JOINT CIRCULAR No. 25/TT-LB guiding the implementation of Decisions No. 72/HĐBT and No. 253/CT of the Council of Ministers on scholarships for students at teacher training schools and mountainous area students.

JOINT CIRCULAR

Guidelines for implementing Decisions No. 72/HĐBT and No. 253/CT of the Council of Ministers on scholarships granted to students at teacher training schools and mountainous area students.

Implementing Decision No. 72/HĐBT dated March 13, 1990 of the Council of Ministers on specific policies and guidelines for economic and social development in mountainous areas and Decision No. 253/CT dated July 7, 1990 of the Chairman of the Council of Ministers on supplementing scholarship funds for students at teacher training schools and mountainous area students, the Ministry of Education and Training and the Ministry of Finance provide additional guidance on scholarships granted to students at teacher training schools and mountainous area students as follows:

PART I:

SCHOLARSHIPS FOR STUDENTS IN MOUNTAINOUS AREAS.

1. The recipients of mountainous area scholarships include:

a. Students who are ethnic minorities studying at universities, colleges, vocational high schools, and vocational training institutions (hereinafter referred to as specialized schools).

b. Students who are Han Chinese or Overseas Chinese who have lived and registered their permanent residence in mountainous highlands (also known as remote highlands) for at least 36 months before entering specialized schools.

The mountainous areas and highland regions are defined by the People's Committee of the province or centrally governed city.

These recipients must be enrolled within the national plan quotas assigned to universities, colleges, vocational high schools, and vocational training institutions, including preparatory quotas, concentrated cultural education schools for ethnic minorities, and boarding schools for ethnic minority students.

2. Scholarships for mountainous area students consist of two parts: basic social scholarships and regional scholarship subsidies - the mountainous area scholarship fund is determined as follows:

Where MN is the number of mountainous area students currently enrolled in courses at the school as stipulated in Point 1, Part I of this Circular.

3. Reimbursement for train and bus fares to visit family:

Mountainous area students eligible under Part I may be reimbursed for train and bus fares twice a year (once going and once returning like teachers and staff on annual leave) during summer break or Tet holiday.

PART II:

SCHOLARSHIPS FOR STUDENTS AT TEACHER TRAINING SCHOOLS.

1. Allocated scholarship fund:

Based on the student enrollment figures listed in Appendix No. 1 of Joint Circular No. 18 TT/LB dated September 16, 1989, teacher training schools are allocated a pure scholarship fund for the academic year as follows:

 is the number of students currently enrolled in courses at the school after deducting mountainous area students and those receiving living expense allowances.

2. Scholarship levels:

a. Within the allocated scholarship fund, the Ministry of Education and Training specifies specific scholarship levels A, B, and C for policy beneficiaries and regular students.

b. Students at teacher training schools eligible under Part I, Point 1, shall enjoy the scholarship benefits for mountainous area students as specified in Point 2 and the reimbursement for train and bus fares as specified in Point 3 of Part I above.

PART III:

IMPLEMENTING PROVISIONS.

1. Schools and relevant ministries responsible for educational training must separately prepare budgets and settle accounts for the scholarship fund for mountainous area students as stipulated in Part I when preparing and settling accounts for the scholarship fund and training costs provided by the State Budget.

2. This Circular takes effect from September 1990.

3. In accordance with their respective functions, the Ministry of Education and Training shall issue guidelines to ensure that the scholarship fund does not exceed the provisions set out in this Circular.
