Considering the proposal of the People's Committee of Khanh Hoa Province at Document No. 4650/TT-UBND dated October 11, 2005 and Document No. 2314/UBND-SKHĐT dated May 8, 2006 and the opinion of the Ministry of Planning and Investment at Circular No. 5696/BKH-TĐ&GSĐT dated August 3, 2006 on the Master Plan for Socio-Economic Development of Khanh Hoa Province until 2020.

Article 1. Approves the Master Plan for Socio-Economic Development of Khanh Hoa Province until 2020 with the main contents as follows:

I. DEVELOPMENT VIEWS

The Master Plan for Socio-Economic Development of Khanh Hoa Province until 2020 ensures principles consistent with the overall socio-economic development strategy of the country and the Central Region; building Khanh Hoa into a center of the South Central Coast and Central Highlands region; ensuring the relationship between economic growth and addressing social issues, particularly employment, reducing poverty rates, and ethnic and religious affairs; between economic development and national defense and security, consolidating political systems, administrative governance, and environmental protection.

Accelerate the pace of economic growth, transform the economic structure towards industrialization and modernization; form high-productivity and value-added industries and services, and dynamic regions for development within the province; improve the quality, efficiency, and competitiveness of the economy.

Develop the economy and society based on leveraging the strengths and advantages of the province; maximize internal resources while attracting external resources, especially investment capital, science and technology, and market development. Encourage all economic sectors to develop production and business.

Invest comprehensively in development, combining rapid urbanization with rural development; gradually reduce disparities in development among regions within the province.

Implement a human resource development strategy, raise public awareness and the quality of human resources; continuously improve and enhance people's living standards, especially those in mountainous areas and policy beneficiaries.

II. DEVELOPMENT OBJECTIVES.

1. Regarding economic development:

Maintain and accelerate the pace of higher economic growth compared to the national average. The GDP growth rate during the period 2006-2010 is approximately 12% per year, 2011-2015 is approximately 12.5% per year, and 2016-2020 is approximately 13% per year. The total GDP of the province (at 1994 prices) will reach 13,226 billion VND in 2010; 23,834 billion VND in 2015, and 43,913 billion VND in 2020. The per capita GDP (current prices) will reach 19,477,000 VND in 2010, 32,777,000 VND in 2015, and 56,710,000 VND in 2020.

The economic structure will rapidly transform towards increasing the share of services and industry. In 2010, the economic structure will be industry-construction 43.5%, agriculture-forestry-fishery 13%, and services 43.5%. In 2015, it will be industry-construction 45%, agriculture-forestry-fishery 8%, and services 47%. By 2020, it will be industry-construction 47%, agriculture-forestry-fishery 6%, and services 47%.

The proportion of revenue mobilized into the state budget during the period 2006-2010 is about 22% of GDP, 2011-2015 is about 22-23% of GDP, and 2016-2020 is about 24% of GDP.

Export turnover will increase by an average of 18% per year during the period 2006-2010, and 15-16% per year during the period 2011-2020. Strive to reach an export turnover of 1 billion USD by 2010 and approximately 3.2-3.5 billion USD by 2020.

Total social investment during the period 2006-2010 will reach 38-40% of GDP, and during the period 2011-2020 will be approximately 40-45% of GDP.

2. Regarding social development:

The population growth rate during the period 2006-2010 is 1.6-1.7%, and during the period 2011-2020 is approximately 1.4-1.5%. Employment will be addressed, reducing unemployment in urban areas to 4.2% by 2010 and below 4% by 2020, and improving labor utilization in rural areas.

Strive to achieve a rate of urbanization of about 68.5-70% by 2020, a non-agricultural labor force ratio of about 70%; the average standard of living, economic structure, and socio-economic infrastructure will meet the criteria of a first-class city.

Promote national programs on culture, healthcare, improve education quality, and complete junior secondary school universalization. Socialize education, strengthen school construction investment, and diversify training formats. Improve the quality of the workforce, aiming for a vocational training rate of about 40% by 2010 and 60-70% by 2020. By 2010, 80% of trained workers will have jobs, and the poverty rate will be under 3%.

