DIRECTIVE

On the implementation of the movement "Learning and Practicing the Moral Example of President Ho Chi Minh" in the education sector

Implementing Directive No. 06-CT/TW dated November 7, 2006 of the Politburo on organizing the movement "Learning and Practicing the Moral Example of President Ho Chi Minh" and Guidance No. 11-HD/TTVH dated December 6, 2006 of the Central Committee for Ideology and Culture, the Minister of Education and Training directs the implementation of the movement throughout the sector as follows:

1. Objective

Making teachers, educational management officials, staff members, students, trainees, and learners in the entire education sector deeply understand the basic contents and great values of President Ho Chi Minh's moral example; creating a strong transformation in self-cultivation, discipline, and practicing the moral example of President Ho Chi Minh, enhancing revolutionary morality, thrift, honesty, integrity, and impartiality; combating political and moral degeneration, social vices, and contributing to the successful implementation of the Resolution of the 10th Party Congress.

2. Requirements

- All teachers, educational management officials, staff members, students, trainees, and learners in the education sector must seriously study and practice the moral example of President Ho Chi Minh; voluntarily learn and follow the moral example of President Ho Chi Minh and support each other in building good habits and lifestyles at their units; while being supervised and inspected by the Party organizations and administrative bodies.

- The forms and methods of organizing research and learning must be suitable to the conditions of each unit, locality, level of education, and training level; achieving high efficiency without ostentation or waste.

- Organizing the movement must be closely linked with the successful implementation of the Resolution of the 10th Party Congress; with the movement to build and rectify the Party, thrift, anti-waste, and anti-corruption; with the fight against negative practices and the elimination of performance-oriented malpractices in education according to the spirit of Directive No. 33/2006/CT-TTg of the Prime Minister; and with other competitive movements in the sector.

3. Contents

- Organize research, learning, and practicing the moral example of President Ho Chi Minh in his works "Enhancing Revolutionary Morality, Eradicating Individualism", "Last Will", and his moral example; focusing on qualities such as "diligence, thrift, honesty, integrity, impartiality", organizational discipline awareness, responsibility awareness, service to the people, struggle against individualism, bureaucracy, corruption, and waste.

- Individuals should relate themselves to President Ho Chi Minh's moral examples and develop appropriate goals for self-improvement based on their positions; organize for the masses at their workplaces to provide feedback to cadres and party members.

- Promote propaganda through mass media and widely disseminate within the sector.

4. Implementation organization

- The Cadre Party Committee of the Ministry of Education and Training shall establish a Steering Committee for the movement headed by the Minister and Secretary of the Cadre Party Committee.

- Launch the movement "Learning and Practicing the Moral Example of President Ho Chi Minh" throughout the sector from May 19, 2007, annually reviewing progress during the birthday of the President (May 19) and concluding the review on February 3, 2011.

- Departments, Bureaus, Inspectors, and other units under the Ministry: develop plans, action programs, and review the content, organization, guidance, and inspection of the movement implementation according to their functions and responsibilities.

- Departments of Education and Training, schools, and educational institutions shall establish Steering Committees chaired by the heads of the units, coordinating with the Party committees and related units to direct the movement; basing on this Directive to implement the movement, creating changes in each field, target group, and stage, focusing on the most pressing issues and then implementing subsequent contents suitable to the specific situation of the unit; when implementing, highlight the moral example tied to the life and career of the President, especially the contents related to education and places visited by the President. Educational institutions incorporate the content of the movement into their work plans, implement it, and regularly report to the Ministry of Education and Training.

The movement "Learning and Practicing the Moral Example of President Ho Chi Minh" is closely linked with the content of reforming teaching and learning methods, with the movement "Saying No to Negative Practices in Examinations and Performance-Oriented Malpractices in Education," and other movements and competitive activities in the entire sector.

The Steering Committee of the Ministry of Education and Training is responsible for preparing and providing materials for implementation in the sector according to the guidance of the Central Committee.
