CDIRECTIVE
ON THE CONSTRUCTION OF THE STATE LIST OF TRADES FOR SKILLED WORKERS, TECHNICAL AND ADMINISTRATIVE STAFF
In recent years, vocational training for skilled workers, technical, and administrative staff in various sectors and localities has met some immediate needs of the country. However, this work also has limitations and many unreasonable aspects because there has been no unified list of trades suitable for national training requirements.
To have scientific grounds for planning and vocational training plans, and to have a solid basis for unified guidance and management of vocational education, the State needs to promptly construct and issue a unified list of trades for skilled workers, technical, and administrative staff; the Prime Minister decides:
1. Entrust the responsibility to Ministries and sectors under the guidance of the General Department of Vocational Training to research and compile the list of trades for skilled workers, technical, and administrative staff that need to be trained within their respective areas of management.
2. Based on the lists of trades compiled by Ministries and sectors, the General Department of Vocational Training shall be responsible for researching and consolidating these into a State list of trades for skilled workers, technical, and administrative staff to submit to the Government for review and issuance.
For this purpose, the General Department of Vocational Training needs to establish specialized teams to compile trade lists according to each specialty. Ministries and sectors should assign capable staff to participate in specialized teams researching trade lists related to their own sectors, as required by the General Department of Vocational Training.
The construction of the State list of trades for skilled workers, technical, and administrative staff must be expedited to be completed by the end of the fourth quarter of 1980. The General Department of Vocational Training shall be responsible for guiding and urging Ministries and sectors to perform well, and reporting progress periodically to the Prime Minister.