3. On Environmental Protection:

Effectively prevent environmental pollution, maintain marine and coastal environments for tourism development. Improve environmental quality, ensure sanitary water sources, and by 2010, approximately 96% of the population will have access to clean water, collect and treat 100% of household waste, manage and treat 100% of hazardous industrial and medical waste. Conserve and use natural resources reasonably, protect biodiversity. Enhance environmental education and raise awareness. Strengthen environmental management capacity.

III. DEVELOPMENT DIRECTIONS FOR INDUSTRIES AND SECTORS AND KEY PRODUCTS.

1. Tourism Development.

Develop tourism into a significant contributor to the provincial economy. Maintain an average annual growth rate of 16% in tourism revenue and 10% in tourist arrivals.

Promote international tourism strongly, using international tourism as a driving force to boost domestic tourism and the development of service industries. Diversify tourism products, focusing on Cham culture and Sa Huynh culture tourism; leisure and sports tourism, weekend tourism; coastal landscape tourism, winter vacation and resort tourism; ecological tourism; conference and seminar combined tourism. Vigorously promote and market tourism, building and promoting the brand of Khanh Hoa tourism in the global market, seeking to expand new markets. Pay special attention to investment in Nha Trang, Van Phong, Cam Ranh, and other international-level tourist areas with competitive capabilities against some major coastal tourist centers of neighboring countries. Invest in developing a synchronized infrastructure system to serve tourism. Organize tourism routes and connect provincial tourism routes with national tourism routes. Gradually raise the standards of the tourism industry to international levels.

2. Develop service industries: mobilize all capabilities and resources to develop service industries. The average growth rate of the service sector during the period from 2006 to 2010 was 13.8% per year, from 2011 to 2015 was 13.1% per year, and from 2016 to 2020 was 12.8% per year. Among which, focus on developing the following main service industries:

- Transportation services: invest in constructing the international transshipment port of Van Phong capable of receiving container ships with a capacity of 4,000 to 6,000 TEUs. Cargo throughput capacity will reach 500,000 TEUs before 2010, 1 million TEUs from 2010 onwards, and approximately 4.5 million TEUs by 2020. Expand and upgrade Cam Ranh airport into an international airport; it can welcome 1 million passengers by 2010 and about 2 million passengers by 2020.

- Trade and import-export business: develop trade, gradually modernize to ensure rapid and convenient circulation of goods, stimulating production development. Focus on consolidating the commercial network throughout the region. Encourage all economic sectors to operate according to market mechanisms and in accordance with the law. Construct modern commercial-service centers in Nha Trang and Cam Ranh. Complete the network of markets, especially central city markets in Nha Trang and districts. Form a wholesale market area in the western part of Nha Trang City. Build one to two central markets and zones in each district, completing the rural market system. In terms of exports, shift towards increasing high-value-added processed industrial products. Study and plan the construction of an international trade center in Nha Trang.

- Other service industries such as: finance, banking, insurance, consulting services, information technology and software, research and transfer of scientific and technological progress, supply of technical materials for agricultural production, etc.

3. Develop industry.

Develop industry at a high and stable pace. The average annual growth rate based on added value during the period from 2006 to 2010 was 14%, and from 2011 to 2020 was 14.6%. The industrial structure shifts towards concentrating on developing eight product groups: seafood processing; agricultural product processing; forest product processing and handicraft production; mineral extraction and processing, and construction material production; textile, sewing accessories, footwear; beer and beverage production; machinery, electronics, shipbuilding and repair; information technology and other industries. Strengthen rural industry and traditional small-scale handicrafts. Encourage enterprises to innovate technology, improve management levels, increase the proportion of processed industrial products, and enhance product value.

From now until 2010, form five industrial zones within the territory: Suoi Dau, Ninh Thuy, Nam Cam Ranh, Bac Cam Ranh, Van Ninh. Establish several medium and small industrial zones with a scale of 40 to 50 hectares such as: the fishing service support zone in Bac Hon Ong and the Dak Loc industrial zone in Nha Trang City, Dien Phu industrial zone in Dien Khanh District, Ninh Xuan industrial zone in Ninh Hoa District, Song Cuong industrial zone in Khanh Vinh District.

4. Agriculture, forestry, fisheries, and disaster prevention.

- Agriculture: invest in developing agriculture towards diversifying crop and livestock types; linking with processing industries and consumption markets, suitable to the actual conditions of the locality. Shift the agricultural economy structure towards increasing the proportion of livestock product value, increasing commodity agricultural products with advantages of the province. Ensure internal demand for food and food for tourists.

