DECISION OF THE MINISTER OF INDUSTRY

Regarding the establishment of the Textile-Garment Technical-Economic Secondary School

under the Vietnam National Textile and Garment Corporation

THE MINISTER OF INDUSTRY

Pursuant to the Education Law dated December 2, 1998;

Pursuant to Decree No. 55/2003/NĐ-CP dated May 28, 2003 of the Government stipulating the functions, tasks, powers, and organizational structure of the Ministry of Industry;

After reaching consensus with the Ministry of Education and Training through Circular No. 12296/TCCB dated December 26, 2003;

Considering the proposal of the Chairman of the Board of Directors of the Vietnam National Textile and Garment Corporation at Circular No. 1906/CV-TCHC dated December 3, 2002;

At the suggestion of the Director of the Department of Organization and Cadres,

DECISION:

Article 1. Establish the Textile-Garment Technical-Economic Secondary School based on the Vocational Training School for Textile and Garment Industry in Nam Dinh under the Vietnam National Textile and Garment Corporation.

The Textile-Garment Technical-Economic Secondary School is an educational institution training and nurturing cadres with secondary level economic and textile-garment technical qualifications and technical workers within the national education system of the Socialist Republic of Vietnam; it also serves as a research and technology development center to support economic and social development. The school is subject to state management by the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs, and enjoys state policies and regulations applicable to vocational secondary schools and vocational training institutions;

International trade name: THE GARMENT-TEXTILE-TECHNICAL ECONOMIC SECONDARY SCHOOLAbbreviation: GAR-TEX-TECHECO SECONDARY SCHOOL

Article 2. The University has the following main tasks:

1\. Train cadres with secondary level economic and textile-garment technical qualifications and technical workers according to the framework structure of the national education system and the educational and training certificates regulated by the Law on Education dated December 2, 1998, Decree No. 43/2000/NĐ-CP dated August 30, 2000 of the Government detailing and guiding the implementation of certain provisions of the Law on Education; Decree No. 02/2001/NĐ-CP dated January 9, 2001 of the Government detailing the implementation of the Labor Code and the Law on Education regarding vocational training;

2\. Train and retrain technical management staff and high-level technical workers in the textile and garment industry to meet the standards set by the State and the requirements of organizations and individuals both domestically and internationally;

3\. Conduct research and implement scientific and technological advancements in the textile and garment industry; integrate training with employment, scientific research, and production labor to enhance training quality to meet increasingly higher demands of production and business;

4\. Carry out activities related to technology development, application, and transfer; scientific and technical services; experimental production; production and business activities consistent with the training fields and other tasks assigned by the Vietnam National Textile and Garment Corporation in accordance with the law;

6\. Manage, maintain, develop, and effectively utilize the material infrastructure and financial resources allocated by the State;

Article 3. Organizational structure of the School.

1. Leadership:

a) Principal;

b) Deputy Directors.

2\. Professional and operational units.

3\. Service and technology transfer units (including: technology transfer experimental units, production, service, language, computer, school workshops, laboratories, library, dormitory, job placement, product showroom).

The Principal of the Textile-Garment Technical-Economic Secondary School shall be responsible for:

a\. Drafting and submitting to the General Director of the Vietnam National Textile and Garment Corporation for approval the Charter of Organization and Operation of the School;

b\. Based on the approved Charter, the School shall define functions, tasks, and arrange and allocate staff and teachers for each unit according to the professional standards of university, college, and vocational secondary school civil servants as stipulated in Decision No. 538/TCCP-TC dated December 18, 1995 of the Minister, Head of the Civil Service Department of the Government (now the Ministry of Home Affairs);

c\. In accordance with the development needs of cadre and worker training at different periods, draft organizational and operational plans for service, technology transfer, and other units, submit them to the competent authority for review and decision-making according to the delegation of authority.

Article 4. The Textile-Garment Technical-Economic Secondary School is a self-financing public institution with legal personality, entitled to open accounts at the Treasury and the State Bank, and to have seals (including embossed and reduced-size seals) for its operations and transactions in accordance with the law.

Article 5. This Decision shall take effect 15 days after its publication in the Official Gazette and shall replace Decision No. 934/CNn-TCLĐ dated July 25, 1968 of the Minister of Light Industry (now the Ministry of Industry).

The Chief of the Office of the Ministry, the Inspector General of the Ministry, the Heads of Departments and Bureaus under the Ministry, the Chairman of the Board of Directors and the General Director of the Vietnam National Textile and Garment Corporation, and the Principal of the Textile-Garment Technical-Economic Secondary School are responsible for implementing this Decision./.
