of Decision No. 204/2005/QĐ-TTg dated August 15, 2005 of the Prime Minister.

5. Decision No. 11/2015/QĐ-TTg dated April 3, 2015 of the Prime Minister stipulating exemption and reduction of land use fees when recognizing land use rights, ownership of houses and other assets attached to land for households and individuals for residential land with origin of allocation (grant) not within the authority before October 15, 1993 in areas with difficult socio-economic conditions, extremely difficult conditions, border areas, islands.

6. Decision No. 22/2020/QĐ-TTg dated August 10, 2020 of the Prime Minister regarding reduction of land lease fees for 2020 for entities affected by the COVID-19 pandemic according to Resolution No. 84/NQ-CP dated May 29, 2020 of the Government.

7. Decision No. 27/2021/QĐ-TTg dated September 25, 2021 of the Prime Minister regarding reduction of land lease fees for 2021 for entities affected by the COVID-19 pandemic.

8. Decision No. 01/2023/QĐ-TTg dated January 31, 2023 of the Prime Minister regarding reduction of land lease fees and water surface lease fees for 2022 for entities affected by the COVID-19 pandemic.

9. Decision No. 25/2023/QĐ-TTg dated October 3, 2023 of the Prime Minister regarding reduction of land lease fees for 2023.

Article 2. Repeal part of Decision No. 42/2012/QĐ-TTg dated October 8, 2012 of the Government Prime Minister.

Repeal Clause 4 of Article 3 of Decision No. 42/2012/QĐ-TTg dated October 8, 2012 of the Government Prime Minister regarding support for organizations and units employing laborers who are ethnic minorities in mountainous areas and particularly difficult regions.

Article 3. Implementation Provisions

1. This Decision takes effect from the date of signature.

2. The Ministers, Heads of ministerial-level agencies, Heads of government agencies, Chairpersons of provincial People's Committees under central cities, and related units shall be responsible for implementing this Decision./.