- Forestry: by 2010, the entire province will have 231,812 hectares of forests, accounting for 44.6% of the total natural land area. Carefully protect existing forest areas, plant new ones, encircle and regenerate forests, nurture and rationally exploit forests.

- Fisheries: continue to invest in developing aquaculture and marine farming and expanding offshore exploitation; accelerate the progress of investment in building infrastructure for the fishing industry. Closely combine the development of exploitation with the protection of fishery resources. By 2010, the exploitation yield will reach 100 to 110 thousand tons, the aquaculture yield will reach 30 to 35 thousand tons. The area of aquaculture and marine farming will be around 5,000 to 5,500 hectares.

- Disaster prevention: strengthen investment in material and equipment to effectively perform disaster forecasting and warning work, modernize search and rescue equipment, and mitigate disaster consequences. Invest in planting mangrove forests, sand-fixing forests, river dikes, sea dikes, and flood drainage systems.

5. Infrastructure construction.

- Transportation:

+ Maritime and inland waterways: construct the international transshipment container port of Van Phong in the Dam Mon Bay area; upgrade and expand the Ba Ngoi port; develop inland waterway ports and berths; develop a fleet of maritime and inland waterway transport vessels.

+ Roadways: upgrade and improve the section of National Highway 1A passing through the provincial territory to meet technical standards for Class I roads in plains. Expand the road from the foot of Co Ma Pass to Dam Mon to four lanes. Relocate the section of National Highway 1A within the city of Cam Ranh westward outside the city. Construct connecting roads between the city of Cam Ranh and Cam Ranh Peninsula and from Cam Ranh Airport to Nha Trang City (four routes). Upgrade and improve the section of National Highway 26 passing through the provincial territory to meet technical standards for Class I roads in plains. Upgrade and improve Provincial Roads 1A, 1B, 2, 3, 4, 4B, 5, 6, 7, 8B, and 9 to meet technical standards for Class IV roads. Connect some county and commune roads into county and commune trunk roads. Develop modern urban transportation networks simultaneously with rural transportation networks. Construct bus stations at the centers of counties and urban points.

+ Railways: upgrade and improve the Thong Nhat railway line and stations within the province. Study the possibility of using Nha Trang Station for passenger transport and constructing a new station at Vinh Luong (Nha Trang) for cargo transport. Construct a railway line connecting Van Phong International Transshipment Port with the Thong Nhat railway, build a freight terminal at Tu Bong and a new station at Van Gia. Upgrade and improve the railway line from Ba Ngoi to the Ngua Ba junction connected to the Thong Nhat railway. Study the construction of a new station on the Thong Nhat railway line in Cam Nghia Commune.

+ Aviation: continue to construct and upgrade Cam Ranh Airport to an international airport.

- Electricity Supply:

Standardize distribution networks; enhance power quality and supply range. Research and develop clean energy (wind, geothermal, solar). Continue the rural electrification program; by 2010, 100% of communes with 90-95% of households using national grid electricity. For coastal and island communes, invest in small hydropower development, utilize solar and wind energy. Invest in power supply for Van Phong and Cam Ranh economic zones.

- Sewage, waste management, and environmental sanitation:

Focus on completing ongoing projects; repair, upgrade, and reinforce existing facilities. Construct additional projects, paying attention to linking reservoirs, dams, and pumping stations to maximize natural water resources and improve water usage efficiency. Complete and gradually reinforce canal systems. Construct drainage systems and sea dykes to prevent salinity intrusion.

Invest in constructing water supply systems from Hoa Son Lake to Van Phong Bay, from Suoi Dau and Cam Ranh Lakes to the Nha Trang area and northern part of Cam Ranh City; consider cooperation with Phu Yen Province to develop large-scale water supply from the Ba River basin.

Regarding domestic water supply: by 2010, achieve clean water standards of 150 liters/person/day-night for Nha Trang City, 120 liters/person/day-night for Cam Ranh City, 100 liters/person/day-night for towns, and 60-80 liters/person/day-night for rural residential areas. Upgrade the Voi Canh Water Plant to a capacity of 100,000 cubic meters/day-night.

+ For the northern districts: invest in constructing key water conservancy and water supply projects such as Hoa Son, Tien Du, Ta Ruc, Song Can, Dong Dien Nam reservoirs; irrigation systems following the Ekrongru hydropower plant.

+ For the Nha Trang-Dien Khanh area: complete the construction of Suoi Dau Reservoir and continue building Dak Loc Reservoir.

+ For the southern districts: upgrade and improve the existing Cam Ranh Water Plant to a capacity of 6,000 cubic meters/day-night. Construct Cam Ranh Thượng Reservoir and a second water plant with a capacity of approximately 24,000 cubic meters/day-night.

Develop clean water supply in rural areas; by 2010, 100% of urban residents and 90% of rural residents will have access to clean water.

- Sewage and Waste Collection and Treatment:

Construct separate and semi-separate sewage systems. Wastewater from Nha Trang City, Cam Ranh City, and towns/townships is collected at centralized treatment plants before being discharged.

Implement specific solutions for waste disposal based on the characteristics of each region. Waste is treated at sanitary landfills.

When planning urban and residential areas, allocate appropriate land for expanding and constructing cemeteries.

- Postal Services, Telecommunications, Radio, and Television:

Modernize the postal information network throughout the province; complete coastal and island communication networks. By 2010, reach an average of 32-35 telephones per 100 people; by 2020, reach an average of 50 telephones per 100 people. Invest in upgrading telephone exchanges. Develop new service types. Modernize radio and television technology. By 2010, 100% of communes will be covered by radio and television broadcasts, and all communes and wards will have radio stations.

6. Develop social sectors.

- Population and Labor:

+ Population Development: continue to promote population and family planning work. Alongside economic restructuring, reasonably relocate populations; urban population ratio increases to 59-60% by 2010 and 68.5-70% by 2020.

+ Actively address employment for workers in both urban and rural areas, prioritizing those who have received training.

- Education and Training:

By 2010, the structure and scale of student development for each level of education will be as follows: primary school 52%, lower secondary school 30-35%, upper secondary school 12-15%. 100% of communes will have kindergartens, 68% of children aged 3-5 will attend kindergartens, 98% of 5-year-olds will enter kindergarten, 99% of children aged 6-11 will attend primary school, 85% of children aged 11-15 will attend lower secondary school, 58% of children aged 16-18 will attend upper secondary school; eradicate illiteracy among older age groups.

By 2010, 40% of general schools will implement computer teaching and have internet connectivity; by 2020, these targets will be 80%.

+ Investment in developing school systems at all levels; constructing solid, upgrading, and modernizing infrastructure and equipment to meet national standards. Investment in expanding technical practice centers for vocational guidance at provincial and district levels to provide vocational education for high school students. Strengthening provincial boarding schools for ethnic minority students. Utilizing school facilities to open classes and create conditions for children from ethnic minorities and remote, difficult areas to continue their studies. Renovating and building new continuing education centers. Establishing community learning centers in urban districts and rural communes; by 2010, achieving 50% coverage of such centers in urban districts and rural communes.

+ Increasing investment and expanding the scale of vocational training. By 2010, the proportion of workers with vocational training will reach 35%; by 2020, this ratio will reach 50-55%. By 2010, approximately 80% of workers who have completed training will find employment.

+ By 2010, 80% of civil servants and public service staff will be trained to improve their professional expertise. Annually, 20-30% of grassroots-level officials will be trained to enhance their theoretical political knowledge, administrative management knowledge, legal knowledge, professional expertise, and computer skills.

+ Upgrading the Technical and Vocational School to become the Khanh Hoa College of Technology. Investing in equipment and infrastructure for health, economic, and cultural arts secondary schools. Establishing a technical worker school in Cam Ranh and a craft industry school in Khanh Hoa. Investing in upgrading vocational training centers in districts and towns. Establishing job service centers. Enhancing socialization efforts in the field of education and training.

- Health care and people's health protection:

+ Consolidating and improving the primary healthcare network to ensure that all citizens can access and receive medical services. By 2010, 100% of cities, counties, and towns will have upgraded or newly constructed health centers with appropriate scales; 100% of commune clusters will have newly constructed multi-purpose clinics with necessary equipment for diagnosis and treatment; 100% of wards and villages will have health stations built according to national standards; 100% of hamlets and neighborhoods will have health personnel.

+ By 2010, achieve 8 doctors and 1.5 pharmacists per 10,000 people; reduce malnutrition among children under five years old to below 10%; increase the number of hospital beds to 24 beds per 10,000 people. Reduce the incidence and mortality rates of infectious diseases; control epidemic diseases to the lowest possible level. Effectively prevent and manage social diseases, occupational diseases, and accidents.

+ Investing in building a provincial hospital with a capacity of 700 beds; researching and investing in building new obstetric hospitals, pediatric hospitals, traditional medicine hospitals, eye hospitals, tourist hospitals at Bai Dai; international quarantine centers, environmental health and occupational disease centers; upgrading dermatology, tuberculosis, mental health, Cam Ranh, and Ninh Hoa hospitals; upgrading specialized departments at the provincial level; researching and building a new provincial health school, upgrading the University of Medicine and Pharmacy. At the county level, 100% will have preventive health teams and maternal and child health teams equipped with necessary equipment. Enhancing socialization efforts in the field of health care.

- Culture, information, physical education, and sports:

+ Developing grassroots cultural movements, effectively implementing the All-People Solidarity Cultural Life Building Movement; expanding various forms of cultural services. Diversifying types of cultural and information activities. Implementing the province-wide television broadcasting program. Increasing broadcast hours and program quality of the Khanh Hoa Radio and Television Station.

By 2010, 95% of agencies will meet cultural standards, 100% of residential areas will be covered by radio and television broadcasts; 60% of villages, hamlets, and settlements will have community cultural information houses meeting national standards; 80% of communes, wards, and towns will have community cultural information houses meeting national standards. Widespread use of technologies, equipment, electronic, and computer systems in leadership, management, education, and training. Forming and developing production and service industries in fields such as electronics, computers, new materials, new energy, biotechnology, etc.

+ Developing sustainable ecological agriculture. Protecting and enriching existing natural forests, planting new forests, and scattered trees. Expanding aquaculture areas must align with the provincial economic development plan. Controlling the use and disposal of chemicals containing pollutants in agriculture, forestry, and fisheries. Having comprehensive and reasonable plans for water resource utilization. Regularly and strictly monitoring wastewater, waste, and garbage treatment measures. Developing closed-loop VAC, RAC production models; focusing on agricultural waste treatment. Strengthening environmental management and biodiversity conservation. Inheriting and enhancing the effectiveness of the Vietnam Marine Protected Area pilot project - Hon Mun.

- Combining economic development with ensuring security, defense, and building a strong political system:

Closely integrate economic and social development with the consolidation of national defense, security, and foreign relations, building a people's whole-of-the-nation defense posture, a people's security posture, and a border defense posture for the people. Coordinate closely and comprehensively among military agencies, border defense forces, police, departments, sectors, mass organizations, and the entire population to form a comprehensive strength, building a province that is politically strong, economically wealthy, and robust in national defense and security. Focus on building a politically strong system of governance, enhancing economic and social potential, cultural strength, national defense, and security.

IV. DEVELOPMENT DIRECTION ACCORDING TO TERRITORIAL ZONES.

1. Develop urban systems and rural residential areas.

- International transshipment port and Van Phong integrated economic zone.

- Cam Ranh Economic Zone.

3. Develop the economy and society in mountainous regions.

V. PRIORITY PROGRAMS AND PROJECTS FOR RESEARCH AND INVESTMENT.

VI. MAJOR SOLUTIONS TO IMPLEMENT THE PLAN.

1. Building a strong multi-level administration

Accelerate administrative reform, enhance the capacity of cadres and civil servants, clearly define the authority between levels, strengthen administrative discipline, combat bureaucracy, corruption, and waste while ensuring the people's right to self-governance; thereby improving the effectiveness of economic and social management at all levels, creating a favorable environment to attract resources for development investment.

2. Mobilizing investment capital

The demand for investment capital of the Province during the period from 2006 to 2020 is very large compared to the available resources and the balancing capability of the Province and the support from the Central Government; therefore, the Province needs to propose plans for mobilizing capital for each stage, select and prioritize research and investment projects, reasonably phase investments, and implement specific and practical solutions to attract investment capital, ensuring the achievement of set goals.

- For budget funds: apart from the investment funds for central projects within the territory, the Province uses central government budget support funds to focus on building essential socio-economic infrastructure, including water conservancy works and domestic water supply, expanding rural transportation networks, and power grids.

- Within the framework of land laws, appropriate measures should be taken to maximize the mobilization of capital from land funds for urban development, industry, and small-scale industries.

- For external sources: along with effectively attracting foreign direct investment, it is necessary to take advantage of ODA funds to invest in key programs and projects, prioritizing rural infrastructure, paying special attention to investment in poor communes and difficult areas.

- Establish mechanisms and policies to encourage various economic sectors to invest in economic development, especially production and business activities in rural areas.

- Promote socialization in education, training, healthcare, culture, information, sports, and physical education to mobilize all social resources for investment in these fields.

3. Solutions regarding planning

Regularize planning work, making it a powerful tool for state management of the economy. Implement decentralization in planning formulation, review, approval, implementation, and supervision. Invest according to the plan, in line with the ability to balance capital and other resources.

4. Reforming, restructuring, and developing economic components

Effectively implement the Enterprise Law; resolve difficulties for enterprises; restructure and reform production and business operations for state-owned enterprises. Study and issue preferential policies for key industries with potential advantages; improve industrial development policies to create a favorable and attractive environment for investors. Encourage and support, particularly by ensuring a legal framework and fairness for non-state enterprises to develop.

5. Science and technology policy and environmental protection

Vigorously apply scientific and technological progress to industry, agriculture, construction, and services; improve the quality of training and technology transfer, effectively utilizing the scientific and technical cadre. Pay attention to environmental protection and ecological balance, ensuring sustainable economic and social development.

6. Human resource development policy

Emphasize education and training, raising public awareness; develop workforce training plans suitable for the direction of production and business development; create incentives to encourage workers to exert their strength and intelligence to improve labor productivity. Develop training and upgrading plans to gradually improve the quality of the cadre and civil servant corps. Implement policies to attract high-quality labor from other regions to work in the Province.

7. Strengthen cooperation with other provinces and expand markets

Enhance economic cooperation with localities across the country, especially Ho Chi Minh City and central and western highland provinces, forming a suitable mechanism under the law to attract investors to Khanh Hoa; establish a program to mobilize ODA and FDI funds to prioritize investment in urban and rural infrastructure, healthcare, education, poverty reduction, and hunger eradication.

Pay attention to expanding domestic and international markets. Improve product quality, innovate designs, increase competitiveness, and develop markets sustainably; pay more attention to establishing and promoting brands for products and services with development potential.

8. Implementation organization

Publicly announce the approved Plan; study and implement the Plan comprehensively and systematically; develop plans to achieve high results and efficiency in implementing the Plan; regularly update to propose adjustments to the Plan when necessary.

Article 2. This Plan serves as a guideline and basis for the preparation, approval, and implementation of specialized plans and investment projects within the Province as prescribed.

Article 3. The People's Committee of Khanh Hoa Province, based on the objectives, tasks, and directions for socio-economic development of the Province as set out in the Plan, shall take the lead and coordinate with relevant Ministries and sectors to direct the preparation, approval, and implementation in accordance with regulations:

- Socio-economic development plans for districts and towns; urban system and settlement planning; construction planning; land use planning and plans; sectoral and field development planning to ensure comprehensive and synchronized development.

- Study and promulgate mechanisms and policies appropriate to the development requirements of the Province and national laws at each stage, aimed at attracting and mobilizing resources to implement the Plan.

- Establish long-term, medium-term, and short-term plans; key development programs; specific projects for focused investment or phased prioritized allocation.

- Submit to the Prime Minister for consideration and decision on timely adjustments and supplements to this Plan in accordance with the socio-economic development situation of the Province and the country at each stage of the Plan.

Article 4. Assign relevant central Ministries and sectors to support the People's Committee of Khanh Hoa Province in researching and preparing the aforementioned plans; studying and promulgating appropriate mechanisms and policies for socio-economic development of the Province at each stage. Accelerate investment and implementation of large-scale projects with regional impact and importance to the Province's development that have been approved for investment. Research and submit to competent authorities for approval of adjustments and supplements to sectoral development plans and investment plans for projects mentioned in the Plan. Support the Province in seeking and allocating domestic and foreign investment capital to implement the Plan.

Article 5. This Decision takes effect fifteen days from the date of publication in the Official Gazette.

Article 6. The Chairman of the People's Committee of Khanh Hoa Province, Ministers, Heads of Ministries equivalent to Ministries, and Heads of Government agencies are responsible for implementing this Decision./.
